Cindy Beaulieu, 19 Cody Circle - where do we stand with the fields project. No one was allowed on Stadium Field today - people with synthetic fields were able to play today. In the spring season is very difficult. We compete with all towns. South Windsor is falling behind. Kevin Cooney - apologize - last week - having used cell phone while driving. April is no texting wile driivng. Acknowledge his statement. Cudos to Fire Dept. - we were at the High School "It Only Takes One" over 25 guys helping with the program today.

Galligan - this afternoon met with Brendan Sharkey - Speaker of the House regarding SWAC - bill hopefully will be pushed very quickly. Anwar - speak about the ambulance issue Galligna - we did have special meeting the other night. sent letter from our attorney to their attorney. in order for us to feel comfortaable would like to know staffing levels and their financials. I feel what the TC is doing is correct and accurate. there is pending litigation - Galligan - fields update - grant is in. have not heard anything. see if I can knock on the doors to see where grants are. april 15th grants were do. have mentioned these grants to Bill Aman and Tim Larson. asked CCM to stay on top of this.

A. Town Clerk Budget Presentation
Lori Trahan, Town Clerk - There are just two increases, salaries and 5,000 in professional account to modify ordinances. Anwar - where are we with respect to electronic record keeping Lori - we scan every day - we index and scan every day - we are up to date. we back scanned to 1926. Everything on line - people can subscribe and we get $1 every time someone receives a copy. Yagaloff - pleasure doing business in your office. Electronic system up to date compared to any other town. people don't realize that we have a state of the art Town Clerk Office. Prague - I too feel that way. I see you are still open late. You collected 580,000 town fees 2012/2013, how come you estimated _____ Lori - last year we had a large conveyance from Fed Ex Prague - since you tripled your fees - do you record 53.00, to 159 and the state 127, town retains 32.00 - is it gross or net - do we get the whole thing. are you recording the whole thing Lori - everythig is gross not net Prague - if we tripled our fees - how come 2014/2015 numbers so low Lori - the most money we get is from sale of houses. I really can't estimate if things are picking up or slowing down. this month it has picked up. Prague - you may have a surplus? Lori - yes. Anwar - we have made notes - the actual budget is what was received today
B. Parks & Recreation Department Budget Presentation
Ray Favreau - power point presentation. video and then presentation. presentation as shown in attached Exhibit B. Wagner - I like the idea of 4th R - the idea that recreation is just play has proven to be a weak concept. Helps children to become healthy adult. helps adults stay that way. Program very importnat to town and to the residents. serving adults and children. serve to those who do not do recreation through school. 3 hours per student per year for special needs. seems like quite a challenge. Ray - speaking about Board of Ed numbers? Wagner - yes - 627 students Ray - that is the entire population of special services. Expand to new special events or improve existing special events. Wagner - actually supporting smaller number? Ray - we don't know exact numbers - 25-50 to Monday Night Social Club. 20-30 Summer Camps have special needs. the other thing we have not done is focus on adults in the comunity. Wagner - there are different needs for the different sports and even the same sports with different ages have different needs. Ray - the youth sports programs are independently operated other than youth basketball. we are responsible for taking care of the fields. trying to make schedules work is a challenge. we do run into times when there is not enough feilds for all of the different sports activities. it is an issue that needs to be taken care of. Wagner - softball fields? Ray - right now adult softball overlaps with lacrosse, soccer, etc. once they are done in June adult program goes into full swing. Wagner - there was a discussion about changing the alignment of the field. Ray - Ayers Road softball field realignment. Wagner - doing maintenance on CREC fields - how does that effect budgets. Ray - we get use of those fields every day after school and on weekends - we will mow and maintain fields and schedule the fields to get use of those fields. we picked up two fields. that will require additional man hours. Wagner - what sports will use those fields? Ray - spring - soccer. in the fall not sure yet may still be soccer Wagner - Lacrosse event at the High School - compliment you and BOE what looked like a wonderful event. You talked about min wage going up - are you going to be able to increase fees to compensate for increase? Ray - that will continue - so there will be some fee increase which will be minimum. Mirek - great that you are anticipating to reaching out to wider demographic. Glad to see that you were able to cancel out some of the maintenance that you contracted out to help with costs. giving more positive experience to have residents have their own time and having id's made. program good foundation. Yagaloff - Ray I enjoyed the budget presentation this year. the video was different and showed the programs better then just a presentation. staff has different titles - watching programs are taking shape and direction of the people who run them. they are expanding and developing in a positive way. Your staff is taking leadership of their departments. Budget Chart of accounts - concept of increasing the transparency of making the budget more able to be Prague - is the bill that bans pesticides going to make it through legislature? Galligan - what they are trying to do is ban all pesticides on all fields. our position is if you use best practices and follow federal regulations should not have a problem. we hav eother communities that say ou can's grow the grass or kill the weeds. 