Each Council member spoke, Mayor Anwar presented a proclamation for National Lung Cancer Awareness Month - November ECHN is offering low dose cat scans for folks who have had history of sml\oking. by doing this it can allow folks to have better prognosis and chance if - early treatment and care. also offering free smoking cessation classes.

Jim Throwe, 1330 Main Street - here to talk about 14G - resolution for EOC/Business center - was in the military and always had a headquarters. without it nothing would work. with all the technology today, the State of CT operates an Emergency center in hartford. We need it in SW and urge you to vote for the EOC here so we can have a place where information can be brought in and sent out to help protec thte SW citizens in times of stess.
Jeff Ham - member of CERT and here to encourage you to vote for the EOC. Very concern about larger storms then the snow storm. Town Office and Police Dept. were destroyed in tornado in Springfield. Urge you to support - we need to be proactive.
Don Gonsalve,s 40 Bayberry there is an agenda item - the 3 minute rules for people speaking was never done prior to this Mayor. We had meetingin October 2011 where we were supposed to talk about pension and health benefits. someone talked for 45 minutes - no on has forced this rules previously. 15 minutes was held for pension and health beneifts. - absolute disgrace.
606 Rye Street - here to speak of the EOC - fields and EOC have been pitted against eachother. sports are important - our safety versus a sports field - we had to choose what is greater value and obviously safety is more of a value.
Nancy Yario, Andresis Trail - noise regarding the Bark Park - we are in negotiations for over one year. we have a lot of expenses - we need to plan our funds - should we get a lawyer again. our quality of life is importnat to me. I would like to know why you - we have done all we can to reach out to you. Do not understand - education and sports are so important and keeps kids moving forward. the more sports the better.
Mark Glass - fighting for EOC in town. do we need fields, yes - the emergency operation center - this is not a political issue and should not be pitted against fields. CERT will have 12 new members graduating soon - need the space to support the safety of the entire town.
Brian Jennings, Shag Bark Road - important to have EOC - the most pressing challenges are weather related. it is essence fo roperations. eases things greatly - direct efforts. emphasize permanent homeland security - help fund these types of things. somehting to look into
Kevin McCann 170 LIsa Drive - every year TC has postponed or cancelled the TC meeting and it was for a reason - to honor Cary Prague - purpose of honoring Cary Prague - I don't see any need to go ahead with the rest - should postpone hearing - not a pressing need. many people are unable to come - would suggest continue that hearing to another night to allow others to be herre and speak.
Elizabeth McGuire - support of transfer of funds of EOC - former EOC a pet project of Mayor Anwar - pet project is something that is a personal favorite - this is a necessary item and is important. The former Post Office has been sitting ideal for many years. we really do have experienced staff in town who have said we need to be prepared and need a command center. it iwll house GIS/IT - space fo rstart up businesses. we are training CERT folks and they need a place to house themselves. I think the fields and EOC are two different issues and need to be separate. Good civic leadership is able to prioritize wha tis good for the town and move forward. I thik we need to move forward and support the plan and support the transfer of those funds.

