35 Elsworth Circle - thank you for for supporting the public schools by putting on the referendum. March 25th is when the referendum is being held. Encouraged the SW residents to come out and vote.
Robert Anderson, 871 Ellington Road - support of the referendum - I am 69 resident in town - we have work to do. I have had opportunities recently to visit the schools by taking a tour. urge residents to come out and vote.

Gary Bazzano, 53 Spinners Run - sent an email out the other day regarding STEAP grants Farmington received. What are we as a town doing. Farmington probably applied late spring. Time to decide what we are going to do. Time to lead. We need to give the TM direction. Make a decision folks. I know there have been suggestions of LoCIP funds. Has anyone gotten information on the bonds - LoCIP funds have also wanted to be used for the bridge. We need to do something. I would like the Council to lead and make a decision what is good for the towns people. Resolution tonight 8b - consent agenda would like taken off agenda and taken up separately. what happens if someone comes forward with a hockey rink proposals - that person could not be objective - do not suppport. Park and Recreation ordinance - my opinion it is a lawa nd laws are enforcement - what kind of enforcement would be done. a strong policy would just as good.
Matt Riley - 12 Heatherwood Drive - print out from the Ethics Resource Center - Conflict of Interest - Action or relationship that might ob - tonight 14B resolution that was put forth and voted on at your next meeting, Dick Grigorian as an Alternate to Park & Recreation - his professional life puts him in a position that he may have a conflict of interest. there is an appearance of conflict of interest. I know what his professional life if and he should not be on that commission.
Cindy Beaulieu, 19 Cody Circle - I am here to talk about Dick Grigorian being appinted to Park & Recreation as an Alternate. Why is Dick Grigorian wanting to stop the athletic fields proposal. He worked hard with two council members to kill the project of the athletic fields. I ask that the nomination not proceed. We have heard that Farmington has been awarded a STEAP grant for their fields. Another town out in front of us again. The Post Office project has not been vetted. The athletic field was voted to move forward by the Town Council. Hope that we are ready to move forward.
Mike Sullivan, 24 Jared Court - have a proposed language for an ordinance. Lease Ordinance - think it is a wonderful idea. When a project finds its way on the Town Council agenda. Although a lease is not a borrowing or issuance of a note - should bring back to the council - scope of project that residents have the ability to speak on. tongith also have CT Studios project - I have spoke about this in the past. this project has evolved from movie strudio to fuel cell project - want ot make sure the TC is taking care of our financial stability. The developer has been goin gfrom extension to extensions. Other private investors may have the same difficulty of coming up with capital. I would like update of what this is doing to the town.
Karl Werkoven - would like to see a fine of 1,000 and lose their license for one year if they are using their phone while driving. need to know how to get on the agenda. This needs to be fixed. The money should go to the town if there are fines, not the state. do kids have rules in schools. would like people to come and stand up for me. requested that Mr. Aman contact him. My theme is to stop people texting and driving.
38 Sunset Terrace - travel roads alot. if we put a sign up handicap person isn the area - sidewalks are good some days but they don't plow to allow me on the sidewalk. Do support Karls Werkhoven. I have been bumped.
Kevin McCann - 170 Lisa Drive, here to discuss the appointment of Richard Grigorian to the Park & Recreation Commission. He has not shown any interest in recreational activities. he has a conflict of interest and should not be on the commission. I understand why he would be upset with teh hockey rink proposal. I thought it was puzzling when he spoke against athletic fields. Every athletic activity is against his hockey rink and gives an altrnative. he has a coflict of interst to be on the Park & Recreation Commission. there are no extra fields. his audit took the full field availability and divisded that by the soccer usage. That is not someone you want on a Commission that will effect recreational activities in the future.
Mike Mundo, - the Town Council is not doing right for the children. the fields committee met for 1 1/2 years - did you not vote as a town council to move forward with the proposal for a STEAP grant. Having Richared Grigorian on the Park & Recreation. - we put a lot of time into this propsal. do what is right for the community. do what is right. Mr. Grigorian - 15 minutes after all facts were discussed. I am here for fields that will benefit the children,.. having Mr. Grigorian would have someon on there that would be against recreation.
