Susan Strange, Palmer Drive, The reverter clause - missed action to extend that clause for the eighth time. Read lettter into record from previous date. I believe the financing keeps falling through is because of the risk - this should not be extended.
Kevin McCann, 170 LIsa Drive - spoke support regarding the elementary schools referendum. previously this project failed for elementary schools. This is the right plan for South Windsor today. Ta
Daria Plummer, 235 Orchard Hill Drive - I am 70 years old and I am representing tonight the South Windsor Senior Advisory Committee - we support and we feel responsible, well thought out - we passed a second motion which endorsed Wapping School be allowed to be used for Recreation. Human Services needs to have more space. Urged the Council to have a Strategic Plan. South Windsor is a wonderful community. we have not built a school since 1967. Urge community members to stand behind the proposal of the BOE.
Mike Sullivan, 24 Jared Court - CT Studios - another reverter clause extension - how can Council extend a reverter that has already been expired. Also on the agenda is a tax abatement - again very frustrated that the town hands out tax abatements that are already constructing. Where is the residents tax breat. Avery Street proposal - hope that you could share if a rotary is being proposed - Blum Shapiro - have reviewed previous reports - not impressed with their previous reports. a variety of appointments and reappointments for Park & Recreation - before you start doing these revisit what happened with Park & Recreation previously.
Don Gonsalves, 40 Bayberry Trail - WPCA is coming here tonight. I reviewed for 2 hours with one of the council members - I have never seen financial statements that are so bad. Their fund balance does not make sense. the numbers are totally wrong. When I moved into town 220.00, they are 374.000 - the rate of inflation 2. something percent - I calculated taxes gone up 2.25% per year - inflation is 2.25% - 6.73% per year for the water rate. Financial Statements stink.Sewer fees are out of line and should be corrected and someone should look at their financial statements.

Anwar, Yagaloff work with myself, smartpower and state - no money needed. Letters to the community, lawn signs, marketing by installers which are done by work shops. the more that people participate 20% less then market price is what is happening right now. Prague - how many of us have solar on your roofs? Wagner - I had someone come and look and my house did not qualify. Prague - 20% of the installation is being done by State - why am I subsedizing - why is my Kate - these incentive are for everyone in Connecticut. The tax incentive - not from tax collectors. Prague - in closing - I see this as a net loss. when people get new roofs that is when people should get solar. if you only have five years left on your roof it does not make sense. I am against solar. Pendleton - I am all for solar. I think we need to find another way to help residents. Hopefully solar can helpw ith alternate fule source. Yagaloff - I am in favor of solar. I know there are countries that have 25-30% of their electrical and heating needs by solar and wind farms. Deserve credit for the hard work that you are doing. in 10 years we will know if solar benefits. Kate Donnelly - $3.50 a watt presently. they are becoming less expensive. Yagaloff - panels are becoming more efficient also. it is becoming something that people should be looking at. they can save money on their electric. Anwar - how many years does it take to see savings? Kate - we are talking between 5-7 years. That is the payback to pay what you paid and then you have 20 years of free Anwar - this does not require everyone to do this. in the last many years I have not seen my utility bill decrease. this is a good opportunity but it is not for everyone. this is not a requirement. Snyder - are these panels made in the United States Kate - offer both panels but one in the US are more expensive. Snyder - have there been opearting problem, do they work well Kate - they work well. Prague - I was at a meeting that some State are charging people to be off the grid. Connecticut may start that. Delnicki - what is the life expectancy before you replace? Kate - 20-25 years Delnicki - maintenance? Kate - inverters need maintenance Delnicki - price difference? Kate - do not know. about 10% more Delnicki - are there any issues with the town endorsing a provider like this without puttin goutan RFP? This is a Statewide progrma Kate - State puts out RFP - so everyone has opportunity. Town would review. Dlenikci - I know there is more then one organization Kate - Dlenicki - chartered under the State of CT. Olson - I would have to look into something like that. State has selected specific providers - but would need to look at this. Delnicki - importnat to know that - Galligan - we have had issues about buying things off of state bid - it is something we have to be careful with but should be reviewedcd by the Town ATtorney. We may need to put our an additional RFP. Delnicki - when can we get that opinion. Olson - can get in a few days. Anwar - tell us about other towns doing this? Kate - Manchester, Greenwich, Portland, Durham, Westport, Willimantic, Mansfield, Canton, Has been more successful in some towns. It varies on many factors. 6-1 carried
