Came forward to speak in favor of the elementary school facilities going to referendum. 3 phase approach is reasonable. Urge everyone to vote yes on this plan. Kathy Daugherty, 12 Roy Road - also Daria Plummer 235 Orchard Hill - Democratic Town Committee and Republic Town Committee. Remind residents about the referendum on March 25th. This gives the taxpayers the opportunity to know about this project. Both parties are endorsing this. Voting on Tuesday March 25th until 8p.m. If you need to know where to vote call the Registrars. Daria - there is a lot of unanimity around this project. every vote counts. this is a community - urging everyone to be part of the process and the community. Please vote yes. this is for SW Robert Dickinson, 19 Birch Road - voice my support for the school referendum project. Bill Aman - in favor of school referendum. have been asked several questions why I think this is a good idea. they have come to me and asked why we are doing this, the schools look like they are in good shape. compliment the maintenance. 50 years old. Schools need remodeling. Next question, why are we tearing down Eli Terrry - unfortunately it is cheaper to go down to the foundation then it is to try ot remodel. To put heating system in that school would be outragious price. This plan is a series of referendums. There is going to be a tremendous amount of pressure to make sure that the first phase comes in on time and on budget. you will also have to keep operating budget reasonable. if Town officials do not do that it will be very difficult. This is a well thought out plan that I believe will work and is structures in a way that the taxpayers will be able to afford. Please vote for this. George Mc, 30 Sunset Terrace - stop signs in South Windsor. Graham Road and Ayers - stop sign that everyone thinks is optional. they go through it - intersection has caused many accidents. I have been notified that the last three days he has been almost hit three times. People should not use their cell phones while driving. Karl has lost his leg. 10 out of 10 cars did not stop at the intersection of Ayers and Graham. Karl Werkhoven - reiterate cell phones and texting what it can do. South Windsor Police Dept. is dropping the ball. To me there are 100's of people, consider them worse then drunk. I don't want to see anyone get hurt because of people driving while texting. Do not think the Town of South Windsor is taking this serious enough. In Pennsylvania there are signs - would like to see signs in this Town. Somebody work with me and don't let this continue. Lets start giving tickets out and save lives. Diane Behler, opened the front door of the Town Hall and there was an elderly person on the other side and I am very thankful that the door did not hit her over when I opened the door. Andy Paterna, 301 Strawberry Lane, ask that you support the nomination of Richard Grigorian. The people speaking against him are the ones who were in support of the athletic fields and Mr. Grigorian was not in favor of that project. Support the nomination. Conflict of interest - the Park & Recreation Commission has never allocated one dollar to the South Windsor Arena.
6. Environmental Health & Safety Message
Anwar - with the time change, there are a lot of people walking on the roads and sidewalks. There are not a lot of sidewalks - people should have reflectors on them so drivers can see them. March - Multiple Scerosis - if people have not specific systems - they are worthwhile to go to your doctor also colon cancer awareness month. early detection can save lives.

Chairman Joy presented the budget -
15A, Councilor Mirek, Delnicki Yagaloff - I understand the King Street property. Is that the property you have been discussing. Avery Street property has not been resolved. Kari - what is in the resolution is to amend the resolution to add Avery Street. As you use those funds Yagaloff - not clear of what the Avery Street, we never approved Avery STreet Mirek - still in negotiations. Yagaloff - Avery Street property still in negotiations. Council has never voted to go forward. HOw would we have prior ordinance. did 491 King Street. premature - still in negotiations. we have not approved acquisition of property. Suggest that we don't do the Avery Street or wait to get clarification. Snyder - the Town Manager reported tht there is a public hearing - Jones - he is asking that passing of ordinance would allow - should we remove that item - exhibit B to - why would want us to approve Kari - I do't know what his thinking is. it is within the councils discretion Anwar - this gives Matt the opportunity to negotiate price. Kari - agree with that - add you will still have opportunity to approve the sales Yagaloff - Town Council thrid to last line - Town Council approved purchase and sale agreement. Mirek - take as friendly amendment Kari - that is what is intended - believe notice of ordinance will still be valid. unanimous
Public Input 20 Andrusis Trail - Nancy Yario - volunteering - back 20 years have two sisters with sv - Organ Donation - April - was looking at list and our Town is not on the list. Asking permission - what the protocol would be. Carolyn - responded to Matt Galligan that I would be interested. Would be happy to help with this. Supporting organ donation. Delnicki - Council has the right to direct the Manager to fly the flag. Have resolution at next meeting.

B. Discussion Item: Appointment of the Town Attorney
Pendleton - this is a discussion item because the contract expires 2 years. Snyder - the Mayor has already contacted us. Snyder, Anwar and Yagaloff - we should get together. Yagaloff - recuse myself from this issue. Delnicki - what is the actual date. if we go past that date, how does your firm view continuing until the decision is made? Karil - continue until conclusion is made. There wouldn ot be any disruption in services Prague - these folks have been here for the latter part of the CT Studios project - would like to continue with them.
C. Resolution Authorizing Town Manager Matthew B. Galligan to Execute and Deliver any and all Documents Deemed to be Necessary or Appropriate to the State of Connecticut, Department of Emergency Management and Homeland Security on behalf of the Town of South Windsor
Prague, Delnicki Wagner - Mike - ongoing Regional grant - done every year Anwar - this is a grant that we do every year - so TM can do. Delnicki - this is a proforma year and the town has benefitted from this. Company 3 - Mobile command unit was gotten because of this type of - every community in CT combines funds and we use them together for such items. we do benefit. Pendleton - we have our Emergency Management Coordintor Jay Gonsalves Jay - essentially grant is given from FEMA this grant is sent out to five regions within State - all communities apply for grant which does include the bomb squad, etc. encompasses trainigns, drills, etc. this makes it possible for community to afford. unanimous

Delnicki - how do you get rid of the surplus equipment? Mike - typically we have an auction. there are a varety of ways to get rid of them. unanimous

Feb 20th 7pm Hindu Culture, March 20th 7pm Korean Culture, April 24th 7p.m Zoroastrian Culture. Sunday - Speaking in tongues - advantages and disadvantages of speaking multiple languages. Wagner encourage people to go to Korean Culture - very interesting culture.
