Nancy - 96 Stonefield Trail - we are here because of an update that Eversource is proposing. She referred to a letter - wire would be replaced as well as improvements to substations. In March talked to a neighbor who had received the petition and in the petition the scope of the project was spelled out. We learned the new equipment that Eversource was proposing. The project is not little and it was not in the letter the neighborhood received. Our homes have all left value. concern is noise, visual effects of tower and lighting. the lights do not need to be on when no one is there. Not everyone received the letter. only very few people have been notified. May or June this will be happening. Neighborhood met with Eversource representatives. They did not know that the majority of us did not receive the letter. we gave them our concerns, called a reporter and he called Eversource who then gave us answers to our questions. We have lost value - we are asking the Council fo rhelp because teh Siting Council approved their petition. The neighborhood explained their concerns to the Siting Council. We have no other place to turn -
Jim , 95 Stonefield - add that I attended the Siting Council meeting. I was surprised to learn that their main concerns about the projects was minor matters. there was more time spent on the construction and no discussion about the impacts to the neighborhood. It was very disheartening. There was no oppotrunity for anyone to make any comments. We could not have our concerns heard. The other thing wanted to point out that Eversource who was CL&P - read quotes from letter. noise would not be detectable = clearly false. Now that the Siting Council approved this things are only going to gt worse. Need help.
130 Stonefield Trail - the tower is in my back yard - they should respect that this is where our homes are. we need to put triple panes inot our windows. very hard to block out noise. they are starting to do this in a lot of locations. the amount that Eversouce is claming maybe 3 decimals. this was something in the oriignal plans. we ar enot saying don't do it we want them to respect he homeowners. I met with the engineer - that is how I found out about the 130 feet tower. They have contractors already lined up - very little an engineer can do without substantial cost. If they had planned it - 24 to 36 dollars per square - we are going to lose value in our homes. there is no reason why I had to be the person who did this - a representative from town, Jeff Doolittle - the town knew full well what was happening - the town is supposed ot have our back. respect our property. Mayor Anwar has been involved in some of the discussions. The Mayor has asked the Town ATtorney and Town Manager what could be done at this point. These things on the drawing board for as long as they have been is no reason for notification to be only 1 month before the project. They have trashed our home values. They are trashing my quality of life. At the Siting Council suggested we should try to fight battles that we can win. The Town has not had our back and the Siting Council has not had our back and the State has not had our back. Somebody has to do the right thing. No one is going to do a thing. I am asking you to please do something. you are our last hope.
Ms. 99 Stonefield Trail - home values are being effected. Eversource claims that the noise in in acceptable measures. the noise level - the responsibility should not b eon the town or the neighborhood. we are impacted by the noise and the height of the towers. Town Council should be responsible to help.

Mike 18 Mountainview Road - property abuts the field - have several questions. thought at the last meeting Councilor Mirek made a motion to have field without crumb rubber. What is the determination. We are going to talk tonight about a public hearing on May 4 - need to know infill materials. Also talked to the Town Engineer - there were appliations to the IWA/CC. in 1992 said it would be reviewed in 1995. Has IWA/CC been approached about this. concerns about runoff going inot Plum Gulley. What is going to happen next - what is the process that is gong to happen. would like these questions addressed.
Mr, 39 Stonefield - I am one of the 15 neighbors that did not receive a letter. I am not all that close to it but I can still see it, especially in the winter. While we don't know what the Town can do we would ask you to protect us from any further expansion. The project should take the neighborhoods impact into consideration. Are we going ot have to be here in 8 years. Look after us today as well as into the future.
