Cindy Beaulieu, 19 Cody Circle, concerned about the changes to the Council Rules. There was no collaboration between Town Council. To change the time to 6 p.m. is not fair and each Council member should be polled. Half way through a term should not change. There has been a systematic move to push out the public. There used to be Work Session and Regular Meeting - there were three opportunities for the public to be heard and now there is two. Then there was a time limit put to 3 minutes. you will be cutting out the families who can not be here for 6pm. The government should not be meeting at this time. The other thing that bothers me is the rules are disrespectful to the previous members. The appointments to be changed and not put to the next meeting could prevent the Council from knowing important information. Work together.

Delnicki - like to speak for a moment about snow blower safety. shut the snow blower off before trying to clear. pace yourself when shoveling snow. Anwar - December is safe toys and gift month. make sure gifts for young children are safe. worthwhile to check the toys safety that you give. Havens - Dr. Anwar did session on Ebola and how it involves the Town of South Windsor. It was a excellent education and advice and thank Dr. Anwar.

A. Resolution Authorizing the Town Manager to Sign and Execute a Participation Agreement for Municipal Textile Recycling Services Between the Town of South Windsor and Bay State Textiles, Inc.

Delnicki, Pendleton Delnicki - how much revenue do we expect to generate? Mirek - Glastonbury got over $10,000 and they just completed their first year. Delnicki - is Baystate Textiles - how did we end up with them? Fred - we solicited -reviewed the different programs and Baystate was selected as the most successful. Tonage in South Windsor do not have current numbers on that. We used to recycle from the curb but I think a well advertised program will do better. Delnicki - where will binds go? Fred - one site behind the Library another location would be up at the Community Center on Nevers Road betwen the parking area and the playscape area to the south there are collection bins where containers could be placed. Delnicki - are there any private vendors Fred - yes there are private firms in town. we have asked other people at CRCOG - and it has been stated that ther is room for improvement. Delnicki - there are not restrictions on folks that are doing business? Fred - no Havens - I have concern about cutting out the likes of Salvation Army, etc and competin with them Fred - we have not gotten any comment but they ar aware. Havens - could be great inocme for the Town. Only concern is that non profit would be hurt by this. Matt - They felt ther was no impact. The other hand is certain areas people don't want to put in the garbage - you will have a place to dispose of - Good Will and did not seem to think this would effect them but woul help to raise awareness. Havens - have you heard from Good Will - Galligna - have not heard back from them directly but have heard this brings awareness to the program. Havens - are they aware that we are acting on somethinhg like this? Galligan - have not contacted anyone. Havens - not sure can support this. Galligan - group out of Mass. they have indicated that they do not have a problem and this would not effect them. Mirek - Heart for ----- we donate regularly. things that are torn, stain those are the things that we are looking re recycle. They should be recycled and those are items that Good Will and other do ot want. Pendleton - Textile Recycling SErvice, 3 year contract? Galligna - yes Pendleotn - they take items that are in need of repair Galligna - right now they are throwing items that are torn, stains, etc. into the garbage and the town wills aave in tonage. Pendleton - what do they do with items? Fred - they can recycling items for other things. Galligan - there are all sorts of uses for all sorts of materials. there is a market for it. Fred - they will be able to use things thtat the other private nonprofits can not use. Pendleton - better items donated to Good Will, etc. Anwar - this is a good opportunity for the town to generate some revenue. the target textile that we are looking at are items taht can not be given to other chartieis - local chartities will not be hurt because some times people put items to other charaties that they can not use. I think if people understand it is a good strategy. Yagaloff - there are a number of towns using this - there is a question whether an RFP is necessary. iThere is a master agreement and municipality agreement. There is liability towards the town in the Master Agreement - will be editing this a little so the Town can not get sued. Will do small revisions that may happen. Anwar - if we pass this today it allows you to work with Matt to make sure legalities are all safe. Yagaloff - RFP is a concern - in this case have to see if the town can forego the biddin gprocess. the revenue is small although there is some there. Need to see if need to go through RFP process. Wagner - this resolution is specific about Baystate Textiles - should we Yagaloff - if there needs to be an RFP Matt will come back tot he Council. If no RFP is needed then will g with Baystate. Wagner - I do intend to support this. minimal to no impact on other charities. Delnicki - if turns out that we need RFP does that mean would have to come back to waive competitive bidding? Yagaloff - waive competitive bidding or send out and RFP. can avoid RFP if it is not necessary. there is revenue coming in - Delnicki - if go out fo rRFP can find we have a faulted resolution in fron to fus. Yagaloff - not faulted - TM wouild not be able to act on it. Galligna - stems for the fact that last town attorney did not thik the town could use the state that the town had to go out for their own RFP. For years we have also done bidding through the State. We need to check agreement that it will meet out Charter and if it does not will have to start process over again. Delnicki - because wer are dealing with CR Galligna - yes - CRRA is basically breaking up. CROCOG put group together They do all of the things that we do. Delnicki - who is going to have the final word legally. Galligna - Town Attorney Delnicki - we could find ourselves back here voting on something. Galligna - it could be a different resolution - Dlenicki - would have to rescind? Galligan - well no because I would not be able to act on it. Pendleton - I think this ia a great idea. I am hestitant to vote yes because of the process. I feel we are putting the cart before the horse. recommend we hold offf until we have better answers on the RFP process. B. Discussion Item: Yard Waste Program (Requested by Councilor Pendleton)
