Don Gonsalves, 40 Bayberry Trail - we have not contributed the amount that is required to be contributed. Had we funded it properly over the years we may not have the problem we have today. Hope someone looks at that. 2) when you talk about discount rate I agree. There are two discount rates - what are your people saying aobut the discount rate they are using. if they use high - use low they are high. Present value of liability. A lot of pension plans are out of line because they use high discount rate presnet rat eis low. a lot of plan are going to lower discount rate. Want to make sure that the discount rate is ok. 3) WE have one of the richest 401K plans in the United States. We have a plan 4.5% for th employee and 12.5% for the Town. The taxpayers that are working every day - should be brought out - we are a town.
Chief Kevin Cooney, Fire Chief - as a Town volunteer - thank you to Gary - your time is appreciated. Prague - Chief Cooney would like you to talk about about the Octoberfest - Sunday, 27th 2pm at Maneeley - 25.00 per person - Kevin Cooney and Bruce Maneeley.

McCann - October is Breast Cancer Awareness Month - remind the community of the very imporatnt issue. there are a lot of misconceptions - many think heredity is the main risk - that is not true. imporatnt for all woemn to pay attention to their bodies. have appropriate screening. Delnicki - remind everyone about texting while driving. can change a persons life -

A. Resolution Adopting an Ordinance Authorizing the Acquisition of Open Space
Yagaloff - Bazzano, will use in the future to purchase other properties. Delnicki - proforma deal McCann - the exhibit B has just one property - we did have second - Delnicki - exhibit B as published - the other attachment is for anothe rpubic hearing. There was no notice given to cover the additional property. Havens - can you come up with a balance for the open space funds? Galligna - can give you balance tomorrow - over 2M. Havens - that is an area that is monitored. Recommend that we approve another referendum on Open Space property. we should continue on the same path. approved unanimously

A. Resolution Authorizing the Town Manager to Refer Proposed Acquisition of Property Identified as 491 King Street, South Windsor, Connecticut to the South Windsor Planning & Zoning Commission
Snyder, McCann Snyder - any information on the cost? Galligna - 135,000 and then there is some labor cost that the Council received tonight. Snyder - that is down considerably Galligan - they started at 400,000 - our valuation on the property 135,000 Snyder - could I ask for brief description Galligan - Open Space Task Force did recommend that we purchase. one building lot - family had developed homes in that area. this lot left. pond there - could do fishing derby and other things. barrier that could keep the park private. has trout in there. felt good recreation program. Snyder - do not see any complications with P & Z Galligan - no I do not. there was a lot of target it met. Snyder - is there a road Galligna - stone base road - we can get emergency behicle sin there Snyder - open space as recreation Galligan - passive recreation
Anwar - memo from Michael Dobler - the amount of due dilgence for this worked out well. the entire council was unanimous - we wanted to keep price at fair level - this will be an asset to our community. Delnicki - good opportuntiy. nice park unanimous

Havens - McCann Galligna - this is the JOnes Property - will be having appraisal done. phase I will be done - house on the property. unanimous

Bazzano - have learned a lot over the years. Number one thing you learn is you are not going to please everyone. When you go to vote do not vote for one thing they have not done, look at their whole record. this is about everyone doing what is right for the town. We as a committee got something done for the Town (athletic fields) - think about why you are up here, best inteest of the town not for re-election. Don't not vote for something because of the election. Thanked everyone on the Council.
Yagaloff - thanked Gary for his hard work and commitment to the community. Thanked Tom - represented the Counicl at social events. Also leadership at the Council meetings. Fellow Councillors - this is one of the best working council we have had. We all care about the community and trying to do the right thing. Good luck to everyone -
Havens - I have served with a few Council people in my career. I have loved working with everyone. Everyone has done a good job. we all have the love of SW. Nov. 5th important day in the town. everyone should get out and vote. Mr. Galligan you have done a good job, good luck in the futre.
Anwar - I have really learned a lot from everyone. we are volunteers - we care about the future of the community. we may disagree on items but we are all volunteer and are interested in the best for the town. we are all passionate people. I admire everyone who has done that. we have heard from a lot of people about the taxes increase too much. we need the town to remain a place where people can live. going forward hopefully the next council will be focused on Gary wonderful to work with you. have learned a lot from you. blessing to have someone like you on the council. Mayor Delnicki your job is difficult. not easy to be doing what you do. noticed your fairness. Delnicki - thanked Gary for service - can take a term off and come back. you do bring a passion to the council. Counicllor Havens talked about the right to vote - we have the Veterans Day Parade on the 3rd. Veterans paid the price to allow us to be on the council. we owe it to them to come and vote on the 5th. Enjoyed working with everyone so much.