Craig Stevenson, CT Studios - is there any hope for CT Studios. The answer is yes. I hope that the Town Manager had the opportunity to share with teh town council some documente that were provided to him today. we need to obtain bridge financing. we have a former Constgruction Manager and another person - - mitigation area for the grass hoppers - we need to obtain the purchase of private property. need to clear the mortage. the brige financing will allow us to to get rid of the mortgage. We are in the process of financing our term sheet and go to closing. we do have a hard committment letter that much be satisfield. all nine of contingencies have been evidence to the financing - Anticipate everything to happen within the next 14 days. we are moving forward. the essential key is to include the fueld cell component. the town want to be assured they will get tax revenue. it has been diffiuclt to finance. encourage documents provided today be put into the record. CT Studios is moving forward. come time to pay the bill we will be ready to pay it.
Tim Kennedy, - have been in favor of the fields proposal. I am hoping some action has been taken to the STEAP grant being sought for the project. I hope that in good faith tht something has been done and it has not been used for another purpose.

14B - Pendleton - Wagner Prague - Dick Grigorian is a pleasant man but not fit to serve on the Park & Recreation Commission. He definately has a conflict of interst and that is why I will not support him. He also attacked some friends on the Council that cost them their seats on the Council. Yagaloff - some times we get tough calls. the request for appointment is from the Town Committee - this came from the Democratic Town Committee. Then we have members from the Park & Recreation Commission. I would like to hear from these propel if they would have trouble working. Would the three members of the of the Park & Recreation Comission come forward and state if he should be on there. Al Larson - I can't say that. we have to trust the Committees judgement. Anyone who is appointed is privledged. We trust your judgement. Yagaloff - they have to work with who is appointed. I am taking my personal feelings out of it. Galligan - Ray works with everyone. it is the councils decision. Wagner - conflict of interst - if ice rink came up with the Park & Recration - he should obstain. I don't think there is a conflict of interest. Olson - you do have an Ethics Policy - I don't know how many Bd/Comm members attended. If there is a person interest you are required to o Wagner - any of us that have a conflict of interest we are expected to step aside.

Public Heairng 8 p.m. 25 people in the audience Kevin McCann - do not need an ordinance, only a policy. when you talk about adding someone to commission that is opposed to recreation - if you have all park and recreation proposal required to go through park and recreation for a 30-60 day period then will be submitting to - the combination of adding an indivdiaul to the committe with passing an ordinance like this demonstrates that peopel behind ordinance and appointemnt are not proponent of recrtational activiites. urge you - the none sense of pasing an ordinance that restricts yourself is something that you should reject tonight. Al Larson, 46 Jacquest Lane, Back in November the Mayor called and asked me how the commission could be improved - the commissin has been bypassed several times. the commission was drafting language to allow commission to see projects before. we understand our role as an advisory commission. the commission is charged with very general terms. this ordinance allows the commission to do the research first and make sure it is aligned with the master plan. this is an enhancement to the existing process. this ordinance does not take any authority away from the Town Council. This ordinance defines, formalizes our role regarding new recreational proposals. with this ordinance we become your safety net. Mike Sullivan, 24 Jared Court - support the proposed ordinance - I think Mr. Larson explained from his position a logical explanation. by doing htis you afford the Town Counicl the appearance to politize projects. excellent idea. Matt Riley, 12 Heatherwood Drive - I am not overly concerned with it but I do think much as the bar needs to be set high much as when you appoint individuals that should ot be on a commission - you need to ensure the folks on the committee do not have conflict of interest. Question if any way the appearance of potential conflict of interst, shoudl that individual be appointed to that commission. All those in favor of the ordinance - 9 All those in opposition of the ordinance -9 public hearign closed at 8:14 p.m.
