A proclamation was read into the record regarding Lyme Disease and other tick-borne related illlnesses awareness - April 6, 2015. Anwar - Lyme awareness month is in May but we wanted to start people thinking about it. Can get Lyme disease in April also. Melissa Cunningham - explained she has been a resident of SW for 19 years. She has Lyme disease - wish she had known more about Lyme and other tick-borne illnesses prior to getting it. Has affected every area of her life. So muchh easier to prevent this then to deal with it. 440,000 new cases across the nation. . Pat Botteron - 34 Victor Lane - resident and someone who has Lyme disease - have had since 1990 - she explained her symptoms. Prevention is the best answer.

Pat Botteron, 34 Victor Lane - Thanked the Public Works Department for the snow removal. Thanked Police Department - Fire Department to respond when necessary. Education Dept. knowing when to have school or cancel. Food and Fuel Bank. Park & Recreation Department, Town Council, Town Manager - financial and budget needs to keep all departments running. CERT - keep our town ready, thanked the citizens for shoveling sidewlaks, fire hydrants or storm drains.
Mike Bu - 19 Mountain View Road - if resolution for fields is approved would like to know if it comes back to the Town Council.
Kevin McCann - 170 Lisa Drive - Stadium Field project - Town Council decided to not move forward with synthetic turf at the Stadium Field. This is the wrong place to put it. The Town Council had a plan at Nevers Road - 2 grass and one synthetic - this project was vetted. Stadium field will not add any new fields to the Town. The Town needs more fields. This doesn't do it. Town would receive far more in building the three fields across the street. It is extremely unlikely that the town would move forward with both projects. Kevin Greer, 85 Windshire Drive - in favor of the High School field. We have synthetic fields going in everywhere. Our kids are playing ina parking lot. We had a lo tof snow this year but we need a field that we can plow and use so we can compete with these other schools. Granby has two beautiful fields. we need this to move this town forward. It is time for the kids to have a place to play. Get stadium field built.
Kevin Foley, 498 Main Street - I am in favor of building a synthetic field and track The infrastructure is in place at the high school. we have parking lots. I am in favor of having fields across the street. We are the last town left not ot have a synthetic field. we need the track repaired - get the field done at the same time. This is the time to do it. When the last event happens this spring can get that track and field fixed and can be done when school opens again. Lets start with SW HIgh School. .
109 Austin Circle - have children involved in sports. I do know from a field hockey perspective we are the only school that doesn't have turf. Lacrosse - they are playing in parking lots. they are supposed to start games this week - I am in favo rof the school getting a turf field and in favor of Nevers Road field also.

Penny, 496 Oakland Road - in favor of synthetic fields. Think we need to stay competitive. Think it would be beneficial for the town going forward.
50 Henry Road - in favor of both projects. Prudent thing would have been to move forward with Nevers Road - wil take having a turf field at the high school. It is trying ot not fall behind and be last in the race. I work in higher education. We have to work even harder to try to attract people to come and live in town to help with the tax base. January 31st went ot game - they played outside on their field - makes a huge difference. This is not a luxury at this point - we are the last town out of 21 to get a synthetic turf field. If we want kids to be active we need to give them the ability to do that along with the facility. Love both projects but will take what I can get.
Ben, 90 Skyline Drive - viability of playing on turf fields - in favor of both projects. Parks & Recreation Department does a great job taking care of our fields. Some teams are practicing in parking lots.
Jason Gollob - work with a lot of the high school athletes - if you don't have turf kids are going to other towns like Tolland and East Windsor bubbles to keep competitive. we are losing ability to play on these fields. we need them.
Anwar - read two letters into the record - Bob Dziedzic - not in favor of higher taxes and Carolyn Liebler speaking in opposition of tax increases. against further tax increases.

Wagner - Energy Committee - finished Solarize SW program. 18-21 homes that have signed contracts to install solar on thier roofs. Energy Committee is very active reviewing propsals for LED Streetlihgs. Hope will have recommendation to the Council within the next 3 weeks. WE have had discussions regarding LEED Streetlights - does the Town Council need that again Snyder - RFP did town do? Galligan - yes done by Mike Gantick Synder - who is assiting ht eEnergy Committee Galligan - staff has been assisting Energy Committee all the way through. Snyder - who wrot ethe specifications Galigan - Gantick - following CCm Anwar - I think suggest to make simple - when committee has made decision should probably have another discussion to update people. Galigan - we have had the Town Attorney involved also. We have had discussions Paterna - Planning Committee for Priest Property has received $10,000 - will be evaluting the building son the property.