Havens - is there anything the Town can do. Galligan - the Mayor sent me an email - Siting Council they are difficult to deal with. we have had these battles before - I have put an email into the State and have not received a response yet. Hoping ot get a meeting with her and the Town ATtorney and myself to help resolve some of the issues. It i always an up hill battle. Poor public policy. We have public hearings here and everything and we try to get them to discuss this. I don't think legally we have a right but we are working on it. I have an email address. Havens - please stay on top of this. Delnicki - can we get data on the base line noise measurements so we can have it documented by the Town. If possible document the existin glumination. Galligan - it has been discussed about hiring an outside expert who will look at what is there now. Delnicki - determine existing conditions. 2nd speaker - they did provide measurements at locations. they were trying to show us they were well below the limits. what the neighbors experience is noise. does not mean it is quiet. we want some independent expert. Mirek - concern is they were promised that they would hear in 2004 - that would be good to bring that infomration to Eversource. Wagner - I have been involved in noise measurements and unfortunately the limits that they adhere to do not give you true peace and quiet. Public Hearing 8:00 p.m. 11 residents Delnicki - observation - the ordinance that has been placed in th eTown Clerk's Office is not the one we received tonight. Yagaloff - Counicl had discussions - Council voted to set a public hearing - Capital Porject met and received additional input based on what the Capital Project Committee decided. The Council never met to discuss - can't revise the ordinance - the existing ordinance that was forward to the ph - you should have a discussion and the changes may not be so substantial that you would need anothe rpublic hearing. formally what has been prsented for public hearing - Delnicki - I think once we have a discussion of the ordinance - we need to set another public hearing assuming the Capital Projects needs to review. set another public hearing and take comments at that point. Synder - the original ordinance that was written was some time back in March - we were going ot put on April - third week of March met (Capital Projects) - brought infomration ot the Town Manager - the information that we gave you is that in the ordinance tonight. It has no date - could we have revised date on it. What is on file in the Town Clerk's Office Galligna - the shorter ordinance Synder - I think that the hearing tonight is for the original ordinance. we have edited but the council has not discussed the newly drafted ordinance. The council should talk about this - have discussion at the next meeting and schedule anothe rpublic hearing. Galligan - if you make major changes that could be challenged as a new ordinance. We could redo and have another public heairng. Synder - discussion item at the next meeting - and then put out another public hearin gfo rthis one. Andrewa - the tiing of the grant - it is due 2 days before the budget is set. I have contacted CRCOG - put application in and if funds are not approved then Matt Riley - large buses - sense is tht some of hte transportaion - are the needs different Andrea - we do have a car and a mini van. we try to get the most people going to different appointments on the same bus. Riley - the buses are what you need - Andrea - will be replacing a different bus Pendleton - accomplishments - grants, what were they used for? youth bureau grant and the ________ Liz - goes into general fund and goes to the town to cover salaries -enhancement grant goes towards prevention programs. Pendleton - assistant nutrie - no have any longer Andrea - merged the position into one - Pendleton - increase the hours of a case worker? Andrea - 27-30 hours per week. based on the salary from individual who left we could replace with more hours at a lesser level. Pendleton - Input regarding Teen Center moving or staying in Human Services Andrea - other towns have youth and family not always in human services. we work well together. Mirek - grateful for the rides given to the seniors. important for them. The grant from CT Dept. of Transportation - how will that be implemented Andrea - used to offset salaries to bus drivers. Snyder - reach so many people - you talked about maybe wanting to raise the hours? LIz - correct Snyder - how long program? LIz - the position - last 5 years. Jan - you want o increse how many hours? Liz - she is at 24 hours Jan - the students against destructive decisions, that helps with at risk strudents Liz - for any students. typically for student leaders who want to send messags to other students. Jan - 19 mentors and 19 studetns - if had more mentors would you be able to get students? LIz - yes. would love to have position go to 35 hours. Jan - cost associated with that? Liz - 30 hours - Jan - could you send that through either Deb or Matt Liz yes Jan - all of these programs are critical - looking for dollar amount. I would also say you should write for the grant. Pendleton - thanked Human Services - to receive senior 55 and up for trips 65 and up for bus services and lunch. Pendleton - Galligan - 70,000 probably for all five drivers. Havens - Andrea you do a great job and there are a lot of people who needs these services.