Pendleton - Brought this before the Council - one of the towns that I have been in has Yard Waste Recyclier so it does not go in land fill and the town does nto have to pay for tonage. We do have a leaf collection and this is not for leaves. this would be for grass clippings, etc. Fred - looked at Enfield and Manchester. The two different towns but similar in some respect. Manchester has grass clippings an dleaves which we can not put into reviewed handout (attachment). We will do whatever you would like - could solicit bids and could discuss further during budget. Pendleton - do you have any estimate what it would cost for SW? Fred - we probably have a littl emore then half the residental untils that Manchesters has. Similar program 160,000 - would have to recycle 2500 or ore . we do pick up brush right now. we do 7200 of refuse. Not sure - would have costs. Pendleton - I wanted to see it reduce amount putting into landfills. Fred - the only thing can take is the bruch.There are additional costs. WE compost leaves - if we are ogin to compost anything else on town property. Mirek - some residents who do not have lawns to maintain, do you get a lot of calls? Fred - I think they have some bulk they can put out. otherss put brush in carts - some other sputother materials. we don't have Delnicki - number of years ago Mike Gantick came up with a document of how much it would cost. analysis was done - 8 to 10 years ago. Tha might add al ittle clarity to the situation. Galligan - Fred said he has been here previously but will ask Mike if he has that. Fred - tried to get curent contractor an idea of what they would charge, they are reluctant to give us a price when they don't know how many people would use. See if MIke has that document. Wagner - our program would be less then Manchester - I would not encourage grass clippings or leaves go into this program Anwar - the public demand is not that significant - this is associated with more expenses. it is worth a conversation Delnicki - lets seeif Mike has that document. Anwar - if that looks promising can be brought back for discussions.
C. Resolution Authorizing the Town Manager to Sign the Connecticut Department of Transportation Local Bridge Program Supplemental Application for the Main Street Bridge over the Podunk River, State Project No. 9132-4174
Havens, Pendleton Delnicki - how are we going to pay for the balance of this? Galligan - Jeff Doolittle is here. Last year Capital Projects so much money was put into the budget, and this year so much will be put into the budget - and bridge fund. Jeff - 48% Galligan - 47-48%. Delicki - over how many years? Galligan - 2 years of Capital and then we will have - 2015 summer, just two year budget cycle for the balance. unanimous

Public Hearing started at 8:00 p.m. 7 people at the meeting Wagner - resolution bfore you establises a four year term and transition terms. Reappint the current members so they would not suddenly be out of a job. Ther eis one other problem. Statute requires no more then 1/2 of the terms expire within one year. so we are going to be gixing that as well. one year have 3 members appointed, folloiwn gyear one member and then the followin gyear after that 3 members. in order to avoid problem with majoirty no more then expiring in the same year (1/2) - we have that off year. fixing that - member needs to reapoint sooner then term. rest of the members will serve out their term. Public Richard Aries - I just wanted to indicate that the WPCA has discussed this. I indicated that I would discuss this - we are very neutral. We don't view it as anything that will cause problems. we were given assurances that this is no way an attempt to alter the current membership so we are not against this proposal. We feel that our organization requires several years to get an understanding but it does appear that appointment process is not going to altered. A. Resolution Adopting Amendments to the South Windsor Code of Ordinances, Chapter 98 - Utilities, Article II. Water Pollution Control Authority, Section 98-31 - Establishment; Membership
Wagner, Pendleton Snyder - it has been along time that it has been six years so the WPCA members that sit have - if there have not been problems why are we changing it. Galligan - not heavily involved. Don't think it is to change anyone. We should look at all of our Bd/Commissions to try to get new people. Snyder - are people pounding down the door to be put on the WPCA? Aries - can speak about th eprocess. Snyder - just wondering - it is a tough commission to sit on. Two years is pretty quick time. some times is takes longer. just concerned - Wagner - it is broken because we are presently appointing 4 members in one year. we have discusse dmaking it two year term - it is an effect a political appointment. just a feeling tht this board should be the same as the other boards. ZBA and P & Z all require expertise. having sat in a lot of meetings there is a lot of things they have to understand. 4 year term is plenty of time to become familiar. Most members leave the boards for some other reason. just right that their term is the same as other boards/commissions. Mirek - one thing that stands out that Chairman Aries said it takes a number of years to get comfortable. Why are we replacing so many members at the same time. Wagner - when you are reducing the term - we ar ereappointing all of them now. they will cntinue to serve for the terms here so we will pass a resolutin identifying each members. it is a way to go to the four year plan but keep the current members serving all but 2 of them woudl serve the amount that they would bbbe normally. Mirek - most of the people being reappointed. Wagner - all are. Mirek - more of a problem doiing every 4 then 6. Wagner - paragraph c deals with the current membership Mirek - what makes i beter to have 4 year term versus 6 years term. Wagner - state statute requires that you replace no more then 1/2 of th emembers terms end. four years is an opinion - felt more