C. Resolution Amending the South Windsor Town Council Rules and Procedures
Delnicki - Snyder Delnicki - read the change into the record. the reason for this is because Council rules calls for the councilors to get anything they would like on the agenda 5 days prior to the meeting. We were holding AGenda Meetings but agenda meetings wre not in the council rules so they ceased. The agenda meeting was an opportunity for democrates adn republic leaders to bring back to their caucus what is proposed fo rthe agenda. Typically I get my by 5:00 p.m. on Friday - need more time to clarify or do research and be prepared for th emeeting. An infomred council makes the best decisions. It is to avoid being prepared - this gives everyone an opportunityt to research and find out all aspects. nothing more then continuing the transparency like we had when we held the agenda meetings. This will eliminate any surpirses and give council members an opportunjity to look into agenda items. treats everyone equally. Mirek - when we get it late on Friday - the Town offices are closed so can't get any information until Monday. When we had agenda meetings we had opportunity - also need Dashboard. Pendleto - I get packet on Friday evenings - Matt available over the weekends? Galligna - yes Pendleton - 99% of information come from previous meetings. I don't see it necessary to get more emails. I am fully prpeared and Town Manager is available to answer questions so will not be supporting this resolution. Snyder - unfortunately Matt is avialbe - I would like to just know what is on the agenda earlier - expect answers from the Town Manager - in the past when there was agenda meetings - we knew what was on the ageands. - I don't want to bother Matt on the weekends. some times there are items added to the agenda - I believe better informed council is better performing council. I woul dlike information earilier. Questions could go out to Matt - by eliminating the agenda meetings it eliminates - appreciate we can get this through and pass would be beneif to all. Public Hearing - 8:00 p.m. 30 people from the public Galligan - have had time swhen the community center was used for emergencies. had to rearrange the - fuel cell - it was expensive proposition - we did it and ran if for 2M and hooked to the HS - there was a disaster in Canada - it doe snot have to be a category 3 or 4 - could be a snow storm - people are on oxygen - - ran the shelter for 2 weeks - will allow us to monitor situations - after the last disaster we realized it was not going to work and there was a need to an EOC. Police Department wanted an EOC but got voted down by the residents. East Hartford spent a lot of money - we have a building we own here - this is a situation that we need to be focused. group that works with department defense. 2.7M - we went through with Police and Fire, CRCOG - all sorts of outside help reviewing this. Lawrence Group came in - the first grant was not voted on by the council. The day the grant was awarded the Governor was supposed to come and hand us the check but ther ewas an emergency (storm) - Office of Policy Management (handout) - Tonight we are looking at LocIP funds and gave the Council guidelines (handout). If we wanted to do fields at the High School would not be able to use these funds. Most of projects infrastructure projects. park projects usualy go through Capitla Projects. CAn use these funds for the EOC - can use matching grants. This is not a pet project and is a very serious project. room at the Police Department is not designed to be an EOC but is a conference room. We have had a long standing issue that needs to be addressed. The only thing harder then explainign gabout a disaster is explainign why you did not prpeare. There are other projects that will get done. I think the most importnat thing right now is the safety of this community. People that are homebound need help geting out of their homes - this is a good project. this has been discussed for many years - I don't want to turn people away - asking the council to consider this project. have submitted a sTEAP grant - probably will not hear until the end of the year. we are looking at other options to see if we can make sure we can get this project done. Public Don Gonsalves, 40 Bayberry Trail - I think the horse is before the cart. are we going ot spend 500,000 and hten come back - what is the total cost. Have never heard an annual budget fo rthis item. how will this operate. WE have a dog shelter - have we investigaged a joint project. - the new fire station, why would tht not go in that building. there is a lot of empty space. that is where an EOC belongs - you have popel there 24 hours per day. I would vote against this and would ike to know the facts. Bob Hornish, was very impressed by the presentation by the TM - there was almost a world confrontation - Civil preparedness in town - I tried to get an EOC in town - the State came thorugh with a relocation plan. if we were attacked - we would be relocated to Vermont. they prepared a room in the basement of Town Hall - ther eis a room in the Town Hall where we did some planning - it became a storage facility. I resigned =- then found out the next person to be director of civil preparedness was the person who is in charge of Water Pollution Control Authority. Do not know what that has to do with civil preparedness - here we are again talking about an EOC - we are wating for a grant Galligan - we have one and an application for a