B. Budget Presentation: South Windsor Public Library
Mary Etter - SW Public Library - after budget was completed, there was a change in State requirements. Connecticut took advantage of geography and put together a tepstry of resources - There are grants to libraries that are very small. This year we need to ask for the Town Council's support for items in the State budget. We think the biggest problem is people feel this is life as usual - we have never had to fight for it. Wagner - second the comments - seems normal to be able to use books from all over the State. Mary - CT stands 42nd in support and will drop to 35 if this budget goes through. it will be a tremendous hike to get back. Wagner - beautiful facility to get books, audio books, movies - wonderful town resource. think you are doing a great job. something similar should be put on fo rthe Library. Mirek - Delnicki - would like to sit with you and come up with resolution for next meeting. try ot make the language so can pass to other associates in the State. important fo rus to take a stand and gt the message across. Wagner - this is something tht SW alone can not help. Mary - requires individuals contact with legislature - had ralley at the capitol. Wagner - this is something that needs to be fixed before it gets broken. Riley - we should do our best to raise the awareness so people can reach out to legislatures. $44,000 was a number you threw out earlier, purchasing power? Etter - yes Riley - would be in part lost - Etter - CT Library con = neogitates the contracts for supplies, equipment and because we are a member but they negotiate the contracts. we would not be buying the books, etc. Riley - you did say wea re a lender and we derive funds for that? Etter - yes.- when we have not needed Riley - the Libary is a great asset. Snyder - office equipment is up from 753 is actual from last year and you are going to keep same? Etter - that is for actual equipment exclusing the computers. Last year we had to buy two typewriters. The fax machine that the public can use, that sort of thing Jan - decrease in office supplies Etter - yes Paterna - someone manufactures typewriters. yes Paterna - thanked Mary for a great service to the community. will support any resolution.

C. Discussion Item: Ordinance #199 - Ordinance Regarding Lease Referendum
Wagner - did ask for this Yagaloff - when ordinances are passed by the Town Council, they go to the Town Clerk - Municode publishes and prints on the book. Municode screens the ordinances. If you go to Municode on the website - three ordinaces omitted. we have charter provisions that may not do certain things. two were actually done corectly. we need to go back and correct that solution. The town was not aware of it. The Town Clerk just got a notice that ordinance was eliminated. I called them - ordinance 189 meets the charter - still needs to be corrected in website. they made an error - Ordinance 199 is a valid ordinance however you recall that night but you need a public hearing. Charter requires a public hearing - Ordinance is valid need to conduct public hearing need revote on athletic fields. Wagner - only have to correct appropriation not the 8-24 referral Yagaloff - correct. you received approval from P & Z regarding the 8-24 referral - only the appropriation. Riley - there was some concern expressed regarding the time table. - does this prevent you to moving forard Galligna - not really - put Pat Hankard in charge of this - can go out to bid - June 22nd start construction - 75 day completion - Sept 3 completion. 9-30 finish - will happen if everything goes accordingly. Riley - councilor Mirek put resolution forward - in addition to the 8-24 referral - the finanicn gwas approved - the plan was approved - additional step Galligna - the plan to move forward - Riley - 8-24 happened finanicng has to be redone with ph board of ed they know this is coming Galligan - they had a big meeting today - we are in communications with the board of ed. Pendleton - how do we resolve the problem with the resolution Ygaloff - the turf and field reoslution 8-24 referral completed. the TC has approved the project itself. Town Council had to revote on the financing. if the council wants more questions or concerned about fill, etc. Te public may have questions and should do it. will have ph - vote on the financing that night. this will not be going begore the P&Z - this is considered a site plan modifications. Therefore if the public has a concern should take this up at the public hearing. Once you vote will be ready to go for Lize - so any qustion should be done the night of the public hearing. Galligan - questions regarding the runoff - public should be here the night of ht epublic hearing. we will have a critical path analysis - which will tell us if we shoudl go out ot IWA/CC or PZC.

