D. Resolution Approving a Transfer of $15,000.00 from the Contingency Account to the Fire Department
Delnicki, Yagaloff, Delnicki - McCann - Volunteer Fire Department provides a tremendous service to the Town and saves the Town a lot of money. This is one of three resolutions to make transfers from the contingency to various accunts. we need to make sure tht in fact those funds are needed. Has the Fire Department requested this specificaly tonight based on what fund raising they have in place to conduct their 75th Anniversary celebration. If the donations are sufficient to take care of the entire celebration, so much the better - happy to support that the specifically wanted to receive this amount at this time. Delnicki - if they are able to raise funds, they will return funds back to the Town. It is an opportunity to show the town to other communities. they did request Anwar - want to mention the value of the Fire Department. If we were to put this in dollar terms it would be a big impact to the budget. will support and appreciate our Volunteer Fire Department. unanimous
E. Resolution Authorizing the Town Manager to Enter into a Licensing and Right-of-Way Agreement with Somerlark Properties, LLC
Havens, Anwar Galligna - this is something that came up with the Open Space, went to P&Z - the woudl like to create parking lot and there is a well that was put there that is used for this property. This has been reviewed by P&Z, IWA/CC, Town attorney has written the agreement. I am recommending it as well as land use Yagaloff - I think we have deep appreciation of small busines owners. we know how hard it is to get small business going. You are opening a Dairy Queen and we should be helping you as much as possible. we try to help you be successful. McCann - the Town of South Windsor is usually not in the business of giving parking to businesses. this will help provide access management for the movement of traffic - one need in town is more parking to access parks and open space in twon. that is something the tc needs to take consideration with. this is an opportunity fo rthe town to take advantage -- enhance connection with open space Galligan - once parking there - owner would like to put picnic tables in and become joint members to have people enjoy the open space. This company is asking for no financial assistance. this is going to be a nice restaurant and they have done a good job. McCann - good to see buildng become operational again. Anwar - welcome you to our town. we have a lot of open space which is an asset for us as a community. this open space is going to have benefit to the buisness. some other businesses have benefitted for open space and hope with this we are not creating a precedence. one thing tht could b considered is to help with sidewalks in this area and invest a way to get back. suggest trail Galligan - working relationship - there is some other development going on on Sullivan Avenue and hope there will be changes Anwar - will support and welcome. Delnicki - will trails meet up with Major Donnelly Galligna - think it can hook up with that area - I could see people parking their cars and walking the trails to go to Dairy Queen and then walking back. Very excited about coming to town. we cna't wait to open which is hopefully soon - hoping for Memorial Day weekend. would like ot tie trails to business. Prague - Havens - thank you for coming down. it is unusual for us to let someone borrow land. hopefuly you will landscape lot. this gentleman hired SW contractors. they are going to hire a bunch of kids for the summer. 65 kids were hired from the high school. Bob Dickinson - 19 Birch Road - are you going to have sidewalks in front of the business Business person - no Galligan - thre are no sidewalks at all on that side of the road. you would have two pads that go no where. should think about putting sidewalks in teh futrure on Sullivan Avenue. unanimous
F. Resolution Appropriating LoCIP Funds for Construction Associated with the Placement of Safety Answering Service Equipment at the Police Department
Yagaloff, Anwar, Galligan - when we first started had estimate of 100,000 - one of the walls taken down had wires and pipes and di dnot have enough power to where the disptach was moved to. did not know until construction happened. we anticipated we may need more money which is needed - just need resolution. unanimous
G. Resolution Authorizing the Town Manager to Contribute $200.00 to the South Windsor Community Foundation
Prague, Snyder Prague - pass it to directly SW Voices II Galligan - I do not have problem as long have agreement. - need contractual agreement. transfer to TM Professional Account then do one or two page contract. Prague - Yagaloff - if there is a conflict that serve as fidu - suggest we move ahead with the resolution as it stands and have members abstain. Prague - move to table Jan - second, unanimous
H. Resolution Authorizing the Town Manager to Contribute $2,000.00 to South Windsor High School's 2013 "Operation Graduation Fund"
Snyder, Havens, was founded in 1987 - thanked the council and sure tha the new treasurer will be thrilled. Delnicki - what happened to the flamingoes? Snyder - there is a car wash and additional things to raise funds - 25,000 to 27,000 is the cost. Yagaloff - reported that the cost is about 25,000. students pay 50.00 - is the total 26,000 and raise 16,000 Snyder - has nothing to do with the senior dues - it is a sugested donation so we depend on senior parents - it is never 100% Yagaloff - all students are invited to come with a lot of activities - they do not charge adminission - there is a suggested donation but not required. this is an opportunity for parents to keep their children safe. for the town to contribute small portion is important. supporting it. Snyder - local buisnesses ins town also help. there are usually 100 volunteers. unanimous

Anwar, Havens Snyder - this is grant from CRCOG Galligan - usually the grants come from federal program. Snyder - this is a federal money through CRCOG? Jeff - STP Urban Snyder - 20% town and 80% fed? yes Snyder - how many linear feet, 32--- Anwar - this is very important, town nees sidewalks. the homes that have sidewalks have a higher value and worthwhile to invest in this. will improve qulaity of life. Yagaloff -we have a Sidewalks Committee are these the priority roads that have been suggested by the committee Galligan - I believe McCann - this was one of the priorities identified at a meeting Yagaloff - by having ready projects South WIndosr has been able to capitalized on projects. Thanked Councillor McCann and will support McCann - this is the area in front of the high school, near the baseball field and connects - one priority of creating new sidewalks is to connect new sidewalks with existing sidewalks. Delnicki - are there going to be any new homes or any homes impacted with sidewalks that presently do not have them? Doolittle - most is Town property - there may be 3 private properties. Delnicki - do they know Doolittle - they will be notified Delnicki - hate to surprise anyone Public Susanne Errickson - Wyndemere Court - would like to know if sidewalks will be on both sides of the street Jeff Doolittle - south sdie of Ayers - east side of Nevers Road Susanne - so they would b eon both sides Jeff - not on the west side of Nevers Road Susanne - thank you. Skip Bourke - 91 M 0 voice support for reoslution - do have pedestrian access near high school is a good idea - will be wonderful start for that area. Ken Sek - 285 Griffin Road - here to emphasis to what Skip and other members said - good opportuitity to get money from state for worthwhile endeavor and the area chosen is one that has high inmpact on pedestrians and children going to school. excellent idea. Bob Dickinson, 19 Birch - add support, sidewalks on Kelly Road I see increased usage there. unanimous

McCann, Snyder McCann - should we be given this grant and incur the costs would we be able to utilize some of the funds utilized for rehabilitaions in South WIndsor? Galligan - the ones from the bond resolution? McCann - yes Galligan -we have those airmarked for other areas already. this is a program that is in the industrial area McCann - Governors Highway is high priority fo rthe town Galligan - yes McCann - so there will be plenty of room to provide complete streets Anwar - so we are applying for two grants and there is only 4M for the whole state, does the decrease the Towns ability to get a grant? Galligan - it is done on points - feel should put these two in. becasue we have good pavement management - this would still be a couple of years away. Delnicki - the property owners that presently do not have sidewalks in fron tof their estalishments? Jeff - would not effect anyone. there are no sidewalks. unanimous

Havens - remind old complaint - lack of newspaper coverage from the Hartford Courant. Delnicki - do the council want another letter Prague - JI has ruined their website - could not get on. TEd from the Patch - learn more from that then anything. Delnicki - will send letter asking them again if they realize they are not covering the town news or go on the patch and get the news. Galligan - will see if I can make another appointment. Delnicki - get us a contact there