Snyder - concern with this is that on this appointment I am concerned with the appearance of a conflict of interest. Some areas that he counted as a playing field were not playing fields. There were inaccuracies in the information that he provided. Do not think Mr. Grigorian is the right fit. Mirek - Is it a bad idea to appint someone if it appears conflict of interest. Olson - conflict - they need to recuse themselves. if there is an appearance then we encourage if a decision is being decided upon that they should step down. Carolyn Mirek - he is a nice gentleman but determined that we have enough fields. there are other committees that would better serving. Wagner - healthy that there are different opinions on a commission. 5-3 passed

Prague, Delnicki Galligan - we know about the tragic event. Other people will be managing the compnay and should go forward with the approval. It is really up to the owners. Yagaloff - when we discussed this last ime we talked about the contributions Mr. Folsom made to the community. Mr. Folsom was a tremendous volunteer and he has been recognized. Hope that the business will be able to move forward. Happy to support this. Delnicki - This resoluiton/abatement - if I had one hpe it is that that business stays in business. will be supporting. Anwar - Mr. Folsom and the buisnesses have been help to the community and are a part of the community. will be supporting. unanimous

I. Resolution Endorsing the Regional Performance Incentive Program to Receive a Grant for Access to the Connecticut Nutmeg Network High Speed Internet
Mirek, Yagaloff Wagner - explain to the public Galligan - for years the PUblic Education system only allowed school systems to use nutmeg network. It has been argued that the Town should be allowed to use this connection. we lobbied hard and it was passed to allow munciipalities to be a third component. CRCOG and CCM is helping communities to write grants. South Windsor has done their own as well as doing one for Tolland And Coventry. This has been a long battle and we have been successful Wagner - would it have impact on speed? Galligan - would be faster. there are other abilities to use network. Anwar - Capital Projects Committee have discussed this - our town is behind on having fiber optices. we have an opporutnity to fix some of this. we need to get there and this is part of tht responsibility. invest in fiber optics would be a step in the right direction. worthwhile investment. unanimous

A. Resolution Adopting the Proposed Ordinance Concerning Referenda for Leases or Other Expenditures having a Cost Equal to or Exceeding One Million Dollars ($1,000,000.00)
Yagaloff, Pendleton Yagaloff - this is a significant ordinance. it is going to take the gray area on how to move forward. it gives the council ability to make decisions on smaller projects. larger project will have to go to referendum. we have learned that there are viable approaches for leases. we don't want to bypass the residents to make a decision.. I am in support of this and think will help the Town Council moving forward. Mirek - concerned with putting all these ordinances - have to keep in mind goin gto referendum is never an inexpensive ordeal. Delnicki - this is a proposal that I need to take a little credit for. Step in the right direction. This adds some checks and balances to the situaition. The next Council could repeal. Will support this. 6-2 passed
B. Resolution Adopting an Ordinance Referring all Recreational Related Proposals to the Park & Recreation Commission
Yagaloff Delnicki Yagaloff - we had some public input on this - This ordinance allows the Park & Recration the ability to review a project. Before a vote is taken it has to have a 60 day cooling off period. make sure Recreation Department says the project is consistent with the master plan. it doesn't say the counicl can't work on something or debate it if they want. healthy way to make sure we are including the Park & Recrtation Town Council could have discussions in parallel Kari - in the recommend change - if you think 8-24 referral you have to go to P & Z for an advisory decision. this is like 8-24 referral but to the Park & Recreation Commission. 1) one iteration of this requires - acquisitions were left off of this ordinance. 2) advisory opinion - Town Council is not bound. Yagaloff - this could clarify transparency in town. this oridnance intends to make it clear that we want P & R to give opinion but doesn't take away rights or opinions of Town Council we can still considerat - just can't make decision until after the 60 days when P & R gives review. Happy to approve. Clarifies gray area. Snyder - I understand your point - I am looking at it quire differently. Everything they have done has been professional. my concern is this is a knee jerk reaction from the Athletic Fields proposal. WE are writing legislation to tie our own hands. Do not think we need an ordinance. Wagner - I was present while this ordinance was drafted. A lot of thought has gone into this. it is entirely posible that we go t Park & Rec that is so complcated that they can't give an answer in 60 days. we can set up relationship and give time lines. the relationship between Town Council and Chair - the Park & Rec was well aware of waht was going on and this was mainly because of other projects. I am in favor of this, thinks it is a good idea. Delnicki - this came from the Park & Recreation Chair who was speaking with other commission members opinions. this creates a clarity that will be looked at by other councils. ordinnace can be amended. owe park & recr this opportunity. will support. Pend.leton - the ordinance is a guideline of how the council and park & recreation working together. have obligation to keep future council's in line. will be supporting. Prague - why are we micro managing ourselves. Anwar - there was someon in the public - all of the ordinances become null and void when a new council is elected. Olson - ordinances remain in your code unless repeled or amended. which would require a public hearing and vote of hte council.. 5-3 passed