Paterna, Delnicki Paterna - commend Chief and Police Department - really positive Galligan - friendly amendment Paterna, Delnicki supports Chief Reed - we are going to hav the budget for the change - part of the contract will include replacing equipment that we have. also would have to replace - Delnicki - I have the utmost pride - this is a critical item - it will protect the officer from false accusations so they can do their job. support this. Pendleton - How many other companies did you research? Chief - no other company does what they do. you can buy camera system, no one puts is all together. Pendleton - getting those on a phone, they could jnot be tampered with can they? Chief - would be hard and everything would need the State to approve disposal. we need to protect our officers. Pendleton - will each officer get one or will the cameras be shared per shift? Reed - 25 units - all patrols will have their own. by purchasing more units it will be allowd to charge units. Pendleton - has the TA revieweed the contract? Reed - bid waiver - if we are approved tonight then we will look at the contract fo rTA's review. all we are asking tonight is for a waiver. Pendleton - 165,000 for five years is that for each year? Reed - our first year cost - local unit will donate first year cost - 27,000 to 30,000 per year as part of the operating budget. Riley - will support the waiver - think important and will protect the citizens and police officers. if you ccan have the fist year paid for and then 27 to 30,000 would be happy to waive competitive bidding. which no other vendor offers little strong. Gallligan - before the Chief - Mirek - have you been able to find any grants for this Reed - we have not found one that addresses this. Legislature - Delnicki - CIRMA - will this effect our rates? Galligan - may make rates steady. G. Resolution Opposing the Proposals Contained in Senate Bill SB-1
Delnicki, Pendleton Delnicki - we have heard about htis for the past couple of years. This hits the SW taxpayers in SW. 71% of the Town's money is from taxes. We send the tax bill to the town adn all of those funds stay in SW. would have terrible effect on budget and to the taxpayers. Delnicki read a few quotes. Galligan - will pit small towns and cities against eachother. there woudl be an enforcement issue. unanimous

Wagner - Pendleton Wagner - the Town is spending 400,000 per year for the streetlights. Fist step is to have successful bidder who will do audit of the streetlights. then propose a design, then buyh all of the streetlighs from Eversource. There will be a negotiation - once the price is settled for purcahsing th elights we then buy them and the contractor will implenment the design. There are elements that are uncertain at this time. when we get to the end of the designw e will understand the cost of the project. we have received bids from five companies, energy committee has been evaluating - It is possible fo rthe project to go over 1.5M - so there will need to be two phases. There is an issue of maintenance - ther is a 10 year warranty and then should last anothr 10 years. will need maintenance for five years - need one more meeting to come up with recommendation - after we have hearing and the rsoution will not name the contractor - may want to change contractor - we will at next meeting come with Galligan - there are other items that need to be considered. Wagner - 10 year financing - should see 200,000 savings every year - after the financing over there will be a geat savings. Riley - I am intersted in understanidng hte math and finacne behind it. sounds like ther eis an opportunity there that will make financial sense. Not clear where we are. Galligan - when the contractor goes in - when the aduit is done the town will have more of an idea of financing. Riley - at the public hearing will we have that inforamtoin - does not sound like the ducks are in order - Wagner - my intention is to present financial information - once we pick a venfor - there are still uncertainty in the price -- when audit done will understand more of the finanicng. We are in a situation where it will probaly be more then 1.5M but will not know until the design is complete. Riley - Carolyn - once they make the design - they can dial down on the wattage so that can save funds. those savings could be put into the lease payment. in one town they there was a saving - 100,000 in maintenance total 550,000. We are thinking long term. as we can afford - we will do the areas phased. We need all of the facts and discussion, presention so that all of hte counicl and everyone understands. Wagner - was going to do presentation at the public hearing. Mirek - do you think more people would coe if we had discussion before. so we can learn and the public wil hear about it. Galligan could have it on April 27th Mirek - we need to educate our peers and public - Paterna - suggested taking an area for a pilot program. Mirek - they have agreed to a pilot program Wagner - Snyder - what is the big rush. concern - let us become educated. do not know cost, bidders, no price, concern of moving ahead - want ot learn more. Also you want to split into phases. Wagner - would authorze as many lights for under 1.5M - Synder - why don't you want to go to referendum - if the only reason you want to keep under 1.5, why are you scared to go to referndum