Pendleton - Paterna Snyder - does this require a 2/3rds vote? Yagaloff - motion to reconsider - by majority - different then motion to overturn Snyder - voted no so she could bring it back. unanimous
Mirek, Wagner Paterna - we have a motion on the agenda - just seeing this for the first time - seems three steps ahead - only thing on the agenda is - think should be Anwar - no one has seen this motion previously. Yagaloff - have a little problem here. If the resolution is amendment to add to resolution to the agenda or amend the original. wise to amend the current motion. Mirek - there was so little on this motion wanted to add. Anwar - take this off and then do amendments to the Mirek - withdraw the resolution, Wagner agree (second) Mirek read the resolution on the agenda - Pendleton seconded the motion Mirek - this is a partnerhsip with the Town and the Board of Education. Board of Ed and Recreation have created wonderful programs - SW will need more field sin the future but this is a good start Wagne r - 8-24? Yagaloff - town Planning & Zoning Commission determines whether the projec tis consisten tiwth the plan of conservation and development. Wagner - this is a very simple referral Yagaloff - they would probably prefer to have more information - they need to have some idea of what to do. Wagner - in order fo rthis project ot get done this summer, what kind of schedule and decisions should be done to be successful and have the field ready for the fall season. Galligan - schedule they have is to get done for September. always good to have some date - I think the 8-24 referral - have to get to them righa way - they have up to 45 days - they usually do not drag these items on - we still need to do homeowrk on this - trying to go to New York City because they are using this material - Wagner - there is an item in our budget for financing - when it comes to decisions down the road - Galligan - lease anything over 1,500,000 - money in the last bond to do the track - if use those fund will be under 1.5M. only thing want to bring to your attention Wagner - was on field this past weekend and the field was not playable. the synthetic turf will extend the season of play for different sports. Galligan - I have the materials and pad - stone base - have all this information int he Town Manager's Office - the idea of the field is high school sports. Residents are concerned about lights and they are not being propsed at this point. If there no ghigh school playing - then residetns will be alloed to use. Field hockey which specific grass length is necessary would be good to pay on synthetic fields. next field that should be looked at is down below if this field is successful. Other field shold review is turning around the softball field and turfing. the complex should be reviewed - then can venture out to additional fields. Pendleton - will support - we are required to send to Planing & Zonign - will not accept amendments - just receive new fill and would like it sent to P & Z - Paterna - I agree with the points that Councilior Mirek is making - but I think that is going ahead - need to do 8-24 referral first. we are still in control of the project - 8-24 referral will just be for p&z to Pendleotn - specific itme frame for us to reject or accept - Galligan - they have 35 days - if they have report unfavorable Anwar - burgess - if we approve this - after this conversation and approval by p& z this will come back tot he Galligna - Planing & Zoning will still need to see site plan. Jeff Folger - drainage would be looked at - stormwater would be reviewed to make sure they will not affect the abutting properties. Galligan - there are times tha tprojects are done by review staff - do feel tha because you have neighbors - could ask P & Z to discusss site plan. Anwar - I understand Councilor Mirek's concerns and timelines. we don't want to be caught that we ahve to come back every 2 weeks. Mirek - we have no history - don't understand why we would do it fo rone 8-24 referral and not another. Anwar - coucnilor mirek has identified material to use Galligna - at the last meeting everyone was concerned about the rubber material - council still has concerns - tried to Snyder - should be acting on this as soon as possible. the kids need to the field - I have done my homeowrk on it and am ready to move this forward. the track needs to be done. who will be writing the bid? Galligan - Milone and MacBroom will write and our staff will review. Snyder - they have already done most of their homeowrk - we know the plan, we want it done - we approve it - send the 8-24 - Yagaloff - couple of things on the motion from Councilor Mirek Wagner - we are discussing an amendment that is not on the Board. Havens - lets move this along - appreciate the work - can't support it. lets move this along - lets stop talking about it. will support the original resolutikn. Wagner - we are discussing an amnemdnet that has not been on the table. Anwar - by approving the resolution in the current form - does that slow anything down? Galligan - amendment gives you a history - giving time frames - puttin gin the amount - I don't have a problem with it - can work with either resolution - there is nothing in the amended resolution that bothers me. When I go to P & Z I have to make a presentation. Anwar - the dollar