Steve Wagner, 181 Tumblebrook Drive - have been talking to residents. Some of the Town decisions are affecting residents. Japanese ------ invasive species - Town is being invaded by this. Expensive to get rid of. Town needs to raise our priorities on some items. To get rid of it can be expensive - Town needs to give it some priority. Jim Kupchunos, 1 Christine Lane, member of SWALPAC - just wanted to let Town Council know did more research on the property where the athletic fields are being proposed. Deed on property - 2.875 cost of property. need to look back and see what was actually spent on that property. have copy of minutes and the deed. Galligan - have reviewed. Town Attorney will be rendereing an opinion on that. Deed does not have deed restriction but Town Attorney reviewing. Richard Gregorian, 369 Main Street - sent to the Council this past week five questions regarding the fields that are being proposed. AT the public hearing there was not a lot of time given to the finances. Mr. Bazzano did not receive this for some reason so he contacted us. I did not get my answers to the five questions. 1) how many of the 44 fields are being used since the soccer association only appears to be using 15? 2)who uses the fields and how many hours? Why no specific details regarding financing? Since stated subcommittee working for 16 months there must be much more details available. Where can residents find this information? since the SW residents should be aproving this in referendum where is----? Since I have heard that the field program is being scaled back temendously. Why is a snythetic field not being put at the high school? Mike Sullivan, 24 Jared Court - those questions need to be answered regarding the proposal. Came to talk about the extension of the reverter. Would like an accounting of what the Town has spent on this project to date. Heard about the STEAP grant what has been spent. Hoping that issue could be revisted because it is an interest to me. Also note that in anticipation of that information the question I have asked is what has the Town spent on this project, how much of STEAP grant is used for I-291 corridor?

Snyder - As we know this Saturday is Heritage Day. There is also a walkathon sponsored by the SW Education Fund - they are having a walk along Main STreet where you will end up at Heritage Day. will support video - benefit students and teachers. Audio and wireless system - advanced system. $70,000 price tag. (through Community Foundation). Today at our meeting, Community Foundation, approved SW Friends of Recreation fund - will be 501C3 hoping to move forward - writing grans and seeking donations for the athletic fields proposal. Bazzano - point of clarification as to email address you have for me. Gregorian - you got the second one. Bazzano - gave to him - not all 44 fields discussed are real fields. Feel Recreation Department should answer that question. Developer - there is no 6320 and there is no developer. A lease would be done for a stated amount of time and at the end the property reverts back to the Town. As far as the high school - we looked originally to do synthetic there - neighbors were very much against that so we looked at the 11 acres to put a synthetic field there. The track at the high school also would create issues for a synthetic field. Felt were being proposed the school could use and youth sports could also use. Uses can be discussed with Recreation Department. Delnicki - Saturday was grand opening of Hartford Hospital. American Eagle Federal Credit Union also had grand opening. Denise Carter business person of the year.

A. Resolution Extending Reverter Deadline
Havens, Anwar Galligan - thought the last resolution would take care of reverter. Town Attorney said no and that the reverter would need to be extended. Craig Stevenson is here. PURA put out a preliminary statement saying this is going through and no public hearing would be necessary. Fuel Cell items are happenign - Stanley Morgan is looking to purchase - DECD updated the letters, Today was asked if the appraisal would be updated, but found out that this does not need to be done. Tonight is not CT Studios coming to us it is the Town Attorney saying we need to do this. Bazzano - if we don't extend the reverter? Galligan - think in that case all of the lawyers win. Law suit - dck extended their closing - this was all supposed to be closed, dck extended their closing. AT this point the indication that I see and the amount of paperwork seems like everyone is interested in getting this done. Bazzano - you did not feel need to extend reverter? Galligan - right but Town Attorney felt that this needed to be done. Bazzano - at the end of August was last special meeting regarding this and we heard there was going to be a closing that week, what happened that the closing did not happen? Galligan - lender wanted letters to know all commitments. Current commitment letters wre wanted by lender. DECD letter was too far back. Stevenson - the lender that CT Studios is working with asked for all of the commitment letters to be updated. This deal is contingent upon each component. First Niagara was asked to do letter and the wanted to do background check on principals. they chose firm in California and there were issues with the timing. That has been completed and First Niagara is satisfied. There is multiple sources of funding for this. Wanted to make sure again that CT Studios is able to have infrastructure credits. Lender wanted hard - That has been taken care of. There ar ea lot of details. Have met all items. We should close bridge loan soon. Bazzano - the studios have to be build for a lot of this to happen? Stevenson - absolutely. Bazzano - tax credits come from the studios? Stevenson - yes - everything has to come at the same time - have to work together. Anwar - our Attorney wants this to be done? Galligan - yes he raises some good points. Anwar - this is par tof the Town's commitment? Galligan - yes Anwar - will support. McCann -we have extended the reverter clause many times. Every time we have extended we were told that thing would happen soon. Closing was supposed to happen before the extension deadline. Now we are asked for another extension, I voted against the lifting of the reverter because I thought that was the only way things were going to get done. As Councilor Yagaloff pointed out the most imporatnat aspect is the infrastructure agreement. we have been waiting for a propsoal of the infrastructure agreemeht. a proposal was submitted to Dan March and have not yet seen that agreement. We need to know what is pbulic infrastrucure and we don't know any of the details of the agreement. We need to see that. That is going gto be an imporatan aspect of theis project going forward. the conditions in the memo don't includ ethe infrastructure agreement - I bleieve the lenders are going to want to see that in place. Eac time we extended the reverter the deadline that had been extendde was not met. What being asked for tonight is one month extension and still a lot of things need to be done and given the fact that the proposal extension to November 4th - suggest we give enought time to get this done. M Move that we amend resolution to extend to December 3rd, 2013; Snyder, unanimous Amendment passed. Amended Resolutin Prague - Think the Democrats should take down signs taht say "Republicans do not support CT Studios" Beaulieu - continues to floor me that we sit here time and time again to keep giving extensions but everyone else gets everything on the same day. We would not be in this position at all if this deal had been properly structured. Have a problem with that. There is a frustration - are we voting against CT Studios - we are voting to protect the Town. We still do not have the most important document in front of us. It is incredibly frustrating - my vote doesn't matter - this needs to be done. Havens - will support the resolution - we are certainly frustrated and losing patients. We have gone so far we need to take it a bit further. Hope this is the end Galligan - this is not a deal like Evergreen Walk - this is a difficult deal - we want certain things done - we are trying to get the debt low on this Havens - we try to do our due diligence and we are depending on the Town Manager, maybe we the Council should depend on ourselves. Will support. McCann - I voted in favor of extnesion - I regret when is came last month to remove the reverter. Thought that was a big mistake because thought reverter gave leverage. The affect of that has been brought into question by the TA - think if voting against would cause confusion. Will be supporting this tonight. Delnicki - we hve not removed the reverter clause?