Wagner - would lose 150,000 or 1/2 per year Snyder - who calculated this? Wagner - very close to selecting bidder. Synder 9f we want ot show success from this - should take time to market it. Riley - I am confident when I know numbers - the community will benefit - look forward to seeing the numbers. if there is financial - have not wrapped our arms around - the resoution is very specific - Pendleton - just like to make statement - a presentation could be done the night of the public hearing. Asking the committee members to do the presentation the night of the public hearing. will support holding a public heairng. Havens - we need to move this forward. have no problem - worthy of a public hearing - Riley - the only difference is the field project - will support resoluiton - hope can have inforamtion fo rthe council so they don't walk into that public hearing informed. Hoping ot get a meeting with her and the Town ATtorney and myself to help resolve some of the issues. It i always an up hill battle. Poor public policy. We have public hearings here and everything and we try to get them to discuss this. I don't think legally we have a right but we are working on it. I have an email address. Havens - please stay on top of this. Delnicki - can we get data on the base line noise measurements so we can have it documented by the Town. If possible document the existin glumination. Galligan - it has been discussed about hiring an outside expert who will look at what is there now. Delnicki - determine existing conditions. 2nd speaker - they did provide measurements at locations. they were trying to show us they were well below the limits. what the neighbors experience is noise. does not mean it is quiet. we want some independent expert. Mirek - concern is they were promised that they would hear in 2004 - that would be good to bring that infomration to Eversource. Wagner - I have been involved in noise measurements and unfortunately the limits that they adhere to do not give you true peace and quiet. Public Hearing 8:00 p.m. 11 residents Delnicki - observation - the ordinance that has been placed in th eTown Clerk's Office is not the one we received tonight. Yagaloff - Counicl had discussions - Council voted to set a public hearing - Capital Porject met and received additional input based on what the Capital Project Committee decided. The Council never met to discuss - can't revise the ordinance - the existing ordinance that was forward to the ph - you should have a discussion and the changes may not be so substantial that you would need anothe rpublic hearing. formally what has been prsented for public hearing - Delnicki - I think once we have a discussion of the ordinance - we need to set another public hearing assuming the Capital Projects needs to review. set another public hearing and take comments at that point. Synder - the original ordinance that was written was some time back in March - we were going ot put on April - third week of March met (Capital Projects) - brought infomration ot the Town Manager - the information that we gave you is that in the ordinance tonight. It has no date - could we have revised date on it. What is on file in the Town Clerk's Office Galligna - the shorter ordinance Synder - I think that the hearing tonight is for the original ordinance. we have edited but the council has not discussed the newly drafted ordinance. Riley - the buses are what you need - Andrea - will be replacing a different bus Pendleton - accomplishments - grants, what were they used for? youth bureau grant and the ________ Liz - goes into general fund and goes to the town to cover salaries -enhancement grant goes towards prevention programs. Pendleton - assistant nutrie - no have any longer Andrea - merged the position into one - Pendleton - increase the hours of a case worker? Andrea - 27-30 hours per week. based on the salary from individual who left we could replace with more hours at a lesser level. Pendleton - Input regarding Teen Center moving or staying in Human Services Andrea - other towns have youth and family not always in human services. we work well together. Mirek - grateful for the rides given to the seniors. important for them. The grant from CT Dept. of Transportation - how will that be implemented Andrea - used to offset salaries to bus drivers. Snyder - reach so many people - you talked about maybe wanting to raise the hours? LIz - correct Snyder - how long program? LIz - the position - last 5 years. Jan - you want o increse how many hours? Liz - she is at 24 hours Jan - the students against destructive decisions, that helps with at risk strudents Liz - for any students. typically for student leaders who want to send messags to other students. Jan - 19 mentors and 19 studetns - if had more mentors would you be able to get students? LIz - yes. would love to have position go to 35 hours. Jan - cost associated with that? Liz - 30 hours - Jan - could you send that through either Deb or Matt Liz yes Jan - all of these programs are critical - looking for dollar amount. I would also say you should write for the grant. Pendleton - thanked Human Services - to receive senior 55 and up for trips 65 and up for bus services and lunch. Pendleton - Galligan - 70,000 probably for all five drivers. Havens - Andrea you do a great job and there are a lot of people who needs these services.