appropriate term. Mirek - according to Aries it is not. Penldeotn - we had discussions about membership - charter - 2 year terms and 4 year terms were discussed. The original membership - trying to correct th eproblem that was found and now we are trying ot fix that going forward. Did have consensus to go with the four years. go forward with accurate appointemnts. Snyder - the consensus for four years was because you had introduced a two year term and we felt 2 years was too short. If we were not going to change the terms from 6 to 4 - please explain to me what th eproblem is. Wagner - we would still have to modify the ordinance - result of the exisitng ordinance. the charter says can't have 1/2 of members expire same year? Snyder - we want to change their terms because we want to make them similar to other boards and commissions - if we don't have any goverance over them - Wagner - we are required to have an ordinance. Snyder - it has been 6 years forever. Wagner - we have been reappinting them

Galligan - as shown in attached - land person - closed the gap on that. proposal gong out tomorrow. really like to have everything lined up. one of th eother things should be aware of homeland security - our emergency plan is in compliance with --- - under federal law. I did have meeting tonight with MDC - had a nice discussion about the budget. you will see that MDC reduced - residents will not be seeing huge increases in the surcharge. we are down tot he $40.00 again. they did not approve the budget, they put it on hold. some towns have sewers and they are loooking at huge increases. this does not effect SW. They hired new Executive Director and Attorney. They are moving right along. will continue to go to the meetings. I am not a votin gmember but am allowed to give my two cents. Delnicki - the apartments in Evergreen Walk, what development shave they done in Rocky Hill? Galligan - will email that out to the Council in the morning Delicki - no tax abatement? Galligan - no Delnicki - CT Studio project - when will we see? Galligan - hoping for Wednesday. Delnicki - plan should be open to everyone's eyes? Galligan - DECDa nd Town Delnicki - so everyone will be able to see? Galligan - yes Havens - leave program did that finish? Galligan - did two passes. Havens - there are still leaves on the road? Galligan - will have to find out. Havens - strips at stop signs is a heck of an idea? Havens - we get information from you regarding CT Studios. if you tell me it is going to happen. Is it going to happen? Galligan - I would say tht th epeople who ar ein charge are real and they are moving forward. They have spent a lot of money. Dan Marsh felt that today was the first time he received concrete information. the credits need to be rerun. right now we are moving forward. this Andrew Toff has layed everything out. no promises being made. We are hoping that DECD feels it makes sense. Havens - lets keep this running. the public is very interested in this project. helpful to have updates. Galligan - they have hired someone to design the building. a lot of the things they are doing is taking good steps. Anwar - tell us about the hotel? Galligan - ther eis another hotel on Buckland Gateway Zone on the east side. We have told them there are some issues and they have redone the plan to address the issues. They have not been finalized because they have to go to staff. Anwar - looking at the PD report - traffic stops - increase of the year? Galligna - they could be regional traffic stop. we do traffic stops to look for dui, phone use, seat belts. Anwar - when school starts ther eis a focus to address speeds? Galligan - yes they will work wit the schools.

13. Unfinished Business
A. Discussion Item: Proposed Changes to the South Windsor Town Council Rules and Procedures (requested by Mayor Anwar)
Last meeting had a long discussion regarding this issue. There were a number of issues raised. It was discussed about taking one item at a time and Town Attorney agrees that is the way we should do that. If we were to put a resolution to look at this document and at the next meeting vote on each item. To get approval on anything we need 6 votes. Councilor Mirek wanted something added also. We could add the change that we want. Delnicki - if there are not six votes to support one of these changes then it will not be in the final document. Anwar - can't be. Delnicki - there are a number of things I agree with and a number of things that I don't agree with. I like the fact that we are at a higher standard then the state. I have concerns starting at 6:00 p.m. my concern is to maintain the transparency of the dialogue. Do you want to have indivdiual resolutions? Yagaloff - one way would be to have a dozen resolutions. the other would be one resoution saying each item to be voted on individually. Delnicki - if we went through individual resolution - ther may be an amendment to make it more agreeable. if you vote on each one individualsly it is clean and clear. Yagaloff - if there are new items tonight make sure clear that they are to be put in for the Council Yagaloff - do not need vote, just need in writing. Delnicki - I was in error - it was a good activity because even though was supported it got voted down. Anwar - so if something was given in writing right now, it would be voted on the next meeting. Yagaloff - has to be voted on the next subsequent meeting. Anwar - the only challenge is was h Mirek - it was a Anwar - we are evaluating the process rihgt now. for every change we will have a separate resolution. Yagalof f- that way everyone will have the same language to work off of. that would be cleaner - whereever ther eis a change - ther shold be separate resolution. Anwar at the next meeting - 8 resoluiton but then those resolution would be voted on next meeting. Havens - will be discuss each item? Anwar - yes. Havens - starting the time for the meetings - you have to consider 6pm meeting gets us in here early - the sooner we get to the business the sooner we conclude our business. people can't stay awake long enough - 6pm gian more participants by listenign to us until 8 or 9 - early does have good points. Mirek - almost impossible fo rresidents and myself included to be here at 6:00 p.m. will exclude public partiicpation. should be able to manage our time better. do not think starting earlier will make us finish earlier