second. Bob Hornis - go slow - what we have now we can handle emergency - it would be nice to have room to train in but to have this grant and have it disappear - think this over befor eyou make a decision. ARt Jennings, 35 Shag Bark - compliment efforts ont he EOC - prior to being an Insurance Agency - -- one of tmy jobs was to try ot assess how to be prpeared - we were not prepared at that time - There were people not knoiwng what to do. - need - when it come sto manage disasters - I think the town is going the right way - if the High School was not able to be used there would have been larger problems for individuals. Matt Riley 12 Heatherwood Drive - inappropriate use of town funds - do no tthink the Town knows how to run a Business Incubator. one thing that has been an issue is the project has not been well vetted. you have 500,000 to create an EOC and do not understand why the space at the Fire Department is not being used for an EOC. use the 500,000 to convert the ambulance area for an EOC - I think we need to recongize 1.4M wouldn't it make more sense to sell the old post office and get it onto the tax rolls - also point out that the building is town center north. semms that the buiding could be used for a better use - Brian Jennings - moved - if we have to - anything we create - should have focus o - when lookin ga EOC should have hihg consideration of Matt Galigan - The Fire Deaprtment issue was resolved by our Bond Councsel - only can be used for fire department related issues - under the CT Education System - Fiber optics - EOC will be able to connect ot other communities - link all of the buildings - raise cost if use - have reviewed everything - if anyone wants to ask me questions in my office they are welcome to come and speak. Compnay 3 does not work - natural gas changing to - if roads blocked will not get diesel, ffuel, etc. Jane , 121 Steep Road - I am a proud person for being part of the graduating team of CERT - being part of the first graduating team - community is not for one person it is for everyone. CERT is trained - Response TEam - we are a team of many diverse experiences and coming together to help anyone in need. I am definately in favor of EOC. 606 Rye STreet - Don't move too quickly or don't move too slowly. we have a chance to be proactive - urge you again to vot ein fvor of it. Karen Isherwood - I have not seen any plans and do not know if there are any plans. Not sure if this requires zoning approvals. this location would love to see something go in there. not sure how traffic will be handled in that area. . Richard Grigorian - 369 Main Street - you are so accustomed to having vision. It is a perfect spot for this organization. There are 12 acres from the post office - if you had an emergency it could be well attended. I don't see why it should not be done. create this and it will grow and go. Delnicki - do not want to be in a position where I have to call Matt on a Saturday or Sunday and have to have him talk to staff on the weekend. An informed council makes the best possible decisions. Anwar - as a former Mayor, Councilor Delnicki had - a certain group of people felt it was necessary to make sure this Mayor followed the rules. The idea is to discuss the issues - there are other aspects tht need to be looked at again - would like to sit down and look at them together - think need to do in an organized fashion. we have created some efficiencies - I am with you on the transparency parts - rather then do piece mail should look at the rules as a whole and do it all at once. I was hoping to do a comprehensive discussion and make other changes. Wagner - WE just recently started following the rules that have been there all along. Seems to be working pretty well. I have not been aware of the agenda items by the agenda items on the other side. I wouldn't mind to do - seems to be working and would like to proceed for a while. Snyder - understnaidng what is goin gto be on the agenda several days is very helpful for some of use. I don't se what ht eharm is. I hope this is not an us and then type of thing. Some of us are asking for additional time. just want to know what hte topics are. why can't we all agree to do it together - would be helpful Havens - is ther some way to accommodte the council. Galligan - I highlighted your rules - the rules accommodate the council. Rules state - just looking for courtesy - rules state supposed to notify each other - having one emial would create the abillity to get only one email - can give topic - everyone should know what is going on. we will be instituting the dashborad soon. - I have no problem sending the information - Havens - in other words can't get to everyone unless change the rules. Galligna - I owuld say to change the rules - give the topcis on the agenda. Havens - in the last year or two the council rules Council rules should be reviewed. Galligan - they have a buisness plan. have to make changes to the PURA Agreement. They hope within 2 weeks to have a development plan, changes to the PURA agreement for the Town to rview. It seems like they are still moving ahead. They will be contact dECD - trying to work with them but we are very cautious. If there is anything off kilter will bring to the Council. Anwar - things are moving forward. we are making sure town is protected but also making sure project is being implemented. Galligan - they are concerned about the financial information from the previous owners - they will bring that information to us.