STEAP grant went in today for funds for athletic fields. FArmington and other towns put in their STEAP grants last year. when we received our grants last year we received it right away. All grants have to be in by April 15th. FArmington one was done at the high school. those are being rewarded because they will start saying at the high school pesticides can not be used. Post office willb e at the end of the week. CERT trainigng well. Explanatory text for the residents. will be mailing that to all of the residents. we will not do additional material. The public works department - looking to have tentative agreement. will bring back to the counicl after reviewing. Budget will be submitted by the 20th. David Joy wanted to present on the 17th. I willl not be here. you will not have the tax impact - he would like to still move forward with that. April 2nd - Grants - STEAP - ther were additional work that needed to be done. you have to lay out all of the things that have to be done. Should have discussion regarding preference. Mirek - FArmington got the STEAP grant money - having a brand new field would be more something for economic devleopment. Galligan - you have to write a narrative - talked about the growth of the community. needs of recreation. concerns about obesity. talked about economic development. all those things were put into the grant. Mirek - I asked for agenda item on December 11th to follow up the status - was told the Mayor did not want that on the agenda. should have status updates on projects. also asked about the study fo rEOC - do not have clear figure of waht it is going to cost us. we should be looking into that. should plan somehting soon. Galligna - tomorrow there is a meeting to discuss those items. will be brining solid number and solid proposal forward. Wagner - do you kow how much the grand list? 1.67 Prague - this graph on page 3 - shows negative salt balance - why shown as a negative Galligan - next years budget you will see a big amount being put into salt. will have mike gantick explain graph. it all come down to keeping the residents safe. Yagaloff - CERT is a great training. I am on it as well as Councilor Pendleton - Disaster management, shelter management, ham radio training. woul dlike 100 people in the training. SW is behind - Wagner - charging for health inspections - then turning around and giving training? Galligan - that came before the council before. there are some restaurants in town - gets grade. controlled by health department. it is something we are looking at and will get information to the Council. There was a concern about the Council about charging fees. Prague - Since Sherri's job is to do that I don't think you should charge for that. I would only say give reinspection Galligan - you ar enot getting any fees for that. I think that deparment could be self sustaining. up to the councill i will give the informatio to the council Delnicki - the mom and pop restaurant were livid about this proposal. . Anwar - in the fine print of that application - allow - change made and no public hearing. there were cettain things added to the P & Z approval which the neighbors were unhappy about. Galligna - the P & Z followed their rules - had it reviewed by Kari. Certian P & Z members asked what time they close. in that conversation - P & Z decided to g with what is being done. I would suggest that the Council can set your rules adn regulations - the council wanted to have program to the fields - the council can do that. There are ordinances - suggest submit propsal to the council and figure where the council is comfortable. Anwar - neighbors are not intersted in changing anything. they want everything kept the same as previously approved. will have to look into that Kari - the one problem is the individual made an application t othe P & Z - there was an opportunity to appeal that decision within the time period set by statutes. It is not something that you can undo. ther are other ways to address - all parks would be treated the same. problem - it is a sticky situation. Anwar - the perception of the community members - P & Z doesn't remember having the discussion about the lights, etc. Kari - unaware Galligna - will go through the tapes. Pendleton - the name of the application Anwar - SW Little League - new two story construction - Ayers Road Pendleton - two story building - lighting has nothing to d with two story buildngs. listening to the tapes would be a good thing. Galligan - it was approved by P & R and then the Little League came up with the rest of the money. when I looked at the application it was for two story building. do not know why lighting has changed. Pendleton - the lighting shold not have been changed Galligan - I do not think that should have been changed. Pendleton - Park & Recreation Commission should look at this. Yagaloff - we do have al ittle bit of a problem - we also passed an ordinance tonight - I don't think the solution is to do an ordinance. We had a stable situation and now it is not stable. Lets go to the LIttle League - have to respect the neighbors. do think this is something the counicl shold deal with. Matt - Anwar - trying to find to fix situation. Galligan - talke to P & Z and Little League Anwar - Matt can have a conversation with Little League - say there was confusion. Snyder - where ar eyou hearing the conflict? Anwar - neighbors. Snyder - if you are asking the town manage to talke to P & Z Yagaloff - town could make another application to P & Z - talk to LIttle League - It is our application in the first place. Galligan - in order to build anything on town property, it needs to have town signation. lights were not on the application. wil try to work this out. Kari - I agree the Town was actually the applicant - tha tis absoutely something you could do is modify approvals. Anwar - we are just making sure that we take care of conflict. Delnicki - received a number of calls - the neighbors were in favor of th ebuiding. when the amendments were made they would have been there if they had known wha tthe discussions were going to be. town was the applicant. mediation makes sense. Wagner - very common to put conditions on an application. they felt they should put down what was actually happening. I would like to have this resolved. I agree talk to Little League. need to have resolution.