and will exclude public partiicpation. Wagner - do think it requires an affirmative - should put start time and end time together in the same resolution. would like to end earlier. would starting at 6:30 p.jm. and end at 10:30 p.m. better? I do like the idea of finishing earlier. Anwar - would 6:30 work better - to 10:30 p.m. Mirek - 6pm is diner hour - would rather stay with 7:00 p.m. Anwar - 6:30 doesn't work? Mirek - no Andy - concerned about the early start time - also concerned that we are losing people at the end. Ther are problems at both ends. starting at 6:30 may help. Delnicki - still stick with 7:00 p.m. go back to years of expereience. I know from folks that want to come speak, 7pm was always a good number. should stick with 7 at this point, especially in mid session. people are creatures of habit. Think the 7pm has worked better for people to speak more then 8pm. HOliday - Section 2 Yagaloff - council rules are not consistent with the statutes. I suggested that the town be in compliant with state statutes. Galligan - if you had 500 people that are coming - some times the council will move the meeting to another location. the change may allow you to do those types of things. Anwar - cleaning up the documents - we are the state's requirements. good practice what the state requires us to do. Wagner - I think half of this is changing the words but this is essential. Mirek - ARticle I section 5 - everything in c, why are we putting it here too Yagaloff - there is a difference between Regular Meeting and Emergency Meeting.- all have different requirements. Mirek - no later then 72 hours Wagner - put a sign on the door - if there is some reason can't hold a Snyder - do not support Mirek - needs cleaning up Delnicki - need to review further. Wagner - happy with the way it is EMAIL - good 24 hours - Wagner - when we had FOI training last year I asked the question if there is a snow day - it was siad the if regular meeting was snowed out on the scheudle then the meeting w could automatically be scheduled for the next day. TA Yagaloff is uncomfortable with that. 48 hours is not required by stattutes - it is legal to do 24 hours. Delnicki - I think the cleanest way to address snow days - when we set schedule for the year - have a special meeting set on Tuesdays to corrispond with Monday meetings. Anyone could call for a special meeting and have it 24 hours later. I think when we approve a meeting schedule from November until March you have a special meeting scheduled. if you could llijmit it to only when a regular meeting was cancelled but ot have for any special meeting is a problem. Yagaloff - I think ther is a possible solution - charter fix your regular meeting does not say fix special meetings. Special meetings confined to certain items. the town clerk that had concern of putting if ther eis a snow day then will be the next day. you don't know if the next day twill be available. creating subsection 48 hours for specail meeting but weather even could have 24 hours. Wagner - appreciate that suggestion - when we publish scheudle should - Newspaper requirements - Paterna - we are really talking about subsequet regular meeting Snyder - special meeting is defined as "". Paterna - do not think snow day is specail meeting Delnicki - please validate whether this works or not. the other concern is newspapers. i think we do not want to elimiante notifying the media. we do have apaper that shows up. Pendleton - under regular meetings can we address snow days. Yagaloff - we can create a subsection - meeting under the specail meeting substitute for regular scheduled meeting - needs to be fixed Pendleton - trying to leave special meeting alone. Yagaloff - charter will not allow tht. you have to fix your schedule at the November meeting. if snow day needs to be fixed a tthe November meeting. if called a regular meeting Pendleton - under the charter 304 - Wagner - I think we should notify the newspapers. Item 5 and 17 - between 5 minutes versus 3 minutes - if you want to put as resolution you can. snyder - if 5 of you are not going to support Anwar - in a case by case basis can invoke that. Pendleton - Councilor Mirek complained that the meetings are too long but want to add 2 minutes to each person to speak. Do not have a problem but do hae the opportunity for citizens to speak - publicly I suppotrt the 3 minutes - if you have five speakers have 50 minutes. Delnicki - we have entered a period of time that we follow the rules hard and fast and previous mayors have allowed 5-10 minutes. I don't think any mayor has held it to 3 minutes - if we are going to treat people equally then five minutes - five minutes is reasonable - we work for the community. Paterna - we just had two recent meetings - we maintained the 3 minute rule - can have more people speak - if the council wants more time for someone then it is usually given. they have 6 minutes during a council meeting to get their ponts across Mirek - we allow 30 minutes for public participation. we have only used 13-15 minutes - we bend the rules - don't you want to know what the public has to say and to cut them off is unacceptable. some people they can continue but others are not able to continue. that is what I am striving for. you want an open transparent - would like some consistency. The public input is allowed 30 minutes - it is upsetting we hve this time Anwar - there is no control I have on the time. I don't control the alarm. Wagner - if we are going to spend 30 minutes - 5 into 30 allows6 people to speak - if we allow 3 minutes it allows 10 people to speak. All we have to say is I would like time extended. we already have mechanism - 3 minutes encourages pepole ol be brief. we have buisness to do. in order to get business done we need to Yagal Article VII Section 1 - a - - policy to be posted on the website. Page 9 - section c - good Artilce VIII - section 2 Wagner - like the idea of maintaining 2 meetings for the appointments. no changes Page 11 - good changes do them ARticle XVI - Performance Evaluation Snyder - July 1st is when raises given out. Even though we are doing other things - most important thing is to evaluate the Town Manager. I would rather see this done in June - this should force us Galligan - if you are going to give me goals to work on should have done on time. my contract calls for my evaluation to be done in May.