Galligna - Town staff and I have been on all of the conference calls to try ot find out the protocols. Did give handout - will be putting on our website. (reviewed the handout). will put all of the information on the towns website and link to them. Pendleton - equipment the equipment is changing on a daily basis - we are reviewing and will get equipment - will be paid for by town. Anwar - the ambulance service - if there is a high risk case there is a different way to manage. we will be sharing those resources - Department of Public Health. The first responders will be the ambulance - Galligan - we are retraining our dispatchers - do not want police officers to go to the scene. Pendleton - Anwar - for unknown circumstances - there are protocols for bodily fluids. Galligan - we will probably move further ahead then the Health deaprtment Pendleton - state with the quarantine - what is our protocol Anwar - if someone is deemed infectious - they will be quarantined within their home. Galligna - governor already signed - State level will make those decisions Pendleotn - do we have someone going to the meetings? yes Dr. Schwartz and Sherry Delnicki - would the quarantined person be kept a secret? Galligna - I would think if it is one case - person would be moved to the hospital - if you have 56 cases those would ot be moved to the hospital. to quantine person to a house you would need mulitple cases. G. Resolution Appropriating $281,650.00 of LoCIP Funds for improvements to the Town Hall Annex for an EOC/Business Center in the Town of South Windsor
Paterna, Delnicki, Snyder -the LoCIP funds cam ein 3/1/14 - the 281,- Galligan - the total balance is 351,000 - 70,000 of that had been airmarked - that is the amount that is available. Snyder - on capital projects had LoCIP funds targeted for our projects - the brige Galligan - recommendation by Jeff Doolittle - Snyder - Galligan - 2015 - will be for anothr amount Snyder in the scope of things you still have to put in the application? Galligan - already did Snyder - we already have 500,000 - we are looking to do another 500,000 -end date November 28th Galligan - will not hear until after - December or January Snyder - 466,000 local town funds Galligna - theat is the reason we talked about leasing the equipment - in order to show the rotal project costs - lumped togetehr Snyder - have 500,000 from 2013 - asking for antoehr 500,000 - 477,000 leasing (or operating money) - the other piece is 268,000 - total 1,724,000 - if you get STEAP grant, how quickly could work? Galligan - out to bid in a month. - need the full funding. we could RFP for bids - Snyder - concern - will take a period of time? Galligan - 6 months Snyder -doesn't appear tha tther is enought money to get th eproject done Galligna - could get some of the mechanicals done Snyder - just wondering if we should start moving with it. Galligan - if you approve this tonigth we can start working on the building. Snyder - just wanted ot make sure do not have LoCIP funds promjised anywhere else? Galligan - we can break down costs. Mirek - total funding and operating costs - still 420,000 gap - is thre a contingency plan - can we scale it down in order to have funds to get the project going. Galligan - 400,000 is equipment - we are giving the total cost Mirek - not guaranteed those funds Galligna - do not want this to be like the VMP. Mirek - I got an emial today moving forward with this because it is an eyesore, outside not changing? Galligan - no the fore fathers at some point I htink they thought this building would come back to the twon and here we are. Havens - I have not heard a reason why we should not approve this. some proposals was a senior center - recreation department - we bought that - this is the best idea tht has come along. save space needs in Town Hall. will support - Anwar - thanked everyone who came out to the public hearing. one of the top issues is this building - the council has heard you - we are all on the same page - the second part is the need for this - this is a safety security issue and staff who are experts are telling us we need this. The Firehouse can not be used legally for this purpose. The cost is 1.7M. unanimous

Delnicki - Snyder Delnicki - read the change into the record. the reason for this is because Council rules calls for the councilors to get anything they would like on the agenda 5 days prior to the meeting. We were holding AGenda Meetings but agenda meetings wre not in the council rules so they ceased. The agenda meeting was an opportunity for democrates adn republic leaders to bring back to their caucus what is proposed fo rthe agenda. Typically I get my by 5:00 p.m. on Friday - need more time to clarify or do research and be prepared for th emeeting. An infomred council makes the best decisions. It is to avoid being prepared - this gives everyone an opportunityt to research and find out all aspects. nothing more then continuing the transparency like we had when we held the agenda meetings. This will eliminate any surpirses and give council members an opportunjity to look into agenda items. treats everyone equally. Mirek - when we get it late on Friday - the Town offices are closed so can't get any information until Monday. When we had agenda meetings we had opportunity - also need Dashboard. Pendleto - I get packet on Friday evenings - Matt available over the weekends? Galligna - yes Pendleton - 99% of information come from previous meetings. I don't see it necessary to get more emails. I am fully prpeared and Town Manager is available to answer questions so will not be supporting this resolution. Snyder - unfortunately Matt is avialbe - I would like to just know what is on the agenda earlier - expect answers from the Town Manager - in the past when there was agenda meetings - we knew what was on the ageands. - I don't want to bother Matt on the weekends. some times there are items added to the agenda - I believe better informed council is better performing council. I woul dlike information earilier. Questions could go out to Matt - by eliminating the agenda meetings it eliminates - appreciate we can get this through and pass would be beneif to all. Public Hearing - 8:00 p.m. 30 people from the public Galligan - have had time swhen the community center was used for emergencies. had to rearrange the - fuel cell - it was expensive proposition - we did it and ran if for 2M and hooked to the HS - there was a disaster in Canada - it doe snot have to be a category 3 or 4 - could be a snow storm - people are on oxygen - - ran the shelter for 2 weeks - will allow us to monitor situations - after the last disaster we realized it was not going to work and there was a need to an EOC. Police Department wanted an EOC but got voted down by the residents. East Hartford spent a lot of money - we have a building we own here - this is a situation that we need to be focused. group that works with department defense. 2.7M - we went through with Police and Fire, CRCOG - all sorts of outside help reviewing this. Lawrence Group came in - the first grant was not voted on by the council. The day the grant was awarded the Governor was supposed to come and hand us the check but ther ewas an emergency (storm) - Office of Policy Management (handout) - Tonight we are looking at LocIP funds and gave the Council guidelines (handout). If we wanted to do fields at the High School would not be able to use these funds. Most of projects infrastructure projects. park projects usualy go through Capitla Projects. CAn use these funds for the EOC - can use matching grants. This is not a pet project and is a very serious project. room at the Police Department is not designed to be an EOC but is a conference room. We have had a long standing issue that needs to be addressed. The only thing harder then explainign gabout a disaster is explainign why you did not prpeare. There are other projects that will get done. I think the most importnat thing right now is the safety of this community. People that are homebound need help geting out of their homes - this is a good project. this has been discussed for many years - I don't want to turn people away - asking the council to consider this project. have submitted a sTEAP grant - probably will not hear until the end of the year. we are looking at other options to see if we can make sure we can get this project done. Public Don Gonsalves, 40 Bayberry Trail - I think the horse is before the cart. are we going ot spend 500,000 and hten come back - what is the total cost. Have never heard an annual budget fo rthis item. how will this operate. WE have a dog shelter - have we investigaged a joint project. - the new fire station, why would tht not go in that building. there is a lot of empty space. that is where an EOC belongs - you have popel there 24 hours per day. I would vote against this and would ike to know the facts. Bob Hornish, was very impressed by the presentation by the TM - there was almost a world confrontation - Civil preparedness in town - I tried to get an EOC in town - the State came thorugh with a relocation plan. if we were attacked - we would be relocated to Vermont. they prepared a room in the basement of Town Hall - ther eis a room in the Town Hall where we did some planning - it became a storage facility. I resigned =- then found out the next person to be director of civil preparedness was the person who is in charge of Water Pollution Control Authority. Do not know what that has to do with civil preparedness - here we are again talking about an EOC - we are wating for a grant Galligan - we have one and an application for a second. Bob Hornis - go slow - what we have now we can handle emergency - it would be nice to have room to train in but to have this grant and have it disappear - think this over befor eyou make a decision. ARt Jennings, 35 Shag Bark - compliment efforts ont he EOC - prior to being an Insurance Agency - -- one of tmy jobs was to try ot assess how to be prpeared - we were not prepared at that time - There were people not knoiwng what to do. - need - when it come sto manage disasters - I think the town is going the right way - if the High School was not able to be used there would have been larger problems for individuals. Matt Riley 12 Heatherwood Drive - inappropriate use of town funds - do no tthink the Town knows how to run a Business Incubator. one thing that has been an issue is the project has not been well vetted. you have 500,000 to create an EOC and do not understand why the space at the Fire Department is not being used for an EOC. use the 500,000 to convert the ambulance area for an EOC - I think we need to recongize 1.4M wouldn't it make more sense to sell the old post office and get it onto the tax rolls - also point out that