3 bills that have been defeated and 2 popped up today. More communities are looking for turf fields at the high school. Prague - did you ever hire Maintainer I? Ray - currently have 2 - they are going to be promoted which is automatic by contract. Prague - suppose we don't have the need for a Turf Specialist - the bills get defeated - are you going to rethink that? Ray - on school grounds going to have trouble keeping weeds away from everything (already a mandate). they want to expand it to fields. Prague - how will promoting someone internally help that out because they are only going to do this 6 months per year? Ray - that individuals main responsibility will be turf mangement for 6 months. Prague - what can they do about it? Ray -- depending on where you are talking about - we have to use different techniques for different areas. school grounds would be different. oversed and crowd out weeds. organic methods are not effective Prague - how much more expensive are those methods? John - labor 3x, materials 2x - turf specialist will look at a lot of different things and will develop methods. mange both synthetic and organic materials. will also go to open space, buildings, etc. Pendleton - recreation has positive impact on peoples lives. the Recreation Dept. has positiv eimpact for health, happiness, comrodery. Turf specialist - reason why our parks gentleman could not be trained and possibly train our maintainer II's? John - the crew does do that. I have 10.5 people that work for me and work very hard. it takes a lot of work and they are basically trained but you need someone out there - they know when there are problems. turf specialist will be geared towards the athletic fields and will be doing the labor. The amount of play we see on the fields there are all kinds of issues. Pendleton - what is a groundskeeper compared to maintainer? John - part time person who takes care of the different grounds, weeds at schools. In the winter does snow removal, makes sure everything going forward and will take care of odds and ends in the parks. Pendleton - when you put out budget chart of accounts, capital projects - you are submitting same item to capital projects and your budget Ray - that capital projects piece is under town but it is our responsibility to make sure the projects get done and on time and for the amount proposed. Pendleton - 12 weeks for the summer staff - after that what hapens to that dollar amount that they get paid? Ray - seasonal position and when the summer camps are over they go back to college. Pendleton - goals and challenges - on another chart you have the Community Center - it would be the Recreation Department at the Wapping School. Pendleton - if the school project got approve, Recreation would be the Community Center - Galligan - Human Services Pendleton - contracted programers, are those people you have contracted outside to do something? Ray - they come in with a specialty and are considered contracted services Pendleton - pool maintenance and water pollution control - thought it would be Fred's person but seems like it would be in your budget? Galligan - sewer department was doin gour pumps and upgrading them. that is not a function of the sewer department. we went out to bid for that service and the bid came in at 113,000 - so for 14,000 the sewer department will come out and do those pumps. under the special revenue they are serving us for that service. Pendleton - Parks signs? John Parks guys Pendleton - sidewalk, mowing and snow removal? John - after the storm is over the town is responsible to take care of all of the sidewalks. Parks will plow along with Grounds. Galligna - snow removal and leaf removal are functions that are shared by both departments. Pendleton - leaf and emergency operations would fall under turf specialist? John - he would be one of hte crew. Pendleton - why is VMP on the weekends not opened earlier - 8am to 8pm? one of the things we have done is opening earlier to residents and pass holders. Ray - we have tried this in the past and very costly for the small attendance that comes. costs - 150,000 to 200,000 per hour to operate - we are also trying to be good to the neighbors. Snyder - great presentation and staff. your programs because of your staff fit the communities needs. All of the programs are very enhanced and our community enjoys them. Last year had two vacant positions were they the maintainers? Ray - yes those were filled last August. Snyder - noticed- on the administrative secretary - how will the removal impact the administrative activities? Ray - that was a major discussion - large discussion - our online registration was handling customers and that was all day. on line registration has taken some of that away. We bring in part time administartive staff who are paid through special revenue fund and will continue that as needed. may change when move to Wapping. Snyder - what is the percentag eo increase to your budget? Ray went from Parks 180,000 from last year Anwar - have been here for the past 4 years. this was much more useful presentation. Special REvenue REcreation Fund 51% of your budge - every year what is the percentage of the entire budget? Ray - 45 and 50% of budget - when we were Parks it was about 80-85% of our budget. 