DD. Resolution Approving an Emergency Contingency Plan for Elections
Yagloff, Wagner, Yagaloff - have couple of questions, paragraph 23 - the Registrars have put together an emergency plan if something happens. Section 23 - concerned notifying Fire Department - other area question about is Library as emergency site. turn out very low - parking Galligna - Library has been a back up but it does not have a generator. Yagaloff - when we had storm Alfred - Library had the lowest turnout for voting. wanted to talk to Registrars if we had alternative to the Library. Because there are a couple of issues - don't want to modify their propsal without feedback. suggest table tonight and have them come to next meeting. Yagaloff - table - Prague, unanimous
EE. Resolution Approving Offer of a Tax Assessment Agreement with Sullivan Place Centers, LLC
Snyder, Anwar Galligna - this went back to September - this is not something that is being considered now - in order to produce extra parcel they had to spend a lot of funds (150,000) - this will allow his to expand the business. he has also done some access management. that is the reason why we are trying to help this company. 855 Sullivan Avenue - there was a traffic light - we are also in front of DOT for a bypass lane. thi is to maintain the flow on Sullivan Avenue. Another thing that we have done is presented an 8.94 acre conservation easement to SW. it is at the towns discretion to use additional outpont or whatever they would like. Ther eis a lot of cost wtih DOT pipes - we took pipes $45,000 and continue those pipes to plunge pool, sheet flow and further enhance wetlands in the area. Another thing very important is the fact that we will be supporting other businesses, have more hiring. Phase I is not going to turn a project - continuation will help. we will take sidewalk and continue down front of property and further to next property because we own - give 300 feet of site - we are asking for consideration of taking this payment for what is being offered and help this project move forward. we have 3,200 square feet at this time. Where the interconnection goes - we are going to take care of the new site and will do improvements to old site. have already added lighting - I want ot make the site look nice. Try to iimprove the area. Yagaloff - you have been a responsible business owner for a long time. These small projects are tough. you have to get tenants and deal with all of the costs. New construction if very expensive. I understand that this was presented a long time ago and did not go through the normal process. It is important to bring business to Sullivan Avenue. I am in favor of this. 855 Sullivan Avenue - showed Phase II of the project - mirror image of Enfield office. Yagaloff - this is exactly the same abatement that we have given to other companies. Wagner - I was serving as an alternate on P & Z and we appreciated your coooperation with that commission. sidewalks around the property and beyond. .inking the sites together. Tax abatement - I am in favor of abatements because they serve as incentive to build business in town and busineses do not start out at 100%. Revenue stream grows over time and this is one way the town can help businesses get started. Evergreen Walk now is our top taxpayer and we gave them tax abatements. 855 Sullivan - by having this incentive is does help business come to town. there are no expenses to the town. business are major generator of taxes. Delnicki - on Evergreen Walk - do not remeber any abatements? Galligan - no at that time Delnicki - dollar figure on all of the enhancements. 855 Sullivan - $300,000 over budget. I can not get the rent revenue from next door. Delnicki - when did you start with this process? 855 Sullivan Avneue - late spring. Delnicki - I think I saw people working there New Years Day 855 Sullivan AVenue - they may have been - think they were there on Thanksgiving. There were mishaps Delnicki - some how we have to get heads up on these projects. I did get calls also. Galligan - one suggestion if full time Economic Development Coordinator. Real Estate is flat - real money is inside the building. Delnicki - suggest get memo of what is in the pipe line coming through EDC and theTown - so when hits it is not a surprise. Prague - compliment you on using local contractors. Will support Anwar - will support - the community is growing because of you. this is a win win for everyone. we want you to grow with us - unanimous.