B. Budget Presentation: South Windsor Public Library
Mary Etter - SW Public Library - after budget was completed, there was a change in State requirements. Connecticut took advantage of geography and put together a tepstry of resources - There are grants to libraries that are very small. This year we need to ask for the Town Council's support for items in the State budget. We think the biggest problem is people feel this is life as usual - we have never had to fight for it. Wagner - second the comments - seems normal to be able to use books from all over the State. Mary - CT stands 42nd in support and will drop to 35 if this budget goes through. it will be a tremendous hike to get back. Wagner - beautiful facility to get books, audio books, movies - wonderful town resource. think you are doing a great job. something similar should be put on fo rthe Library. Mirek - Delnicki - would like to sit with you and come up with resolution for next meeting. try ot make the language so can pass to other associates in the State. important fo rus to take a stand and gt the message across. Wagner - this is something tht SW alone can not help. Mary - requires individuals contact with legislature - had ralley at the capitol. Wagner - this is something that needs to be fixed before it gets broken. Riley - we should do our best to raise the awareness so people can reach out to legislatures. $44,000 was a number you threw out earlier, purchasing power? Etter - yes Riley - would be in part lost - Etter - CT Library con = neogitates the contracts for supplies, equipment and because we are a member but they negotiate the contracts. we would not be buying the books, etc. Riley - you did say wea re a lender and we derive funds for that? Etter - yes.- when we have not needed Riley - the Libary is a great asset. Snyder - office equipment is up from 753 is actual from last year and you are going to keep same? Etter - that is for actual equipment exclusing the computers. Last year we had to buy two typewriters. C. Discussion Item: Ordinance #199 - Ordinance Regarding Lease Referendum
Wagner - did ask for this Yagaloff - when ordinances are passed by the Town Council, they go to the Town Clerk - Municode publishes and prints on the book. Municode screens the ordinances. If you go to Municode on the website - three ordinaces omitted. we have charter provisions that may not do certain things. two were actually done corectly. we need to go back and correct that solution. The town was not aware of it. The Town Clerk just got a notice that ordinance was eliminated. I called them - ordinance 189 meets the charter - still needs to be corrected in website. they made an error - Ordinance 199 is a valid ordinance however you recall that night but you need a public hearing. Charter requires a public hearing - Ordinance is valid need to conduct public hearing need revote on athletic fields. Wagner - only have to correct appropriation not the 8-24 referral Yagaloff - correct. you received approval from P & Z regarding the 8-24 referral - only the appropriation. Riley - there was some concern expressed regarding the time table. - does this prevent you to moving forard Galligna - not really - put Pat Hankard in charge of this - can go out to bid - June 22nd start construction - 75 day completion - Sept 3 completion. 9-30 finish - will happen if everything goes accordingly. Pendleton - how do we resolve the problem with the resolution Ygaloff - the turf and field reoslution 8-24 referral completed. the TC has approved the project itself. Town Council had to revote on the financing. if the council wants more questions or concerned about fill, etc. Te public may have questions and should do it. will have ph - vote on the financing that night. this will not be going begore the P&Z - this is considered a site plan modifications. Therefore if the public has a concern should take this up at the public hearing. Once you vote will be ready to go for Lize - so any qustion should be done the night of the public hearing. Galligan - questions regarding the runoff - public should be here the night of ht epublic hearing. we will have a critical path analysis - which will tell us if we shoudl go out ot IWA/CC or PZC.

