Favreau - That will be Health and SAfety and medication disposal Thursday, Community Center can get flu shot also with certain overage or it is 35.00. There are other items that can be done also. Medication disposal drop off 10/29 10-2 at Police Department
Pelkey - disposal of medication will get into water stream and is public hazard if flushed down the toilet.
McCann - October is breast cancer awareness month. Important to receive detection as soon as possible.
Pelkey - breast cancer is not only a women's disease
Prague - Saturday, 10-2 at Geisslers will be Volunteer Appreciation Day. Various community events, SW Food and Fuel - Town Clerk's Office will be a drop off point for Food and Fuel Bank.
Favreau - unfortunately CT has moved up to #2 highest rate of cancer. Town of South Windsor is one of the highest Towns. Urge all woment to go to their physicans

Galligan - Canine Facility - towns have strong interest in using the old Firehouse for Canine Facility. Will have Assessor come up with a value. Could be a viable project. CRRA - major controversy going on now. Went to CRCOG meeting. asked how CRRA redo their bid. They said the only way they could do that is to allow Murphy Road to re-bid. Revenues & Expenditures thes are unaudited number - 413,00 fund balance reduced. During the fiscal year Board of Ed passed resolution that any surplus would go into health. That could have come to fund balance but do not have a problem putting it into the pension and health fund. One thing Superintendnet concerned about is the impact from the State to us. If State funds do not come in they woudl not have to put money int pension because they already funded them. There could be another 80,000 that could come back to the town. FedEx - Economic Development - Satellite Tool is doing hteir expansio and will be in pull thei Senior Luncheon - nice to go and talk with the seniors. really need to see if we can expand the senior center at some point in the future.
Canine Facility - Delnicki - under the police report you talked about the old Fire House being the animal facility. Under the Police department report, the Town of Vernon has expelled SW from their dog pound. 124 Sullivan Avenue is presently being used for SW's temporry shelter. Galligan - Delnicki - will be interesting to see if the funds come in to make this Regional but could work for South WIndsor. McCann - if we do put Regional Facility, believe we would be getting revenues from other Towns Matt - Annual fee that would be coming in and also a capital fee. The capital fee will help upkeep of the building. McCann - Town of South Windsor should be receiving funds for the va;ue of the building. Bazzano - Chief Reed has mentioned about 20,000 per year. If we looked at Firehouse and sold it, Galligan - the building is 6,000 sq. ft. - may get a couple thousand dollars in taxes and depends what is put into the building. Bazzano - we have opportunity to save 20,000 per year - even if costs us a few thousand per year. Galligan - we are going through reval this year and may see strong drops this year. Bazzano - even better with other Towns paying fees.Have there been any complaints of dogs barking? Galligan - no because it is industrial Pelkey - would this be strictly canine Galligan - would have to do dogs and cats. only responsible for dogs and cats but if had disaster could set the rest of the property up for other animals. Pelkey - woudl this tie up our community service officer Galligan - each town would be responsible for their own animals. Pelkey - Other towns has to be higher than South Windsor Galligan - East Hartford and Manchester are below what you would think. Hartford has larger numbers but facility can handle the amount. Pelkey - will take couple of months? Galligan - yes Anwar - frm the little information seems like financially it would make sense. Will the noise be a problem in any neighborhoods. Galigan - right now there is industrial. tehre are no homes and most items will be inside except when dogs need to be outside on run. will be changing to sewer. will be going to P & Z with the site plan. Havens - should not lose site of the future of the building or improving the Sullivan Avenue aea. Pleased getting temporary use from the building. Think we could make better use of the property. Do not think animal facility is proper use of that property. Should be developed commercially. Counicl should be looking at other alternatives, that is main street of South Windsor.
Prague - revenues and expenditures. when we started self insurance we would save money in premium charges. in the pension committee we would have report every quarter and we woudl see what came out to pay retiress. Health should be looked at carefully I would think we would not have to put anything in if everyone was paying their share. Confused on how all of htis works. I understand the pension but the health care bothers me. list of al lthe employee plans, how much the town contributes, how much employees contribute. Would like to have report back from pension. if you are a committee would like liaison sent something out to council to say what is happening. Galligan - we can do that. Ovation is our carrier. we try each year to get administrative costs down. This year you will see fund balance this year. ICC meets once per year and go over all the insurance issues. We have even thought about ICC meeting once a quarter. Prague - Galligan - we figure out what the cost is of the plan and put tha tinto a monthy premium base. Prague - is that why we are always puttin gin more of our reserves Seems we should have that balanced and not have to put in more each year. Galligan - the whole problem is - start at the premium and that did not happen when suggested years ago.
Delnciki - last paragraph - thanked the staff on working hard on spending freeze. about 3 weeks ago - resend line item by line item
Galligan - a lot of towns have full time emergency management - will discuss and think Chief would like it under the Police Departmet - will work on that. Anwar - Galligan - everyone knows what they need to do. East hartford has their own emergency management coordinator. Other towns have volunteers Anwar - there is an opportunity and need Galligan - want to make sure will not take away from anything from the emergency Anwar - keep on the agenda and also establish Board or Commission.