Although a lease is not a borrowing or issuance of a note - should bring back to the council - scope of project that residents have the ability to speak on. tongith also have CT Studios project - I have spoke about this in the past. this project has evolved from movie strudio to fuel cell project - want ot make sure the TC is taking care of our financial stability. The developer has been goin gfrom extension to extensions. Other private investors may have the same difficulty of coming up with capital. I would like update of what this is doing to the town.
Karl Werkoven - would like to see a fine of 1,000 and lose their license for one year if they are using their phone while driving. need to know how to get on the agenda. This needs to be fixed. Kevin McCann - 170 Lisa Drive, here to discuss the appointment of Richard Grigorian to the Park & Recreation Commission. He has not shown any interest in recreational activities. he has a conflict of interest and should not be on the commission. I understand why he would be upset with teh hockey rink proposal. I thought it was puzzling when he spoke against athletic fields. Every athletic activity is against his hockey rink and gives an altrnative. he has a coflict of interst to be on the Park & Recreation Commission. there are no extra fields. his audit took the full field availability and divisded that by the soccer usage. That is not someone you want on a Commission that will effect recreational activities in the future.
Mike Mundo, - the Town Council is not doing right for the children. the fields committee met for 1 1/2 years - did you not vote as a town council to move forward with the proposal for a STEAP grant. Having Richared Grigorian on the Park & Recreation. - we put a lot of time into this propsal. do what is right for the community. do what is right. Mr. Grigorian - 15 minutes after all facts were discussed. I am here for fields that will benefit the children,.. having Mr. Grigorian would have someon on there that would be against recreation.
Craig Stevenson, CT Studios - is there any hope for CT Studios. The answer is yes. I hope that the Town Manager had the opportunity to share with teh town council some documente that were provided to him today. we need to obtain bridge financing. we have a former Constgruction Manager and another person - - mitigation area for the grass hoppers - we need to obtain the purchase of private property. need to clear the mortage. the brige financing will allow us to to get rid of the mortgage. We are in the process of financing our term sheet and go to closing. we do have a hard committment letter that much be satisfield. all nine of contingencies have been evidence to the financing - Anticipate everything to happen within the next 14 days. we are moving forward. the essential key is to include the fueld cell component. the town want to be assured they will get tax revenue. it has been diffiuclt to finance. encourage documents provided today be put into the record. CT Studios is moving forward. come time to pay the bill we will be ready to pay it.
Tim Kennedy, - have been in favor of the fields proposal. I am hoping some action has been taken to the STEAP grant being sought for the project. I hope that in good faith tht something has been done and it has not been used for another purpose.

14B - Pendleton - Wagner Prague - Dick Grigorian is a pleasant man but not fit to serve on the Park & Recreation Commission. He definately has a conflict of interst and that is why I will not support him. He also attacked some friends on the Council that cost them their seats on the Council. Yagaloff - some times we get tough calls. the request for appointment is from the Town Committee - this came from the Democratic Town Committee. Then we have members from the Park & Recreation Commission. I would like to hear from these propel if they would have trouble working. Would the three members of the of the Park & Recreation Comission come forward and state if he should be on there. Al Larson - I can't say that. we have to trust the Committees judgement. Anyone who is appointed is privledged. We trust your judgement. Yagaloff - they have to work with who is appointed. I am taking my personal feelings out of it. Galligan - Ray works with everyone. it is the councils decision. Wagner - conflict of interst - if ice rink came up with the Park & Recration - he should obstain. I don't think there is a conflict of interest. Olson - you do have an Ethics Policy - I don't know how many Bd/Comm members attended. If there is a person interest you are required to o Wagner - any of us that have a conflict of interest we are expected to step aside.