Dave - Power Point Put Powerpoint presentation on website. Anwar - where would you place ambulances Dave - would have to do some research. Anwar - ambulances would be in Town? Dave - yes Anwar - you have already been responding in Town for 25 years? DAve - yes Yagaloff - just began CERT - interesting - Manchester has had team for about 8 years. we understand that Ambulance supposed to be part of the Emergency Operation Plan. Galligan - when we first did out EMS plan they wre at the table with us. Wayne Wright understands that we will have to review that plan with them. That will part of th eprogram. Ygaloff - plan if very important. The placement of ambulances in town - there will be ambulances stationed within SW to provide ALS servciess. Dave - ambulance would be here in town Yagaloff - but you do not know where you would be located yet? Dave - need to have conversations with the town. Dave - we would have dialogue of what makes the most sense. need to have conversations and communications to keep response times down. Yagaloff - Galligan - State of Connecticut does not have response time. It is up to local government to set those standards. Yagaloff - need to have right people right equipment - numjbers are good to see how doing compared to other services. quality of services and equipment. Dave - we will be able to do those things. report will match the contract. Wagner - I understand CCM is lobbyng with legislature to change PSA? Galligan - there are a lot of communities worred about quality of care. CCM has worked very hard to - PSA - major concern is patient carte. PSA has become a monolpoly. any PSA can move forward adn say we want to do ALS - also need doctor to make sure meet from A-Z. There are flaws - the towns have to prepare al of the criterica - but will have no control over who provides the service. municipalities should have the right to decides who the PSA provider in their town is. Anwar - this whole council supported ASM - we want the best care for our community. we want someone in an emergency to get the best care. the presentation gave the community information.

Anwar, Yagaloff work with myself, smartpower and state - no money needed. Letters to the community, lawn signs, marketing by installers which are done by work shops. the more that people participate 20% less then market price is what is happening right now. Prague - how many of us have solar on your roofs? Wagner - I had someone come and look and my house did not qualify. Prague - 20% of the installation is being done by State - why am I subsedizing - why is my Kate - these incentive are for everyone in Connecticut. The tax incentive - not from tax collectors. Prague - in closing - I see this as a net loss. when people get new roofs that is when people should get solar. if you only have five years left on your roof it does not make sense. I am against solar. Pendleton - I am all for solar. I think we need to find another way to help residents. Hopefully solar can helpw ith alternate fule source. Yagaloff - I am in favor of solar. I know there are countries that have 25-30% of their electrical and heating needs by solar and wind farms. Deserve credit for the hard work that you are doing. in 10 years we will know if solar benefits. Kate Donnelly - $3.50 a watt presently. they are becoming less expensive. Yagaloff - panels are becoming more efficient also. it is becoming something that people should be looking at. they can save money on their electric. Anwar - how many years does it take to see savings? Kate - we are talking between 5-7 years. That is the payback to pay what you paid and then you have 20 years of free Anwar - this does not require everyone to do this. in the last many years I have not seen my utility bill decrease. this is a good opportunity but it is not for everyone. this is not a requirement. Snyder - are these panels made in the United States Kate - offer both panels but one in the US are more expensive. Snyder - have there been opearting problem, do they work well Kate - they work well. Prague - I was at a meeting that some State are charging people to be off the grid. Connecticut may start that. Delnicki - what is the life expectancy before you replace? Kate - 20-25 years Delnicki - maintenance? Kate - inverters need maintenance Delnicki - price difference? Kate - do not know. about 10% more Delnicki - are there any issues with the town endorsing a provider like this without puttin goutan RFP? This is a Statewide progrma Kate - State puts out RFP - so everyone has opportunity. Town would review. Dlenikci - I know there is more then one organization Kate - Dlenicki - chartered under the State of CT. Olson - I would have to look into something like that. State has selected specific providers - but would need to look at this. Delnicki - importnat to know that - Galligan - we have had issues about buying things off of state bid - it is something we have to be careful with but should be reviewedcd by the Town ATtorney. We may need to put our an additional RFP. Delnicki - when can we get that opinion. Olson - can get in a few days. Anwar - tell us about other towns doing this? Kate - Manchester, Greenwich, Portland, Durham, Westport, Willimantic, Mansfield, Canton, Has been more successful in some towns. It varies on many factors. 6-1 carried
DD. Resolution Approving an Emergency Contingency Plan for Elections