amount is of value. if we were to just have that amendment so there is a dollar amount se tot this - if that was the way to go we would need 6 votes today. Galligan - have amendment as propsed by Milone and MacBroom and give dollar amount. Pendleton - you would like us to approve this project Anwar - I am exploring that, the Council has approved this project as well as the BOE. have directed the TM to work on this - we should say where we stand and take care of the finanical component of this. Pendleton - we were just given the information on our Friday - we have a new product - I am happy about the new product but want to more information Want to know financial - we don't have a financial plan yet. wouldl ike to see new report. neighborhood should be able to review the new product. feeling rushed and pressured - I do't think anything should be added to the resolution. The resolution before us is to send ot P & Z for an 8-24 referral. AMENDMENT Snyder - woul dlike make amendment - pick up WHERE the SW TC approve the October 20 milone and report and lease agreement up to $1,450,000 not to exceed 8 years. Michael Gantick presented Public Works budget presentation. Anwar - PUblic Work affects all aspects of our town. The roads, refuse - huge responsibility and a lot of work. Your budget is quite large. Is it possible to get electronically or put on the website. Wagner - in the buildng presentation you mentioned utilities, Mr. Gantick adn I went to presentation that may be able to keep burden off? Gantick - way to partner with energy providers. Opportunity to make necessary improvements. energy savings - reinvest into other projects Wagner - Gantick - the roof will need to be worked on. will assess needs. we are in the process of looking at that. Energy items will hve to be looked at. Wagner - couple of areas where we need to change behavior of residents - Shaw - in the case of frecycling certainly for every increase we jpay less - rebates help us. receive rebate on electronics. Cost avoidance also happens. HOusehold hazard waste - there are products that we cdould use - there are options to utilize chemicals that fert. and less hazardous. Wagner - meausring the weight of your trash bin and recycling bins. Shaw - we have used price system as way to get message across. everyone gets a single contrainer, if they need additional containers there is an additional cost. We have found that the additional containers are very popular but if people pay they uderstand their wasteful ways. Rycling effort is best in the caipitol region. The price system is a goodo way to ration scarce resources. Mirek - We get a rebate back, I had spoken to Matt about have a more frequent cycle for recycling. Maybe change to weekly Fred - we have offered additional recycling containers at no cost. we want people ot use more recycling containers. we can meet their demands by giving an extra recycling bin but if we have pick up every week would cost the town more. FRed - textile recycling - we di have a proposal, no cost to the town, regionally that is being looked at. We ar eprepared ot move forward Galligna - our town charter does not permit us to do this. Regional bid - need more reserach done. Mirek - salt - we have been using the brine now for how long? Gantick - there are only certain conditions that you can use the brine system. Mirek - all of the roads that we are going to be repairing and the roads that will be added to the list in red after this spring. Other projects that are going on such as Ridge Road. as we approve items, Jeff - will be workin gon Nevers Road this summer. starting 2014 bond referendum projects. are working on projects that were funded by state grants. Mirek - Ridge Road Jeff - we are wrapping up the preliminary design. Mirek - glad referendum passed - Penldeotn - wrote that you wanted Execuitve SEcre and use those funds for Project Manager Gantick - wanted to use those funds Pendleton - only salary inceases in Engineering? correct Highway Maintenance - Gantick - we are back to 1988 staffing levels. Pendleton - replacinment of heat pumps - is\\thta was just brought up to capital. Pendleton - Faiclitiy Manager - Building Maintenance, working FTE. 3 building maintainers. I would like to see that we have four Building Maintainers. woul dlike two shifts - 4 positions. I would not have a problem with giving you an extra body. Pendleton - VMP problem with having Pendleton - do we need salt? Gantick - we have 500 tons in there - we have less then last year. Pendleton - installed monmitoirng metering system to make sure the sale it layed down properly. Gantick - there are all different mehtods being reviewed Pendleton - now tha twe have a Fleet Manager - have scheduled fire truck replacmenet plan. We have a 40 year vehicle - to have scheduld replacement plan Galligan - we do have a replacement schedule. Pendleton - is there a way to get back into plan. Galligan - we are trying to do over a period of time. in the next few years Gantick - graph we showed - Galligan - guys ar egood with the equipment Pendleton - asking for full time mechanic Gantick - 1/2 Snyder - salt, 500 tons left? Gantick - yes treated sale., use the CRCOG bid and could get product throughout the whole year. Gantick - critical to have the right amount - Snyder - not asking for any new equipment Gantick - 348,000 - will be used towards equipment - 8 plows, 1 small and one large. Anwar - if any department needs a strategic plan, your department needs one. Long term strategy, while your entire departments jobis the toughest, your resource - need a long term strategy. after the budget we should sit down and talk more about this department. the Park & Recreation Commision works directly with Parkl & Recreation Department. the Public Works does not have a Commission - do feel there needs to be a group of community members who work with the PUblic Works Department. 