Pendleton - SW Panther Cheerleading program - from Park & Recreation - they just had States Competition that we sponsored. 14 towns came and SW won first place in all divisions. Like ot have the come to the next Council members. Mirek - letter I read at the last meeting - discussion on the business incubator. Need to discuss that next time

Delnicki, Pendleton Delnicki - how much revenue do we expect to generate? Mirek - Glastonbury got over $10,000 and they just completed their first year. Delnicki - is Baystate Textiles - how did we end up with them? Fred - we solicited -reviewed the different programs and Baystate was selected as the most successful. Tonage in South Windsor do not have current numbers on that. We used to recycle from the curb but I think a well advertised program will do better. Delnicki - where will binds go? Fred - one site behind the Library another location would be up at the Community Center on Nevers Road betwen the parking area and the playscape area to the south there are collection bins where containers could be placed. Delnicki - are there any private vendors Fred - yes there are private firms in town. we have asked other people at CRCOG - and it has been stated that ther is room for improvement. Delnicki - there are not restrictions on folks that are doing business? Fred - no Havens - I have concern about cutting out the likes of Salvation Army, etc and competin with them Fred - we have not gotten any comment but they ar aware. Havens - could be great inocme for the Town. Only concern is that non profit would be hurt by this. Matt - They felt ther was no impact. The other hand is certain areas people don't want to put in the garbage - you will have a place to dispose of - Good Will and did not seem to think this would effect them but woul help to raise awareness. Havens - have you heard from Good Will - Galligna - have not heard back from them directly but have heard this brings awareness to the program. Havens - are they aware that we are acting on somethinhg like this? Galligan - have not contacted anyone. Havens - not sure can support this. Galligan - group out of Mass. they have indicated that they do not have a problem and this would not effect them. Mirek - Heart for ----- we donate regularly. things that are torn, stain those are the things that we are looking re recycle. They should be recycled and those are items that Good Will and other do ot want. Pendleton - Textile Recycling SErvice, 3 year contract? Galligna - yes Pendleotn - they take items that are in need of repair Galligna - right now they are throwing items that are torn, stains, etc. into the garbage and the town wills aave in tonage. Pendleton - what do they do with items? Fred - they can recycling items for other things. Galligan - there are all sorts of uses for all sorts of materials. there is a market for it. Fred - they will be able to use things thtat the other private nonprofits can not use. Pendleton - better items donated to Good Will, etc. Anwar - this is a good opportunity for the town to generate some revenue. the target textile that we are looking at are items taht can not be given to other chartieis - local chartities will not be hurt because some times people put items to other charaties that they can not use. I think if people understand it is a good strategy. Yagaloff - there are a number of towns using this - there is a question whether an RFP is necessary. iThere is a master agreement and municipality agreement. There is liability towards the town in the Master Agreement - will be editing this a little so the Town can not get sued. Will do small revisions that may happen. Anwar - if we pass this today it allows you to work with Matt to make sure legalities are all safe. Yagaloff - RFP is a concern - in this case have to see if the town can forego the biddin gprocess. the revenue is small although there is some there. Need to see if need to go through RFP process. Wagner - this resolution is specific about Baystate Textiles - should we Yagaloff - if there needs to be an RFP Matt will come back tot he Council. If no RFP is needed then will g with Baystate. Wagner - I do intend to support this. minimal to no impact on other charities. Delnicki - if turns out that we need RFP does that mean would have to come back to waive competitive bidding? Yagaloff - waive competitive bidding or send out and RFP. can avoid RFP if it is not necessary. there is revenue coming in - Delnicki - if go out fo rRFP can find we have a faulted resolution in fron to fus. Yagaloff - not faulted - TM wouild not be able to act on it. Galligna - stems for the fact that last town attorney did not thik the town could use the state that the town had to go out for their own RFP. For years we have also done bidding through the State. We need to check agreement that it will meet out Charter and if it does not will have to start process over again. Delnicki - because wer are dealing with CR Galligna - yes - CRRA is basically breaking up. CROCOG put group together They do all of the things that we do. Delnicki - who is going to have the final word legally. Galligna - Town Attorney Delnicki - we could find ourselves back here voting on something. Galligna - it could be a different resolution - Dlenicki - would have to rescind? Galligan - well no because I would not be able to act on it. Pendleton - I think this ia a great idea. I am hestitant to vote yes because of the process. I feel we are putting the cart before the horse. recommend we hold offf until we have better answers on the RFP process. B. Discussion Item: Yard Waste Program (Requested by Councilor Pendleton)
