Don Gonsalves, 40 Bayberry Trail - as I indicated will be at every council meeting until I get an answer. $1M in the WPCA budget - someone prepared the budget but no one understands the fbudget. who prepared the budget, who put the $1M in there. Our finances are totally out of control. Something is wrong. We don't need the Auditors to come in, need to ask the person who prepared the budget. $1.2M - in the budget, where did it go. it is rotten accounting and you can't run town with rotten accounting.
Robert Dickinson, 19 Birch Road - as shown in attached - (bike routes).
Kevin McCann, 170 Lisa Drive, here to talk about two things - Irish Oktoberfest - thanked everyone - excellent choices and great event. Talk about the Town Charter - a number of people have said why don't you leave this alone and move on. They had the political votes - problem with this appointment is Town Charter - selection of any individual who is a town councilor - section 304 of the Charter says you can't hire a town counil member during the term that he is seated. Termination of term- two different sections and there is a rason for the two sections - two conflicting opinions. I am experienced in representing municipalities. My opinion based on my experience that the Charter has been violated. you have two conflicting opinions and do not have a ruling. Town Council should act in accordance with the Town Charter. Violate the charter shame on you - if we see it and we don't see anything shame on us.
Cindy Beaulieu, 19 Cody Circle - Charter has been violated. What bothers me tonight that people were given more then 3 minutes. The 3 minute rule is not appropriate. you are elected by the people of this town - you have already proven that you can violate the rules and now you have proven that you don't want to hear from the public. If you had a room packed I could understand but on a night like this there is no reason why people can't have five minutes. The main reason I am here tonight is the LoCIP funds. The LoCIP funds were not in play previously and we were told no those LoCIP funds would go t the roads. now suddenly LoCIP funds are being used. There was not supposed to be use of those funds until the Town knows if the STEAP Grant has been approved. 250 people wanted those fields - 285,000 should be used for the fields project.
Michele, - my husband has been through a work place shooting - we live in Brookside Condos. - we have chiildren in the street - tonight can not go home without honking - try to tell the Police, try to tell the Condo Association - they say the Police say - I can't believe SW doesn't care about safety - good will of the community. I did not want to bring this up to the Council but we have been dealing with this - I moved here because I believed in the school system - I just am not sure - I think it is a nice place to live - nice school system -

Wagner - report two things - energy committee - 11/10 the Soalrize CT people will kick off Solarize SW program, will be televised and encourage anyone who is interested to come -

Kevin McCann - Sidewalk & Bikeway - there are two items of concern to public - one is the Town Center sidewalk plan - the Town Engineer has given us a comprehensive report regarding sidewalk plan - there are two options - Town Hall and Buckland Roa d- one to go down sullivan avenue near the church. there are ocncerns regarding safety. The other alkternative to go down through the sidewalks serving the Librayar - through the parking lots and down Petersen Way - they coudl cut thorugh walkk on Oakland Road - those two options are under consideration. The TE is putting fianl anaylsysi stogether - The sidewalk and Bikeway subcommittee intends to give recommendation to TownCouncil - will be having mneeting second tuesday of Nov. Sidwalk Anothr recommendation for policy to repair and replace sidewalks throughout town. there are pink paint on sidewalks taht need repairs or replacement - hopeing that peopel will see pink and will not trip.

Councilor Delnicki rrecused himnself from this resoluiotn Mirek,Wagner Anwar - there has been a challenge where - this will give the town the ability to have a voice in different matters even though will not be able to vote. Havens - we could not have picked a better member. our town manager heads CCM - Matts reputation is well known and he has done a great job for SW. unanimous
D. Resolution Setting a Time and Place for a Public Hearing to Receive Citizen Input on the Appropriation of $281,650.00 of LoCIP Funds for Improvements to the Town Hall Annex for an EOC/Business Center in the Town of South Windsor
Paterna, Pendleton, Havens - we all know that the Town Hall Annex (Old Post Office) has been empty for a long time. Any proposal that has been suggested has been voted down - funds have been voted down. When someone has a better idea then what this council has then we need to know what it is. If this building keeps sitting empty we are gong to have to tear it down. We need an EOC and it is very important. Other space can be used by Town staff. Adds to the campus of the town hall. it is not what everyone wants but can put the building to use. get the funds adn do it. please lets all support. Mirek - I agree with Deputy Mayor Havens that we need to move forward on the annex project. I am uncomfortable because the LoCIP funds were leveraged for different items. going from last year that the LoCIp funds were going to be used for the fields. think premature if we don't know if town will be getting the $500,000 with the second STEAP grant. Should wait until we find out. Delnicki - should be an interesting Public Heairng. This resolution is for a public hearing and doesn't comit us to any course of action. I will vot ein favor of it going to public hearing. unanimous.

I am totally unsatisfied with the replies I am getting. If anything goes wrong th eTown council is in trouble. McCann - November 3rd day before election. I am concerned will not get significant input from the public. should consider another date.
