Mccann - have short report from Sidewlak & Bikeways Subcommitee - going forard with plan of sidewalks in South WIndsor center - met with abutters to inform them of what is going on. anticipate that the project will be under way in some time 2014. will contnue to reach out to buisnesses in town to hear their concerns.
Anwar - added that wrote email with some of the technicalities - may need TA opinion.
Bazzano - had Field Subcommittee last week. we discussed a few things and there are new additions. hopein gthe next meeting someone will come forward and discuss. NOTE Mr. Morrison and other member be invited tthat discussed regarding Little League Fields.

Beaulieu - McCann Beaulie - believe money already in place for this. Galligan - it is but been holding off until they were ready to go. Yagaloff - so this is keeping the existing foot print? Galligna - handicap bathrooms may expand tht out. Yagaloff - do not remember if was on council when money set aside. Galigan - 2003-2004 Yagaloff - generally when we have done 8-24 referrals it is a project that the Council has supported. whoever doing this work would come to council and show plan because we don't want things going to P & Z and they are saying that this is approved by the Council. Galligan - on the 15th could have Little League go over plan. Favreau - we don't have plans right now it is preliminary. were going to P & Z to do plan. does need to be expansion because of handicap accessibility. Yagaloff - I plan on approving this. we had resident in tonight with complaints - so we have residents with concerns. if we could be brought up to speed so everyone will know. I don't recall a specific plan coming to us. if there is an expansion it could effect neighbors and would like to be informed. Anwar - do some council members have more information on this issue. Galligna - this is something that was done - Little League need to come up with their portion of the money. Did not want ot expend funds if P & Z does not agree with this. first step is to make sure P & Z is happy with the plan. Anwar - if we were to discuss this item in the next meeting would it have major impact. Galligan - we could go both ways. Anwar - could table? Galligna - this is just a referral - woul dlike to see what the council says about it. McCann - I have nto received any information from Manager but discussed with a person from Little League. they really want to get gong with the project and time is of the essence. E. Resolution Accepting Streets and Open Space within the Dzen Tree Farm Subdivision
Bazzano - Snyder, Yagaloff - are they the typical open space? Galligan - it is P & Z - we would have access. \ Yagaloff - the small lot in phase I has something coming up along Abbe Road but the other one, Frzer Fir looks like it ends before it hits road and does not show the property extending Galligna - the development has not finished, Frazer Fir is partial. Only accepted Yagaloff - who does the agreements? Galligan - under the P & Z - Yagaloff - do we draft agreements? Galligan - Kari Olson Yagalof f- we have had concerns with people cutting down trees in open space in their back yards, mowing, maintenance, no access - do they donate and we own it Galligan - if you look along Frazer Fir we own acreage and the rest is for habitat. the othe ropen space is pond which will use fo rfishing derby - the other end Yagaloff - is there some type of agreement - make public aware tht the town would Galligan - we have had incidents where someone cut trees and they are putting them back up have suggestion that signs should be made that public can use as long as there is access. Anwar - usually Galligan - this is P & Z, not Open Space. we want meaningful open space and we have through P & Z - on this particular parcel 45% open space so public can use. Anwar - P & Z can have their own open space outside of Opoen Space Galligan - yes - the boards all work together but they have responsibility of what they want. Anwar - there are a lot of volunteers in every group and should have mechanism Galligan - we all put comments in when decisions are being made. Delnicki - this is an open space subdivision - a percentage of the subdivision with the approvalfrom P & Z needs to be open space. unanimous
F. Discussion Item: Texting and emailing during Town Council meetings (requested by Mayor Delnicki)
Delnicki - read the opinion into the record - (exhibit A) - emergency contact you can provide phone number with Galligan - could have emergency Dwight - if an individual need to take or make personal call that would not be subject to - town business - one problem discussed prviously is ifyou use your personal pone or tablet for meetings and personal use you run the risk of having them FOI'd - suggest having different email for council use. Mayor - point two - does that mean someone in the audience or on camera would make it so someone would have to go to the commission Dwight - complaint would be issued and Mayor - want to stay away from getting in toruble Snyder - why is this on the agenda Delnicki - because three meetings ago had complaints. could be foi'd. Yagloff - take notes on ipad - some times I look at websites and some times - I am self aware and self conscious that they may be offended. Dwight - if Council members are emailing duirng meeting - Yagloff - not violating meeting - it is a fine line - there is a lot of discussion and whispering - we have problem that could be people deciding how to vote. council needs to be aware that the public may feel it is happening. McCann - thanked TA for opinion. this is the first time seeing the foi - appearance of public, etc. can understand the concern Anwar - valuable conversation for residents to know. Prague - if the 6 of us meet at a bar, house is Dwight - only if council business is discussed. courts do good job balancing Prague - most foic suits are thrown out. Yagaloff - council should have reminder - if majoirty caucuses with 3rd parties is not permissible. Dwight - can not bringin 3rd party. Yagaloff - Dwight - will take look at astaute Prague - I will get statutes - 3rd party ok if same party. Delnicki - I am on call 24-7 - I leave my cell phone in the car - they have the phone number and can reach me.
G. Discussion Item: Campaign Signs during Elections (requested by Deputy Mayor Bazzano)
Bazzano - Did expect to meet tonight but was not able to. Anwar - require Democratic Town Committee to have meeting to discuss and give their view on this. we have to make sure we go through the details of it. Bazzano - we seem to be together on most items. look forward to hearing from the democratic side. Yagaloff - this is a sensitive issue and 3rd parties have concerns. I support most of the concepts. think need input from political parties - 3rd parties and independent parties - do not want to have them think we are going behind their backs. should do last week in august or first week in september - want it before the elections. if we could get something to us in august or september because this is the decision of the counicl with input from political parties. Anwar - there is a question that keeps be raised because people have not heard of any problems. have to recognize perspections and - should first be discussed within each party - then parties work together -then council discuss Prague will not vote on anything to do with political campaigns - every one has their way to get message out. Dwight - would ike to review anything you come up with - there are rules Bazzano - agree with you - want parties to work together - Havens - too much about nothing - do not want anyone telling me how many signs to put up. when new candidate have to put our a lot of signs. this seems like a waste of time. Prague - how many years have you been runnning? Havens - Delnicki - great believer in first amendment - regulate Town property is one thing - stay off my property. Bazzano - not doing anything with private property - only town property.