Pendleton - Brought this before the Council - one of the towns that I have been in has Yard Waste Recyclier so it does not go in land fill and the town does nto have to pay for tonage. We do have a leaf collection and this is not for leaves. this would be for grass clippings, etc. Fred - looked at Enfield and Manchester. The two different towns but similar in some respect. Manchester has grass clippings an dleaves which we can not put into reviewed handout (attachment). We will do whatever you would like - could solicit bids and could discuss further during budget. Pendleton - do you have any estimate what it would cost for SW? Fred - we probably have a littl emore then half the residental untils that Manchesters has. Similar program 160,000 - would have to recycle 2500 or ore . we do pick up brush right now. we do 7200 of refuse. Not sure - would have costs. Pendleton - I wanted to see it reduce amount putting into landfills. Fred - the only thing can take is the bruch.There are additional costs. WE compost leaves - if we are ogin to compost anything else on town property. Mirek - some residents who do not have lawns to maintain, do you get a lot of calls? Fred - I think they have some bulk they can put out. otherss put brush in carts - some other sputother materials. we don't have Delnicki - number of years ago Mike Gantick came up with a document of how much it would cost. analysis was done - 8 to 10 years ago. Tha might add al ittle clarity to the situation. Galligan - Fred said he has been here previously but will ask Mike if he has that. Fred - tried to get curent contractor an idea of what they would charge, they are reluctant to give us a price when they don't know how many people would use. See if MIke has that document. Wagner - our program would be less then Manchester - I would not encourage grass clippings or leaves go into this program Anwar - the public demand is not that significant - this is associated with more expenses. it is worth a conversation Delnicki - lets seeif Mike has that document. Anwar - if that looks promising can be brought back for discussions.

Last year Capital Projects so much money was put into the budget, and this year so much will be put into the budget - and bridge fund. Jeff - 48% Galligan - 47-48%. Delicki - over how many years? Galligan - 2 years of Capital and then we will have - 2015 summer, just two year budget cycle for the balance. unanimous

Public Hearing started at 8:00 p.m. 7 people at the meeting Wagner - resolution bfore you establises a four year term and transition terms. Reappint the current members so they would not suddenly be out of a job. Ther eis one other problem. Statute requires no more then 1/2 of the terms expire within one year. so we are going to be gixing that as well. one year have 3 members appointed, folloiwn gyear one member and then the followin gyear after that 3 members. in order to avoid problem with majoirty no more then expiring in the same year (1/2) - we have that off year. fixing that - member needs to reapoint sooner then term. rest of the members will serve out their term. Public Richard Aries - I just wanted to indicate that the WPCA has discussed this. I indicated that I would discuss this - we are very neutral. We don't view it as anything that will cause problems. we were given assurances that this is no way an attempt to alter the current membership so we are not against this proposal. We feel that our organization requires several years to get an understanding but it does appear that appointment process is not going to altered. A. Resolution Adopting Amendments to the South Windsor Code of Ordinances, Chapter 98 - Utilities, Article II. Water Pollution Control Authority, Section 98-31 - Establishment; Membership
Wagner, Pendleton Snyder - it has been along time that it has been six years so the WPCA members that sit have - if there have not been problems why are we changing it. Galligan - not heavily involved. Don't think it is to change anyone. We should look at all of our Bd/Commissions to try to get new people. Snyder - are people pounding down the door to be put on the WPCA? Aries - can speak about th eprocess. Snyder - just wondering - it is a tough commission to sit on. Two years is pretty quick time. some times is takes longer. just concerned - Wagner - it is broken because we are presently appointing 4 members in one year. we have discusse dmaking it two year term - it is an effect a political appointment. just a feeling tht this board should be the same as the other boards. ZBA and P & Z all require expertise. having sat in a lot of meetings there is a lot of things they have to understand. 4 year term is plenty of time to become familiar. Most members leave the boards for some other reason. just right that their term is the same as other boards/commissions. Mirek - one thing that stands out that Chairman Aries said it takes a number of years to get comfortable. Why are we replacing so many members at the same time. Wagner - when you are reducing the term - we ar ereappointing all of them now. they will cntinue to serve for the terms here so we will pass a resolutin identifying each members. it is a way to go to the four year plan but keep the current members serving all but 2 of them woudl serve the amount that they would bbbe normally. Mirek - most of the people being reappointed. Wagner - all are. Mirek - more of a problem doiing every 4 then 6. Wagner - paragraph c deals with the current membership Mirek - what makes i beter to have 4 year term versus 6 years term. Wagner - state statute requires that you replace no more then 1/2 of th emembers terms end. four years is an opinion - felt more appropriate term. Mirek - according to Aries it is not. Penldeotn - we had discussions about membership - charter - 2 year terms and 4 year terms were discussed. The original membership - trying to correct th eproblem that was found and now we are trying ot fix that going forward. Did have consensus to go with the four years. go forward with accurate appointemnts. Snyder - the consensus for four years was because you had introduced a two year term and we felt 2 years was too short. If we were not going to change the terms from 6 to 4 - please explain to me what th eproblem is. Wagner - we would still have to modify the ordinance - result of the exisitng ordinance. the charter says can't have 1/2 of members expire same year? Snyder - we want to change their terms because we want to make them similar to other boards and commissions - if we don't have any goverance over them - Wagner - we are required to have an ordinance. Snyder - it has been 6 years forever. Wagner - we have been reappinting them