the building is town center north. semms that the buiding could be used for a better use - Brian Jennings - moved - if we have to - anything we create - should have focus o - when lookin ga EOC should have hihg consideration of Matt Galigan - The Fire Deaprtment issue was resolved by our Bond Councsel - only can be used for fire department related issues - under the CT Education System - Fiber optics - EOC will be able to connect ot other communities - link all of the buildings - raise cost if use - have reviewed everything - if anyone wants to ask me questions in my office they are welcome to come and speak. Compnay 3 does not work - natural gas changing to - if roads blocked will not get diesel, ffuel, etc. Jane , 121 Steep Road - I am a proud person for being part of the graduating team of CERT - being part of the first graduating team - community is not for one person it is for everyone. CERT is trained - Response TEam - we are a team of many diverse experiences and coming together to help anyone in need. I am definately in favor of EOC. 606 Rye STreet - Don't move too quickly or don't move too slowly. we have a chance to be proactive - urge you again to vot ein fvor of it. Karen Isherwood - I have not seen any plans and do not know if there are any plans. Not sure if this requires zoning approvals. this location would love to see something go in there. not sure how traffic will be handled in that area. . Richard Grigorian - 369 Main Street - you are so accustomed to having vision. It is a perfect spot for this organization. There are 12 acres from the post office - if you had an emergency it could be well attended. I don't see why it should not be done. create this and it will grow and go. Delnicki - do not want to be in a position where I have to call Matt on a Saturday or Sunday and have to have him talk to staff on the weekend. An informed council makes the best possible decisions. Anwar - as a former Mayor, Councilor Delnicki had - a certain group of people felt it was necessary to make sure this Mayor followed the rules. The idea is to discuss the issues - there are other aspects tht need to be looked at again - would like to sit down and look at them together - think need to do in an organized fashion. we have created some efficiencies - I am with you on the transparency parts - rather then do piece mail should look at the rules as a whole and do it all at once. I was hoping to do a comprehensive discussion and make other changes. Wagner - WE just recently started following the rules that have been there all along. Seems to be working pretty well. I have not been aware of the agenda items by the agenda items on the other side. I wouldn't mind to do - seems to be working and would like to proceed for a while. Snyder - understnaidng what is goin gto be on the agenda several days is very helpful for some of use. I don't se what ht eharm is. I hope this is not an us and then type of thing. Some of us are asking for additional time. just want to know what hte topics are. why can't we all agree to do it together - would be helpful Havens - is ther some way to accommodte the council. Galligan - I highlighted your rules - the rules accommodate the council. Rules state - just looking for courtesy - rules state supposed to notify each other - having one emial would create the abillity to get only one email - can give topic - everyone should know what is going on. we will be instituting the dashborad soon. - I have no problem sending the information - Havens - in other words can't get to everyone unless change the rules. Galligna - I owuld say to change the rules - give the topcis on the agenda. Havens - in the last year or two the council rules Council rules should be reviewed. Galligan - there are good rules - trying to have check adn balances between the parties. Have always tried to be accommodating. Mirek - have been on council for one year - I would attend the acoundil meetings - when we stopped doing that DEb could send an email - we have already gone through this - don't know why we are having this conversation. WE are all busy people. to get on Friday night and try to get a handle on the items - this is a simple request. Penldeotn - like ot make comment - Found error that needs corrected - remove - item about ambulance corp. needs to be updated. Anwar - in 2013 - we reviewed and adjusted - when we did we would review and adjust again. suggest looking at other areas and try ot get efficiencies rther then doing piece mail Delnicki - should take easy rules and change them. this is an easy rule - need to take on face value - send information out to all council members on a Wednesday. this proposal should stand on its own mertis. there are other areas to take a look at but this is a simple one. Galligan - they have a buisness plan. have to make changes to the PURA Agreement. They hope within 2 weeks to have a development plan, changes to the PURA agreement for the Town to rview. It seems like they are still moving ahead. They will be contact dECD - trying to work with them but we are very cautious. If there is anything off kilter will bring to the Council. Anwar - things are moving forward. we are making sure town is protected but also making sure project is being implemented. Galligan - they are concerned about the financial information from the previous owners - they will bring that information to us.