Yagaloff - we need some education on this issue of emergency management and emergency preparedness. Emergency management is for a crisis. Galligan - Fire Department should take care of emergency management Yagaloff - I think we need to have dialogue regarding this whole issue. We need to feel comfortable with the various types of emergency. Galligan - may have to do under Executive session. Will ge tthe Town Attorney to review these issues. Galligan - anything with homeland security and preparedness - if you go on website. Have to clear with Town Attorney what can be done in executive session and what should be done in th eopen public. Pelkey - should have work session to give overview. Galligna - table top exercise, have State come in.
Delnicki - having participated in the table top exercise, that is a real eye opener. to watch out how works strategically is an eye opener. South Windsor did very well in it. Think it would be a wise exercise to hold again. Worthwhile to have something and to have Councilor involved. Pelkey - it would train the Council and then review the exercise at the next TC work session. which would be a good follow up. The Grand Opening of the ribbon on Maine Oxy. was talking to owner and he said the staff at South WIndsor should be the model for opening a business. Prague - they had nothing but good to say about staff. Senior Luncheon - there was an announcement that they are raising funds to put a gazebo outside. SW Rotary Club has issued a comunity grant tht they will match $1 for $1 to raise funds for the gazebo. Anwar - we have opportuntiies to improve. Small buisness is the one that could rapidly - area of opportunity - do not have a single window where someone can come and do all the business at the same time. Galligan - usually we do a scoping system - if they call the Town Manager's Office then all the meetings are set up and taken care of. Anwar - would help to have Economic Development Coordinator Galligan - sure I would agree with that. Anwar - Galligan - when doing expansion on senior center everything has been looked at. Anwar - gazeob will not be in area of future expansion? Galligan - no Prague - if the gazebo ever had to be moved it could be easily. Town will not be paying anything for this. Bazzano - think we do a great job of tracking business. Since the article come out have we attracking more business? Galligan - there seems to be more interest in vacant buildings in town. WE have to think about the businesses that are here and how to keep them. Used to meet with one business per month to make sure the tow is meeting their needs. Bazzano - if we can offer something where somebody wants to fill en empty building. Galligan - if the economy changes may want to create your own loans. Yagaloff - we all agree that the town does a good job. need to do more for the smaller businesses. Galligan - last year tried to put in grant for incubator with DECD. That is something that the Town Council could discuss and shoudl discuss this with the Chamber. Yagaloff - also feel 124 Sullivan Avenue shoudl be looked at to make into viable business. E. Resolution Endorsing the Buckland Area Transportation Study
Jeff Doolittle - Michele Lipe here tonight. this study was started in 2006- funded through grant. Lead agency was State DOT - safety impformvents along major areas. Plan future growth in the area, There is a lot of traffic in the Buckland aea and the concern was that could lead to traffic failure. The first phase was to collect data to find out exisitn gconditions and project that forwad to 2030 to see what would happen if nothing changed. Thre were many public meetings. future conditions report - additional rcommendation to transit bike and land use strategies for future development. photo shows
Pelkey - roads highlighted are loc Pelkey - endorsed plan - puts us higher up Doolittle - the plan helps us to get high Pelkey - Smith Street - overpass or tunnell - Doolittle - would be one or the other. The Town would have to plan tis with the contractor. Pelkey - various studies - Phases - do they go 1, 2 or 3 Doolittle - they could go in any order
McCann - agree important matter - residential widening - think we should see plan - need more information on this issue before I would be able to support Doolittle - the plan does not recommend widening Slater
Anwar - the challenge I have is there is a lot of information and we do not hve that. Need to get a better understanding of this project. There are simple things we can do now. Our traffic lights could be looked at. Galligan - when someone coming out of side LA Fitness or Deming the lights are tripped. McCann - that was not suppose to happen. Anwar - have been hearing complaines about the lights on Buckland. Galligan - will review with Jeff, Michele, State Traffic Commission.
Pelkey - are all those studies on line? Jeff - do not think they are on line - the final report is on line - can make sure the Council gets the final report. Pelkey - is there a time line? Jeff - no - will make sure every councillor gets compy of the final report Pelkey - at next meeting put on as work session for discussion. settle in late November or early December.