Galligan - as shown in attached - land person - closed the gap on that. proposal gong out tomorrow. really like to have everything lined up. one of th eother things should be aware of homeland security - our emergency plan is in compliance with --- - under federal law. I did have meeting tonight with MDC - had a nice discussion about the budget. you will see that MDC reduced - residents will not be seeing huge increases in the surcharge. we are down tot he $40.00 again. they did not approve the budget, they put it on hold. some towns have sewers and they are loooking at huge increases. this does not effect SW. They hired new Executive Director and Attorney. They are moving right along. will continue to go to the meetings. I am not a votin gmember but am allowed to give my two cents. Delnicki - the apartments in Evergreen Walk, what development shave they done in Rocky Hill? Galligan - will email that out to the Council in the morning Delicki - no tax abatement? Galligan - no Delnicki - CT Studio project - when will we see? Galligan - hoping for Wednesday. Delnicki - plan should be open to everyone's eyes? Galligan - DECDa nd Town Delnicki - so everyone will be able to see? Galligan - yes Havens - leave program did that finish? Galligan - did two passes. Havens - there are still leaves on the road? Galligan - will have to find out. Havens - strips at stop signs is a heck of an idea? Havens - we get information from you regarding CT Studios. if you tell me it is going to happen. Is it going to happen? Galligan - I would say tht th epeople who ar ein charge are real and they are moving forward. They have spent a lot of money. Dan Marsh felt that today was the first time he received concrete information. the credits need to be rerun. right now we are moving forward. this Andrew Toff has layed everything out. no promises being made. We are hoping that DECD feels it makes sense. Havens - lets keep this running. the public is very interested in this project. helpful to have updates. Galligan - they have hired someone to design the building. a lot of the things they are doing is taking good steps. Anwar - tell us about the hotel? Galligan - ther eis another hotel on Buckland Gateway Zone on the east side. We have told them there are some issues and they have redone the plan to address the issues. They have not been finalized because they have to go to staff. Anwar - looking at the PD report - traffic stops - increase of the year? Galligna - they could be regional traffic stop. we do traffic stops to look for dui, phone use, seat belts. Anwar - when school starts ther eis a focus to address speeds? Galligan - yes they will work wit the schools.

13. Unfinished Business
A. Discussion Item: Proposed Changes to the South Windsor Town Council Rules and Procedures (requested by Mayor Anwar)
Last meeting had a long discussion regarding this issue. There were a number of issues raised. It was discussed about taking one item at a time and Town Attorney agrees that is the way we should do that. If we were to put a resolution to look at this document and at the next meeting vote on each item. To get approval on anything we need 6 votes. Councilor Mirek wanted something added also. We could add the change that we want. Delnicki - if there are not six votes to support one of these changes then it will not be in the final document. Anwar - can't be. Delnicki - there are a number of things I agree with and a number of things that I don't agree with. I like the fact that we are at a higher standard then the state. I have concerns starting at 6:00 p.m. my concern is to maintain the transparency of the dialogue. Do you want to have indivdiual resolutions? Yagaloff - one way would be to have a dozen resolutions. the other would be one resoution saying each item to be voted on individually. Delnicki - if we went through individual resolution - ther may be an amendment to make it more agreeable. if you vote on each one individualsly it is clean and clear. Yagaloff - if there are new items tonight make sure clear that they are to be put in for the Council Yagaloff - do not need vote, just need in writing. Delnicki - I was in error - it was a good activity because even though was supported it got voted down. Anwar - so if something was given in writing right now, it would be voted on the next meeting. Yagaloff - has to be voted on the next subsequent meeting. Anwar - the only challenge is was h Mirek - it was a Anwar - we are evaluating the process rihgt now. for every change we will have a separate resolution. Yagalof f- that way everyone will have the same language to work off of. that would be cleaner - whereever ther eis a change - ther shold be separate resolution. Anwar at the next meeting - 8 resoluiton but then those resolution would be voted on next meeting. Havens - will be discuss each item? Anwar - yes. Havens - starting the time for the meetings - you have to consider 6pm meeting gets us in here early - the sooner we get to the business the sooner we conclude our business. people can't stay awake long enough - 6pm gian more participants by listenign to us until 8 or 9 - early does have good points. Mirek - almost impossible fo rresidents and myself included to be here at 6:00 p.m. will exclude public partiicpation. should be able to manage our time better. do not think starting earlier will make us finish earlier and will exclude public partiicpation. Wagner - do think it requires an affirmative - should put start time and end time together in the same resolution. would like to end earlier. would starting at 6:30 p.jm. and end at 10:30 p.m. better? I do like the idea of finishing earlier. Anwar - would 6:30 work better - to 10:30 p.m. Mirek - 6pm is diner hour - would rather stay with 7:00 p.m. Anwar - 6:30 doesn't work? Mirek - no Andy - concerned about the early start time - also concerned that we are losing people at the end. Ther are problems at both ends. starting at 6:30 may help. Delnicki - still stick with 7:00 