Al Larson, 46 Jacquest Lane, Back in November the Mayor called and asked me how the commission could be improved - the commissin has been bypassed several times. the commission was drafting language to allow commission to see projects before. we understand our role as an advisory commission. the commission is charged with very general terms. this ordinance allows the commission to do the research first and make sure it is aligned with the master plan. this is an enhancement to the existing process. this ordinance does not take any authority away from the Town Council. This ordinance defines, formalizes our role regarding new recreational proposals. with this ordinance we become your safety net. Mike Sullivan, 24 Jared Court - support the proposed ordinance - I think Mr. Larson explained from his position a logical explanation. by doing htis you afford the Town Counicl the appearance to politize projects. excellent idea. Matt Riley, 12 Heatherwood Drive - I am not overly concerned with it but I do think much as the bar needs to be set high much as when you appoint individuals that should ot be on a commission - you need to ensure the folks on the committee do not have conflict of interest. Question if any way the appearance of potential conflict of interst, shoudl that individual be appointed to that commission. Snyder - concern with this is that on this appointment I am concerned with the appearance of a conflict of interest. Some areas that he counted as a playing field were not playing fields. There were inaccuracies in the information that he provided. Do not think Mr. Grigorian is the right fit. Mirek - Is it a bad idea to appint someone if it appears conflict of interest. Olson - conflict - they need to recuse themselves. if there is an appearance then we encourage if a decision is being decided upon that they should step down. Carolyn Mirek - he is a nice gentleman but determined that we have enough fields. there are other committees that would better serving. Mirek, Yagaloff Wagner - explain to the public Galligan - for years the PUblic Education system only allowed school systems to use nutmeg network. It has been argued that the Town should be allowed to use this connection. we lobbied hard and it was passed to allow munciipalities to be a third component. CRCOG and CCM is helping communities to write grants. South Windsor has done their own as well as doing one for Tolland And Coventry. This has been a long battle and we have been successful Wagner - would it have impact on speed? Galligan - would be faster. there are other abilities to use network. Anwar - Capital Projects Committee have discussed this - our town is behind on having fiber optices. we have an opporutnity to fix some of this. we need to get there and this is part of tht responsibility. invest in fiber optics would be a step in the right direction. worthwhile investment. unanimous

Yagaloff, Pendleton Yagaloff - this is a significant ordinance. it is going to take the gray area on how to move forward. it gives the council ability to make decisions on smaller projects. larger project will have to go to referendum. we have learned that there are viable approaches for leases. we don't want to bypass the residents to make a decision.. I am in support of this and think will help the Town Council moving forward. Mirek - concerned with putting all these ordinances - have to keep in mind goin gto referendum is never an inexpensive ordeal. Delnicki - this is a proposal that I need to take a little credit for. Step in the right direction. This adds some checks and balances to the situaition. The next Council could repeal. Will support this. 6-2 passed
B. Resolution Adopting an Ordinance Referring all Recreational Related Proposals to the Park & Recreation Commission
Yagaloff Delnicki Yagaloff - we had some public input on this - This ordinance allows the Park & Recration the ability to review a project. Before a vote is taken it has to have a 60 day cooling off period. make sure Recreation Department says the project is consistent with the master plan. it doesn't say the counicl can't work on something or debate it if they want. healthy way to make sure we are including the Park & Recrtation Town Council could have discussions in parallel Kari - in the recommend change - if you think 8-24 referral you have to go to P & Z for an advisory decision. this is like 8-24 referral but to the Park & Recreation Commission. 1) one iteration of this requires - acquisitions were left off of this ordinance. 2) advisory opinion - Town Council is not bound. Yagaloff - this could clarify transparency in town. this oridnance intends to make it clear that we want P & R to give opinion but doesn't take away rights or opinions of Town Council we can still considerat - just can't make decision until after the 60 days when P & R gives review. Happy to approve. Clarifies gray area. Snyder - I understand your point - I am looking at it quire differently. Everything they have done has been professional. my concern is this is a knee jerk reaction from the Athletic Fields proposal. WE are writing legislation to tie our own hands. Do not think we need an ordinance. Wagner - I was present while this ordinance was drafted. A lot of thought has gone into this. it is entirely posible that we go t Park & Rec that is so complcated that they can't give an answer in 60 days. we can set up relationship and give time lines. the relationship between Town Council and Chair - the Park & Rec was well aware of waht was going on and this was mainly because of other projects. I am in favor of this, thinks it is a good idea. Delnicki - this came from the Park & Recreation Chair who was speaking with other commission members opinions. this creates a clarity that will be looked at by other councils. ordinnace can be amended. owe park & recr this opportunity. will support. Pend.leton - the ordinance is a guideline of how the council and park & recreation working together. have obligation to keep future council's