Yagalof f- this is going to be complicated issue. the resolution may need to change. It is an attempt to push traffic off of main roads. concerned about noise. will create flyovers. concerned about Slater. We have streets and neighborhoods that could be afffected by us. If we change the wording of the resolution would be a good idea. Gallligna - Yagaloff - a lot of neighborhood will be affectd. need to contribute to the solution. Are we limited tothe language. F. Discussion Item: Economic Development Incentive for Metals Testing Company
Peter DeMallie - 2004 -27 and 2011 now have 54. looking to add 4 more employees to 58. 13,000 square feet in the new faility next door. will upgrade 30,000 square feet in exisitng buidling and constructing new facility which will connect to existing building. there will be a connection betwen the buidlings which needed variance and did receive. 1.6 million buildng. personal property is 2.5 million. Galligan - will put on resolution at the next meeting. 50% four year abatement. 49,000 per year for personal property. Peter - the numbers exclude what is presently being paid. Anwar - of exisitng employees how many are South Windsor employees? exisitng there are 7 South Windsor residents. Anwar - as your construction work, are you seeking peopel in our town? Allied Construction - PDS quoting on it. McCann - this is the kind of success busineses we like in town. good for town, economy and people of the town. need to be careful - which company are we dealing with. Peter - Del Inc is tenant. Linbob is the owner McCann - may have two entities that need to be involved in the agreement. Peter - we have done that in the past. Don Gonsalves, 40 Bayberry - we have a health care plan - does anyone know how much we have saved? how much per year for family? Think our health is more expensive then the State of CT. Disgrace that the town does not know. Totally disagree with Board of Ed not returning surplus to the Town. Funds shoudl go back to Town. Disagree with the 401K plan for the Town of South Windsor employees. the best plan is 6%/6%. the average is 6% that the employee contribute, and - I have asked for 6 years. Totally disagree with the water pollution system. the town should take them to court and get a ruling. would like ruling from the court. do not agree with what they are doing. Too bad we don't have a League of Women voters so we could have positions.

Think it would be a wise exercise to hold again. Worthwhile to have something and to have Councilor involved. Pelkey - it would train the Council and then review the exercise at the next TC work session. which would be a good follow up. The Grand Opening of the ribbon on Maine Oxy. was talking to owner and he said the staff at South WIndsor should be the model for opening a business. Prague - they had nothing but good to say about staff. Senior Luncheon - there was an announcement that they are raising funds to put a gazebo outside. SW Rotary Club has issued a comunity grant tht they will match $1 for $1 to raise funds for the gazebo. Anwar - we have opportuntiies to improve. Small buisness is the one that could rapidly - area of opportunity - do not have a single window where someone can come and do all the business at the same time. Galligan - usually we do a scoping system - if they call the Town Manager's Office then all the meetings are set up and taken care of. Anwar - would help to have Economic Development Coordinator Galligan - sure I would agree with that. Anwar - Galligan - when doing expansion on senior center everything has been looked at. Anwar - gazeob will not be in area of future expansion? Galligan - no Prague - if the gazebo ever had to be moved it could be easily. Town will not be paying anything for this. E. Resolution Endorsing the Buckland Area Transportation Study
Jeff Doolittle - Michele Lipe here tonight. this study was started in 2006- funded through grant. Lead agency was State DOT - safety impformvents along major areas. Plan future growth in the area, There is a lot of traffic in the Buckland aea and the concern was that could lead to traffic failure. The first phase was to collect data to find out exisitn gconditions and project that forwad to 2030 to see what would happen if nothing changed. Thre were many public meetings. future conditions report - additional rcommendation to transit bike and land use strategies for future development. photo shows
Pelkey - roads highlighted are loc Pelkey - endorsed plan - puts us higher up Doolittle - the plan helps us to get high Pelkey - Smith Street - overpass or tunnell - Doolittle - would be one or the other. The Town would have to plan tis with the contractor. Pelkey - various studies - Phases - do they go 1, 2 or 3 Doolittle - they could go in any order
McCann - agree important matter - residential widening - think we should see plan - need more information on this issue before I would be able to support Doolittle - the plan does not recommend widening Slater
Anwar - the challenge I have is there is a lot of information and we do not hve that. Need to get a better understanding of this project. There are simple things we can do now. Our traffic lights could be looked at. Galligan - when someone coming out of side LA Fitness or Deming the lights are tripped. McCann - that was not suppose to happen. Anwar - have been hearing complaines about the lights on Buckland. Galligan - will review with Jeff, Michele, State Traffic Commission.

Peter DeMallie - 2004 -27 and 2011 now have 54. looking to add 4 more employees to 58. 13,000 square feet in the new faility next door. will upgrade 30,000 square feet in exisitng buidling and constructing new facility which will connect to existing building. there will be a connection betwen the buidlings which needed variance and did receive. 1.6 million buildng. personal property is 2.5 million. Galligan - will put on resolution at the next meeting. 50% four year abatement. 49,000 per year for personal property. Peter - the numbers exclude what is presently being paid. Anwar - of exisitng employees how many are South Windsor employees? exisitng there are 7 South Windsor residents. Anwar - as your construction work, are you seeking peopel in our town? Allied Construction - PDS quoting on it. McCann - this is the kind of success busineses we like in town. good for town, economy and people of the town. need to be careful - which company are we dealing with. Peter - Del Inc is tenant. Linbob is the owner McCann - may have two entities that need to be involved in the agreement. Peter - we have done that in the past. Don Gonsalves, 40 Bayberry - we have a health care plan - does anyone know how much we have saved? how much per year for family? Think our health is more expensive then the State of CT. Disgrace that the town does not know. Totally disagree with Board of Ed not returning surplus to the Town. Funds shoudl go back to Town. Disagree with the 401K plan for the Town of South Windsor employees. the best plan is 6%/6%. the average is 6% that the employee contribute, and - I have asked for 6 years. Totally disagree with the water pollution system. the town should take them to court and get a ruling. would like ruling from the court. do not agree with what they are doing. Too bad we don't have a League of Women voters so we could have positions.
