Anwar go into Executive Session at 7:02 p.m., Matt - purchase of a property also Anwar - yes McCann - second Mayor - Shari Fivesh Cary - executive board members will be abstaining from vote to partner with Town will be recusing Yagaloff - Chamber still lists me as Board member and I am not. Havens - I amy have a conflict - honorary member of the Chamber Matt - do not think that is a problem. unanimous
Councillor Prague went into Executive Session at 8:11 to discuss a purchase of property. Shari Fiveash left Executives Session at 8:05 8:17 ended

A. Resolution Approving a Refund of Taxes to Thirty-Nine (39) South Windsor Taxpayers

B. Discussion Item: Amendments to the Town Council Rules & Procedures, as Shown in Attached, Exhibit B
Mayor - most important business of the Council is being done at the end of the meeting and being done quickly. Would like to take the Communications and Town Manager's Report to the end of the meeting. Discussion between Mayor and minority leader to address the issues.
Yagaloff - this will help to get to the business first and then discussion items later. Public will have opportunity to discuss items at the end of the meeting and the beginning of the meeting. I support the changes.
Mayor - wanted to have discussion now before there is a resolution. Think it is important that the actual business be discussed fist to allow people to discuss these items.
McCann - think this is a good idea. May want to take a look at some other parts of the agenda that maybe some other items should be done after the resolutions. This will allow residents to listen to business of the Council fitrst. The public input is for public to come forward and bring items to our attention that are not on the agenda so that the preference for public to speak at the public input occurs early in the meeting and speak to items not on the agenda. Public partiicpation portion of meeting is designed to allow people from thepbulc to come forward and bring information forward to Council that is pertenant to items on the agenda. This gives the public opportunity to listen to items forward that give their opinions on items on the agenda. It gives the public opportunity to gives us their thoughts before the Town Council deliberates on an agenda item. As you finalize changes move the buisness portion up but think it makes sense to put public input and public partiicpation.
Mayor - it was combined as one item because they will both still ocur before resolutions. In one item will accomplish in one item. You are achieving this item in one item instead of two. I will allow public to speak on resolutions during the discussions of the resolution. Both concepts are occuring before the resolutions. Lets try it this way and see how it works. if it does not work can modify the agenda again.

Bazzano - Like the idea of this, wish Mr. Gonsalves were here. Speaking on agenda item - think important - if resolution should allow the Council to speak first and then ask for the public to speak because the Council may answer some of the questions of the public during discussions. Allows us as a Council to handle the reoslution and public to listen to the Council and then can decide if public wants to speak.
Mayor - that is how we have been doing it. Basically that is what we are accomplishing.
Bazzano - would like to nmake sure it happens.
Snyder - the public input and pulic participation are being put together. Snyder - item 17 on the current one was that the consent agenda. Mayor - 15 is the consent agenda. Snyder - what section was the old one under Mayor explained how the consent agenda works to Councillor Snyder. Snyder - if we have many items under unfinished buisness - are you saying you would allow public input for each and everyone of those items. Mayor - before the vote I have allowed the public to speak. Snyder - why would that not be under public input. The meetings are so long. I think if we have public input should let public speak just under the public input. Mayor - have a problem because the public may pick up on somethign that the council has not thought of during a resolution. Ideas come from everyone. Snyder - trying to understand - our meetings are clearly business meetings - looking for a way to have more efficient business meetings. there needs to be some kind of a structure to move the business along. Mayor - I did not mean any harm in that comment.
Yagaloff - right now members of the Council can ask a member of the public to speak under any item. Mayor is proposing that the public may come up and speak on an item. It is the same thing that we have right now to allow public to speak on any item. This is the way we have functioned for two years now. I think it is an invitation from the mayor to have public speak on any item instead of Council inviting public to come up for certain items. Can leave rest of items because they do not take a lot of time.
Beaulieu - could we possibly limit the amount of time each person can speak so we don't run into the public speaking too long about an item. Would like to see it documented that the public can speak on any agenda item. Mayor - have no objection to put that back on the ageand "The public can speak on any agenda item"
McCann - think we need to be cautious - for the 5% were we have contentious items think there is a potention for the meetings to drag on to have debate with the public - this is a Town Council and we are the ones who need to get the business done and deliberate on an item. There needs to be control duirng the meetings. Think we need to be cautious going beyond that and letting public speak on all items for the potential for items to drag on. One other point the Manager's meeting late in the evening but do have opportunity during th eWork Session if ther eis an item that needs to be discussed prior to the regular meeting. Notice amended to agenda werenot put on there - we have had them on there the last few meetings.
Bazzano - the Executive Session at the end of the meeting - Mayor - as in any situaiton were ther eis a need to suspend the rules can happen during any meeting.
Havens - Manager's report - there is occasions where there are no Work Sessions then would need to do that totally in the Regular meeting.