p.m. go back to years of expereience. I know from folks that want to come speak, 7pm was always a good number. should stick with 7 at this point, especially in mid session. people are creatures of habit. Think the 7pm has worked better for people to speak more then 8pm. HOliday - Section 2 Yagaloff - council rules are not consistent with the statutes. I suggested that the town be in compliant with state statutes. Galligan - if you had 500 people that are coming - some times the council will move the meeting to another location. the change may allow you to do those types of things. Anwar - cleaning up the documents - we are the state's requirements. good practice what the state requires us to do. Wagner - I think half of this is changing the words but this is essential. Mirek - ARticle I section 5 - everything in c, why are we putting it here too Yagaloff - there is a difference between Regular Meeting and Emergency Meeting.- all have different requirements. Mirek - no later then 72 hours Wagner - put a sign on the door - if there is some reason can't hold a Snyder - do not support Mirek - needs cleaning up Delnicki - need to review further. Wagner - happy with the way it is EMAIL - good 24 hours - Wagner - when we had FOI training last year I asked the question if there is a snow day - it was siad the if regular meeting was snowed out on the scheudle then the meeting w could automatically be scheduled for the next day. TA Yagaloff is uncomfortable with that. 48 hours is not required by stattutes - it is legal to do 24 hours. Delnicki - I think the cleanest way to address snow days - when we set schedule for the year - have a special meeting set on Tuesdays to corrispond with Monday meetings. Anyone could call for a special meeting and have it 24 hours later. I think when we approve a meeting schedule from November until March you have a special meeting scheduled. if you could llijmit it to only when a regular meeting was cancelled but ot have for any special meeting is a problem. Yagaloff - I think ther is a possible solution - charter fix your regular meeting does not say fix special meetings. Special meetings confined to certain items. the town clerk that had concern of putting if ther eis a snow day then will be the next day. you don't know if the next day twill be available. creating subsection 48 hours for specail meeting but weather even could have 24 hours. Wagner - appreciate that suggestion - when we publish scheudle should - Newspaper requirements - Paterna - we are really talking about subsequet regular meeting Snyder - special meeting is defined as "". Paterna - do not think snow day is specail meeting Delnicki - please validate whether this works or not. the other concern is newspapers. i think we do not want to elimiante notifying the media. we do have apaper that shows up. Pendleton - under regular meetings can we address snow days. Yagaloff - we can create a subsection - meeting under the specail meeting substitute for regular scheduled meeting - needs to be fixed Pendleton - trying to leave special meeting alone. Yagaloff - charter will not allow tht. you have to fix your schedule at the November meeting. if snow day needs to be fixed a tthe November meeting. if called a regular meeting Pendleton - under the charter 304 - Wagner - I think we should notify the newspapers. Item 5 and 17 - between 5 minutes versus 3 minutes - if you want to put as resolution you can. snyder - if 5 of you are not going to support Anwar - in a case by case basis can invoke that. Pendleton - Councilor Mirek complained that the meetings are too long but want to add 2 minutes to each person to speak. Do not have a problem but do hae the opportunity for citizens to speak - publicly I suppotrt the 3 minutes - if you have five speakers have 50 minutes. Delnicki - we have entered a period of time that we follow the rules hard and fast and previous mayors have allowed 5-10 minutes. I don't think any mayor has held it to 3 minutes - if we are going to treat people equally then five minutes - five minutes is reasonable - we work for the community. Paterna - we just had two recent meetings - we maintained the 3 minute rule - can have more people speak - if the council wants more time for someone then it is usually given. they have 6 minutes during a council meeting to get their ponts across Mirek - we allow 30 minutes for public participation. we have only used 13-15 minutes - we bend the rules - don't you want to know what the public has to say and to cut them off is unacceptable. some people they can continue but others are not able to continue. that is what I am striving for. you want an open transparent - would like some consistency. The public input is allowed 30 minutes - it is upsetting we hve this time Anwar - there is no control I have on the time. I don't control the alarm. Wagner - if we are going to spend 30 minutes - 5 into 30 allows6 people to speak - if we allow 3 minutes it allows 10 people to speak. All we have to say is I would like time extended. we already have mechanism - 3 minutes encourages pepole ol be brief. we have buisness to do. in order to get business done we need to Yagal Article VII Section 1 - a - - policy to be posted on the website. Page 9 - section c - good Artilce VIII - section 2 Wagner - like the idea of maintaining 2 meetings for the appointments. no changes Page 11 - good changes do them ARticle XVI - Performance Evaluation Snyder - July 1st is when raises given out. Even though we are doing other things - most important thing is to evaluate the Town Manager. I would rather see this done in June - this should force us Galligan - if you are going to give me goals to work on should have done on time. my contract calls for my evaluation to be done in May.

Pendleton - SW Panther Cheerleading program - from Park & Recreation - they just had States Competition that we sponsored. 14 towns came and SW won first place in all divisions. Like ot have the come to the next Council members. Mirek - letter I read at the last meeting - discussion on the business incubator. Need to discuss that next time