4.2 FTE's how many personal Gantick - 1.2 Gantick - positions they ant are warranted - the deparmtent has tripled - we have used all of hte magic to make it work. There is no succession planning here. Galligan - looking to put Town Engineer as Assistant Superintendent in order ot have a second in command. Need succession planning - Anwar - Last year go tyou a Fleet Manageer? yes Anwar - you are loooking for Executives Secretary? Gantick - would like funding back fromExecutive Secretary but would like ta __________________ Anwar -1 position is what Clay is asking for Gantick - yes Anwar - we ahve kept overtime in check - fine tune because on 150 Galligan - overtime is from snow removal and lea collection. Anwar - putting more money in for recruitment Leon - part of that increase is we are instituting a new Fleet Manager - training Anwar - it is a compute rprogram and training for that? yes Gantick - this system will collect all of the data - professional manage the fleet. Anwar - wil have to roll up our sleeves - Wagner - GIS dashboard - really appreciate how responses are handled. How d o you become aware of pot holes? Scott Roberts presented IT's budget - Questions Mirek - How many computers are still in need of being upgraded? Scott - a handful Anwar - thanked IT for what they do. Maintenance and contracts costs have been brought down quite a bit. Gallligan - new programs that would be beneficial but was not the right year. Anwar - salary increase being put in and will have more discussion. Pendleton - last year Scott - new website - Drew has worked very hard on this. WE are looking to roll this out soon. any councilor who want ot be involved can do so. Pendleton - did that save us money Scott - that was a much cheaper - did save us money. Pendleton - 167,000 - Scott - in 2012/2013 in capital project had a line item of 167,000. Galligan - always had 167,000 to redo 1/3 of the computers - Capital Projects decided to pull that out and all of those things wouldbe in Capital Projects. had problem with that - pulled the Board computers also - last year put 1/2 80,000 backa dn this year put 80,000 back - Pendleton - not leasing? Galligna - some lease and some buy. have think clients - depends on the persons needs. Pendleton - the grans that we received - Scott - what we did was we go in with Tolland an dCoventry for bulk purchasin gof equipment - this last year we bought 25 or 26000 and we received more back. this year was to buy 30,000 - Matt told me we were rewarded Pendleton - how much were we awarded Galligan 33,000 Scott between Tolland and Coventry also. Mirek - maintenance contracts - do those get negotiated on an annual baiss? Scott - when we have an opportunity we do but can't negotiate with some. get price Mirek - 74% increase is large. Galligan - problem with MUNIS is they do all municipalities. MUNIS is middle of the road - there are ones out there - all have their own service agreement. Mirek - great that people can pay their bills online. will there be requests such as permits on line? Scott - they will have the system Galligan - paying taxes on line - there are things you have to be careful of. Credit card will have fee - have to decide if town will pay or if that will be paid by resident. Building Departmetn we held off on because CRCOG is going ot have a back office study. Mirek - Building Inspectors are out on the road adn they could have a point of contact - Galligan - Fire Marshall has a system - Wagner - interested in upward trend in service calls, why? Scott - service calls have gone up but have not analyzed why yet. Wagner - mentioned you have scott - would love to talk to you about how system works and backup system works. Wagner - dashboard has been reasonably effective. in few months may have some input. do you support Fire Departments system? main server, we do not support Wagner - worried about the security - Scott - Fire Departments access to us - their system does not talk to ours. they do have professional IT resources helping them suppor their network. Snyder - you guys do a great job supporting staff and public. increase 115,245 Galligan - yes Snyder - contracts - were able to bring down full itme salaries include 2%? 109 Austin Circle - have children involved in sports. I do know from a field hockey perspective we are the only school that doesn't have turf. Lacrosse - they are playing in parking lots. they are supposed to start games this week - I am in favo rof the school getting a turf field and in favor of Nevers Road field also.
in favor of the synthetic fields and the Nevers Road project. It is embarrassing not to have synthetic fields in town. The kids need to have a sense of pride where they play. in favor of the fields at S W High School and Nevers Road.