E. Discussion Item: Amending the South Windsor Town Council Rules and Procedures to allow the public to speak for five (5) minutes rather than three (3) minutes (requested by Councilor Mirek)

Galligna - Town staff and I have been on all of the conference calls to try ot find out the protocols. Did give handout - will be putting on our website. (reviewed the handout). will put all of the information on the towns website and link to them. Pendleton - equipment the equipment is changing on a daily basis - we are reviewing and will get equipment - will be paid for by town. Anwar - the ambulance service - if there is a high risk case there is a different way to manage. we will be sharing those resources - Department of Public Health. The first responders will be the ambulance - Galligan - we are retraining our dispatchers - do not want police officers to go to the scene. Pendleton - Anwar - for unknown circumstances - there are protocols for bodily fluids. Galligan - we will probably move further ahead then the Health deaprtment Pendleton - state with the quarantine - what is our protocol Anwar - if someone is deemed infectious - they will be quarantined within their home. Galligna - governor already signed - State level will make those decisions Pendleotn - do we have someone going to the meetings? yes Dr. Schwartz and Sherry Delnicki - would the quarantined person be kept a secret? Galligna - I would think if it is one case - person would be moved to the hospital - if you have 56 cases those would ot be moved to the hospital. to quantine person to a house you would need mulitple cases. Paterna, Delnicki, Snyder -the LoCIP funds cam ein 3/1/14 - the 281,- Galligan - the total balance is 351,000 - 70,000 of that had been airmarked - that is the amount that is available. Snyder - on capital projects had LoCIP funds targeted for our projects - the brige Galligan - recommendation by Jeff Doolittle - Snyder - Galligan - 2015 - will be for anothr amount Snyder in the scope of things you still have to put in the application? Galligan - already did Snyder - we already have 500,000 - we are looking to do another 500,000 -end date November 28th Galligan - will not hear until after - December or January Snyder - 466,000 local town funds Galligna - theat is the reason we talked about leasing the equipment - in order to show the rotal project costs - lumped togetehr Snyder - have 500,000 from 2013 - asking for antoehr 500,000 - 477,000 leasing (or operating money) - the other piece is 268,000 - total 1,724,000 - if you get STEAP grant, how quickly could work? Galligan - out to bid in a month. - need the full funding. we could RFP for bids - Snyder - concern - will take a period of time? Galligan - 6 months Snyder -doesn't appear tha tther is enought money to get th eproject done Galligna - could get some of the mechanicals done Snyder - just wondering if we should start moving with it. Galligan - if you approve this tonigth we can start working on the building. Snyder - just wanted ot make sure do not have LoCIP funds promjised anywhere else? Galligan - we can break down costs. Mirek - total funding and operating costs - still 420,000 gap - is thre a contingency plan - can we scale it down in order to have funds to get the project going. Galligan - 400,000 is equipment - we are giving the total cost Mirek - not guaranteed those funds Galligna - do not want this to be like the VMP. Mirek - I got an emial today moving forward with this because it is an eyesore, outside not changing? Galligan - no the fore fathers at some point I htink they thought this building would come back to the twon and here we are. Havens - I have not heard a reason why we should not approve this. some proposals was a senior center - recreation department - we bought that - this is the best idea tht has come along. save space needs in Town Hall. will support - Anwar - thanked everyone who came out to the public hearing. one of the top issues is this building - the council has heard you - we are all on the same page - the second part is the need for this - this is a safety security issue and staff who are experts are telling us we need this. The Firehouse can not be used legally for this purpose. The cost is 1.7M. unanimous