Paterna, Delnicki Paterna - commend Chief and Police Department - really positive Galligan - friendly amendment Paterna, Delnicki supports Chief Reed - we are going to hav the budget for the change - part of the contract will include replacing equipment that we have. also would have to replace - Delnicki - I have the utmost pride - this is a critical item - it will protect the officer from false accusations so they can do their job. support this. Pendleton - How many other companies did you research? Chief - no other company does what they do. you can buy camera system, no one puts is all together. Pendleton - getting those on a phone, they could jnot be tampered with can they? Chief - would be hard and everything would need the State to approve disposal. we need to protect our officers. Pendleton - will each officer get one or will the cameras be shared per shift? Reed - 25 units - all patrols will have their own. by purchasing more units it will be allowd to charge units. Pendleton - has the TA revieweed the contract? Reed - bid waiver - if we are approved tonight then we will look at the contract fo rTA's review. all we are asking tonight is for a waiver. Pendleton - 165,000 for five years is that for each year? Reed - our first year cost - local unit will donate first year cost - 27,000 to 30,000 per year as part of the operating budget. Riley - will support the waiver - think important and will protect the citizens and police officers. if you ccan have the fist year paid for and then 27 to 30,000 would be happy to waive competitive bidding. which no other vendor offers little strong. Gallligan - before the Chief - Mirek - have you been able to find any grants for this Reed - we have not found one that addresses this. Legislature - Delnicki - CIRMA - will this effect our rates? Galligan - may make rates steady. Delnicki, Pendleton Delnicki - we have heard about htis for the past couple of years. This hits the SW taxpayers in SW. 71% of the Town's money is from taxes. We send the tax bill to the town adn all of those funds stay in SW. would have terrible effect on budget and to the taxpayers. Delnicki read a few quotes. Galligan - will pit small towns and cities against eachother. there woudl be an enforcement issue. unanimous

Wagner - Pendleton Wagner - the Town is spending 400,000 per year for the streetlights. Fist step is to have successful bidder who will do audit of the streetlights. then propose a design, then buyh all of the streetlighs from Eversource. There will be a negotiation - once the price is settled for purcahsing th elights we then buy them and the contractor will implenment the design. There are elements that are uncertain at this time. when we get to the end of the designw e will understand the cost of the project. we have received bids from five companies, energy committee has been evaluating - It is possible fo rthe project to go over 1.5M - so there will need to be two phases. There is an issue of maintenance - ther is a 10 year warranty and then should last anothr 10 years. will need maintenance for five years - need one more meeting to come up with recommendation - after we have hearing and the rsoution will not name the contractor - may want to change contractor - we will at next meeting come with Galligan - there are other items that need to be considered. Wagner - 10 year financing - should see 200,000 savings every year - after the financing over there will be a geat savings. Riley - I am intersted in understanidng hte math and finacne behind it. sounds like ther eis an opportunity there that will make financial sense. Not clear where we are. Galligan - when the contractor goes in - when the aduit is done the town will have more of an idea of financing. Riley - at the public hearing will we have that inforamtoin - does not sound like the ducks are in order - Wagner - my intention is to present financial information - once we pick a venfor - there are still uncertainty in the price -- when audit done will understand more of the finanicng. We are in a situation where it will probaly be more then 1.5M but will not know until the design is complete. Riley - Carolyn - once they make the design - they can dial down on the wattage so that can save funds. those savings could be put into the lease payment. in one town they there was a saving - 100,000 in maintenance total 550,000. We are thinking long term. as we can afford - we will do the areas phased. We need all of the facts and discussion, presention so that all of hte counicl and everyone understands. Wagner - was going to do presentation at the public hearing. Mirek - do you think more people would coe if we had discussion before. so we can learn and the public wil hear about it. Galligan could have it on April 27th Mirek - we need to educate our peers and public - Paterna - suggested taking an area for a pilot program. Mirek - they have agreed to a pilot program Wagner - Snyder - what is the big rush. concern - let us become educated. do not know cost, bidders, no price, concern of moving ahead - want ot learn more. Also you want to split into phases. Wagner - would authorze as many lights for under 1.5M - Synder - why don't you want to go to referendum - if the only reason you want to keep under 1.5, why are you scared to go to referndum Wagner - would lose 150,000 or 1/2 per year Snyder - who calculated this? Wagner - very close to selecting bidder. Synder 9f we want ot show success from this - should take time to market it. Riley - I am confident when I know numbers - the community will benefit - look forward to seeing the numbers. if there is financial - have not wrapped our arms around - the resoution is very specific - Pendleton - just like to make statement - a presentation could be done the night of the public hearing. Asking the committee members to do the presentation the night of the public hearing. will support holding a public heairng. Havens - we need to move this forward. have no problem - worthy of a public hearing - Riley - the only difference is the field project - will support resoluiton - hope can have inforamtion fo rthe council so they don't walk into that public hearing informed.