50 Henry Road - in favor of both projects. Prudent thing would have been to move forward with Nevers Road - wil take having a turf field at the high school. It is trying ot not fall behind and be last in the race. I work in higher education. We have to work even harder to try to attract people to come and live in town to help with the tax base. January 31st went ot game - they played outside on their field - makes a huge difference. This is not a luxury at this point - we are the last town out of 21 to get a synthetic turf field. If we want kids to be active we need to give them the ability to do that along with the facility. Love both projects but will take what I can get.
Ben, 90 Skyline Drive - viability of playing on turf fields - in favor of both projects. Parks & Recreation Department does a great job taking care of our fields. Some teams are practicing in parking lots.
Jason Gollob - work with a lot of the high school athletes - if you don't have turf kids are going to other towns like Tolland and East Windsor bubbles to keep competitive. we are losing ability to play on these fields. we need them.

Michael Gantick presented Public Works budget presentation. Anwar - PUblic Work affects all aspects of our town. The roads, refuse - huge responsibility and a lot of work. Your budget is quite large. Is it possible to get electronically or put on the website. Wagner - in the buildng presentation you mentioned utilities, Mr. Gantick adn I went to presentation that may be able to keep burden off? Gantick - way to partner with energy providers. Opportunity to make necessary improvements. energy savings - reinvest into other projects Wagner - Gantick - the roof will need to be worked on. will assess needs. we are in the process of looking at that. Energy items will hve to be looked at. Wagner - couple of areas where we need to change behavior of residents - Shaw - in the case of frecycling certainly for every increase we jpay less - rebates help us. receive rebate on electronics. Cost avoidance also happens. HOusehold hazard waste - there are products that we cdould use - there are options to utilize chemicals that fert. and less hazardous. Wagner - meausring the weight of your trash bin and recycling bins. Shaw - we have used price system as way to get message across. everyone gets a single contrainer, if they need additional containers there is an additional cost. We have found that the additional containers are very popular but if people pay they uderstand their wasteful ways. Rycling effort is best in the caipitol region. The price system is a goodo way to ration scarce resources. Mirek - We get a rebate back, I had spoken to Matt about have a more frequent cycle for recycling. Maybe change to weekly Fred - we have offered additional recycling containers at no cost. we want people ot use more recycling containers. we can meet their demands by giving an extra recycling bin but if we have pick up every week would cost the town more. FRed - textile recycling - we di have a proposal, no cost to the town, regionally that is being looked at. We ar eprepared ot move forward Galligna - our town charter does not permit us to do this. Regional bid - need more reserach done. Mirek - salt - we have been using the brine now for how long? Gantick - there are only certain conditions that you can use the brine system. Mirek - all of the roads that we are going to be repairing and the roads that will be added to the list in red after this spring. Other projects that are going on such as Ridge Road. as we approve items, Jeff - will be workin gon Nevers Road this summer. starting 2014 bond referendum projects. are working on projects that were funded by state grants. Mirek - Ridge Road Jeff - we are wrapping up the preliminary design. Maintenance and contracts costs have been brought down quite a bit. Gallligan - new programs that would be beneficial but was not the right year. Anwar - salary increase being put in and will have more discussion. Pendleton - last year Scott - new website - Drew has worked very hard on this. WE are looking to roll this out soon. any councilor who want ot be involved can do so. Pendleton - did that save us money Scott - that was a much cheaper - did save us money. Pendleton - 167,000 - Scott - in 2012/2013 in capital project had a line item of 167,000. Galligan - always had 167,000 to redo 1/3 of the computers - Capital Projects decided to pull that out and all of those things wouldbe in Capital Projects. had problem with that - pulled the Board computers also - last year put 1/2 80,000 backa dn this year put 80,000 back - Pendleton - not leasing? Galligna - some lease and some buy. have think clients - depends on the persons needs. Pendleton - the grans that we received - Scott - what we did was we go in with Tolland an dCoventry for bulk purchasin gof equipment - this last year we bought 25 or 26000 and we received more back. this year was to buy 30,000 - Matt told me we were rewarded Pendleton - how much were we awarded Galligan 33,000 Scott between Tolland and Coventry also. Scott - service calls have gone up but have not analyzed why yet. Wagner - mentioned you have scott - would love to talk to you about how system works and backup system works. Wagner - dashboard has been reasonably effective. in few months may have some input. do you support Fire Departments system? main server, we do not support Wagner - worried about the security - Scott - Fire Departments access to us - their system does not talk to ours. they do have professional IT resources helping them suppor their network.