in line. will be supporting. Prague - why are we micro managing ourselves. Anwar - there was someon in the public - all of the ordinances become null and void when a new council is elected. STEAP grant went in today for funds for athletic fields. FArmington and other towns put in their STEAP grants last year. when we received our grants last year we received it right away. All grants have to be in by April 15th. FArmington one was done at the high school. those are being rewarded because they will start saying at the high school pesticides can not be used. Post office willb e at the end of the week. CERT trainigng well. Explanatory text for the residents. will be mailing that to all of the residents. we will not do additional material. The public works department - looking to have tentative agreement. will bring back to the counicl after reviewing. Budget will be submitted by the 20th. David Joy wanted to present on the 17th. I willl not be here. you will not have the tax impact - he would like to still move forward with that. April 2nd - Grants - STEAP - ther were additional work that needed to be done. you have to lay out all of the things that have to be done. Should have discussion regarding preference. Mirek - FArmington got the STEAP grant money - having a brand new field would be more something for economic devleopment. Galligan - you have to write a narrative - talked about the growth of the community. needs of recreation. concerns about obesity. talked about economic development. all those things were put into the grant. Mirek - I asked for agenda item on December 11th to follow up the status - was told the Mayor did not want that on the agenda. should have status updates on projects. also asked about the study fo rEOC - do not have clear figure of waht it is going to cost us. we should be looking into that. should plan somehting soon. Galligna - tomorrow there is a meeting to discuss those items. will be brining solid number and solid proposal forward. Wagner - do you kow how much the grand list? 1.67 Prague - this graph on page 3 - shows negative salt balance - why shown as a negative Galligan - next years budget you will see a big amount being put into salt. will have mike gantick explain graph. it all come down to keeping the residents safe. Yagaloff - CERT is a great training. I am on it as well as Councilor Pendleton - Disaster management, shelter management, ham radio training. woul dlike 100 people in the training. SW is behind - Wagner - charging for health inspections - then turning around and giving training? Galligan - that came before the council before. there are some restaurants in town - gets grade. controlled by health department. it is something we are looking at and will get information to the Council. There was a concern about the Council about charging fees. Prague - Since Sherri's job is to do that I don't think you should charge for that. I would only say give reinspection Galligan - you ar enot getting any fees for that. I think that deparment could be self sustaining. up to the councill i will give the informatio to the council Delnicki - the mom and pop restaurant were livid about this proposal. . Anwar - in the fine print of that application - allow - change made and no public hearing. there were cettain things added to the P & Z approval which the neighbors were unhappy about. Galligna - the P & Z followed their rules - had it reviewed by Kari. Certian P & Z members asked what time they close. in that conversation - P & Z decided to g with what is being done. I would suggest that the Council can set your rules adn regulations - the council wanted to have program to the fields - the council can do that. There are ordinances - suggest submit propsal to the council and figure where the council is comfortable. Anwar - neighbors are not intersted in changing anything. they want everything kept the same as previously approved. will have to look into that Kari - the one problem is the individual made an application t othe P & Z - there was an opportunity to appeal that decision within the time period set by statutes. It is not something that you can undo. ther are other ways to address - all parks would be treated the same. problem - it is a sticky situation. Anwar - the perception of the community members - P & Z doesn't remember having the discussion about the lights, etc. Kari - unaware Galligna - will go through the tapes. Pendleton - the name of the application Anwar - SW Little League - new two story construction - Ayers Road Pendleton - two story building - lighting has nothing to d with two story buildngs. listening to the tapes would be a good thing. Galligan - it was approved by P & R and then the Little League came up with the rest of the money. when I looked at the application it was for two story building. do not know why lighting has changed. Pendleton - the lighting shold not have been changed Galligan - I do not think that should have been changed. Pendleton - Park & Recreation Commission should look at this. Yagaloff - we do have al ittle bit of a problem - we also passed an ordinance tonight - I don't think the solution is to do an ordinance. We had a stable situation and now it is not stable. Lets go to the LIttle League - have to respect the neighbors. do think this is something the counicl shold deal with. Matt - Anwar - trying to find to fix situation. Kari - I agree the Town was actually the applicant - tha tis absoutely something you could do is modify approvals. Anwar - we are just making sure that we take care of conflict. Delnicki - received a number of calls - the neighbors were in favor of th ebuiding. when the amendments were made they would have been there if they had known wha tthe discussions were going to be. town was the applicant. mediation makes sense. Wagner - very common to put conditions on an application. they felt they should put down what was actually happening. I would like to have this resolved. I agree talk to Little League. need to have resolution.