2.2 million dollars. Anwar - when we are identifying what is the right fee to charge, how do you come to those numbers? Ray - first figur eout how much costs to run - we are aggressive with expenses and not with the enrollment. Anwar - run your entire department like a business. your projections are not that off. I think it is worthwhile what is the cost that people would be willing to pay fro other neighborhoods. tehre is a critical need for people to have recreation activities. there is a shift in recreational activities. in the priority of our budget in our homes we are putting more money towards recreation. as we move foward in these shifts I want to think about how we can recover more of our budget. A lot of people put a lot of resources from their own pocket. maybe we can put into the mix a way to have certain costs for those who are financially having trouble. Anwar - VMP - - two iems are on the bduget but there is a 14,000 Ray - it is part of it gutter repair and crack repair. it is in two places because it is that critical. Anwar - making VMP - maintaining is our priority. Anwar - I think after this budget it is worthwhile to dedicated time to bring about the Wapping shift, how that will happen and get ideas from the community. start putting resources towads that. Ray - we are starting now - meeting with BOE. Anwar - we talked about many of our feilds not being up to the standards, how are we doing with some of those fields? Ray - we have made tremendous headway. I encourage you to have a conversation with anyone in the public and think they would say what a difference John - we installed irrigation. that will help with that fields. we do have issues with settling. one of the fields at Rye STreet has taken a little bit of a beaten. ther are a cople of fields Orchard Hill, Ayers Road realignment, They have been slowly geting better. All purpose field idd a lot of work to. WE have made some pretty big strides. Anwar - minimum wage change will have the most impact on your budget then any other department in town. think it is prudent ot increase costs that you have. Ray - that is in the budget. all within the special revenue. we plan for that. we will have to make fee adjustments. Anwar - I think the workforce overlap and the rsponsibility overlap between the Rec and Parks is quite different. Is there a way to understand taht more. Within the town side it is important to - in the future look into that area. Ray - they do snow together. emergencyoperations also Galligan - recently we had staff sit down and look at the two services and see where they overlap. John - you talk about shared services. the Parks Division - we share services with everyone (Police, Building Maintenance, BOE Anwar - worthwhile for the residents to know how the town works together. Galligna - will bring out report that Dr. Wood and I did. will update that information and get that to the Town Council. Anwar - had chance to look at commission master plan. 2015 number of items not on your list yet. Ray - talking about 10 year - that is reviewed annually and is adjusted. we have not had allocations for a wile Anwar - VMP parking lots would fall under you? Ray - that is in the town section. major infrastructure improvement Anwar - could we color code. Wagner - if we go too far to eliminate a risk may bring about another risk. if legislature does mandate we may lose many benefits. relying on professional Galligan - attitude was do not need all of the great stuff. we don't have that and that is what ou are dealing with up there. Mirek - in spite how well we take care of our lawn our neighbors use organic. we have moles now. how would we deal with that in our fields. legislation is out of whack. we would need a turf manager - how do you manage without any control Ray - there is no organic material that will take care of grubs. Mirek - as they are adding sidewalks that is an increase in manpower. turf field is over due. Prague - is something happening on Good Firday that you are all volunteering for? Ray - our annual egg hunt sponsored by Imperial OIl 25,000 plastic eggs distributed in two hours. Prague - have been going for 10 years but unfortunately can't make it this year. I applaud you Mr. Mayor you mentioned to help people that can't afford. Anwar - with the current legislature it is advantages for the schools to have a turf field because they are the ones who are seeing more restrictions? Galligan - yes - BOE looking at that. Anwar - in hopes to have turf field for our community it would be good for BOE to be a partner. Galligna - i would agree - we used a lot of the BOE fields and gyms. the buildings have always been open and the fields have always been open aftr the school use. I was think about talking to Building Commission to look at turf. this fight has been oging on for three years. I think it would be a good idea. Yagaloff - on this issue - the benefits of turf field on school property the benefits would be greater than on town side. at next meeting we could have discussion of what has been happening. Galligan - sure - some eyars ago we did all purpose field - felt the field below should be turf. Yagaloff - the track is bieng reconfigured this summer. changes should be done to the field at that time. understand the pesticide issue - a lot of people are very sensituve to having their children near these pesticides. we have great staff and know they will use the correc methods. other areas who knows if they are doing it properly and safely. Anwar - in hopes to have turf field for our community it would be good for BOE to be a partner. Galligna - i would agree - we used a lot of the BOE fields and gyms. the buildings have always been open and the fields have always been open aftr the school use. I was think about talking to Building Commission to look at turf. this fight has been oging on for three years. I think it would be a good idea. Yagaloff - on this issue - the benefits of turf field on school property the benefits would be greater than on town side. at next meeting we could have discussion of what has been happening. Galligan - sure - some eyars ago we did all purpose field - felt the field below should be turf. Yagaloff - the track is bieng reconfigured this summer. changes should be done to the field at that time. understand the pesticide issue - a lot of people are very sensituve to having their children near these pesticides. we have great staff and know they will use the correc methods. other areas who knows if they are doing it properly and safely.