Yagloff, Wagner, Yagaloff - have couple of questions, paragraph 23 - the Registrars have put together an emergency plan if something happens. Section 23 - concerned notifying Fire Department - other area question about is Library as emergency site. turn out very low - parking Galligna - Library has been a back up but it does not have a generator. Yagaloff - when we had storm Alfred - Library had the lowest turnout for voting. wanted to talk to Registrars if we had alternative to the Library. Because there are a couple of issues - don't want to modify their propsal without feedback. suggest table tonight and have them come to next meeting. Yagaloff - table - Prague, unanimous
EE. Resolution Approving Offer of a Tax Assessment Agreement with Sullivan Place Centers, LLC
Snyder, Anwar Galligna - this went back to September - this is not something that is being considered now - in order to produce extra parcel they had to spend a lot of funds (150,000) - this will allow his to expand the business. he has also done some access management. that is the reason why we are trying to help this company. 855 Sullivan Avenue - there was a traffic light - we are also in front of DOT for a bypass lane. thi is to maintain the flow on Sullivan Avenue. Another thing that we have done is presented an 8.94 acre conservation easement to SW. it is at the towns discretion to use additional outpont or whatever they would like. Ther eis a lot of cost wtih DOT pipes - we took pipes $45,000 and continue those pipes to plunge pool, sheet flow and further enhance wetlands in the area. Another thing very important is the fact that we will be supporting other businesses, have more hiring. Phase I is not going to turn a project - continuation will help. we will take sidewalk and continue down front of property and further to next property because we own - give 300 feet of site - we are asking for consideration of taking this payment for what is being offered and help this project move forward. we have 3,200 square feet at this time. Where the interconnection goes - we are going to take care of the new site and will do improvements to old site. have already added lighting - I want ot make the site look nice. Try to iimprove the area. Yagaloff - you have been a responsible business owner for a long time. These small projects are tough. you have to get tenants and deal with all of the costs. New construction if very expensive. I understand that this was presented a long time ago and did not go through the normal process. It is important to bring business to Sullivan Avenue. I am in favor of this. 855 Sullivan Avenue - showed Phase II of the project - mirror image of Enfield office. Yagaloff - this is exactly the same abatement that we have given to other companies. Wagner - I was serving as an alternate on P & Z and we appreciated your coooperation with that commission. sidewalks around the property and beyond. .inking the sites together. Tax abatement - I am in favor of abatements because they serve as incentive to build business in town and busineses do not start out at 100%. Revenue stream grows over time and this is one way the town can help businesses get started. Evergreen Walk now is our top taxpayer and we gave them tax abatements. 855 Sullivan - by having this incentive is does help business come to town. there are no expenses to the town. business are major generator of taxes. Delnicki - on Evergreen Walk - do not remeber any abatements? Galligan - no at that time Delnicki - dollar figure on all of the enhancements. 855 Sullivan - $300,000 over budget. I can not get the rent revenue from next door. Delnicki - when did you start with this process? 855 Sullivan Avneue - late spring. Delnicki - I think I saw people working there New Years Day 855 Sullivan AVenue - they may have been - think they were there on Thanksgiving. There were mishaps Delnicki - some how we have to get heads up on these projects. I did get calls also. Galligan - one suggestion if full time Economic Development Coordinator. Real Estate is flat - real money is inside the building. Delnicki - suggest get memo of what is in the pipe line coming through EDC and theTown - so when hits it is not a surprise. Prague - compliment you on using local contractors. Dave - Power Point Put Powerpoint presentation on website. Anwar - where would you place ambulances Dave - would have to do some research. Anwar - ambulances would be in Town? Dave - yes Anwar - you have already been responding in Town for 25 years? DAve - yes Yagaloff - just began CERT - interesting - Manchester has had team for about 8 years. we understand that Ambulance supposed to be part of the Emergency Operation Plan. Galligan - when we first did out EMS plan they wre at the table with us. Wayne Wright understands that we will have to review that plan with them. That will part of th eprogram. Ygaloff - plan if very important. The placement of ambulances in town - there will be ambulances stationed within SW to provide ALS servciess. Dave - ambulance would be here in town Yagaloff - but you do not know where you would be located yet? Dave - need to have conversations with the town. Dave - we would have dialogue of what makes the most sense. need to have conversations and communications to keep response times down. Yagaloff - Galligan - State of Connecticut does not have response time. It is up to local government to set those standards. Yagaloff - need to have right people right equipment - numjbers are good to see how doing compared to other services. quality of services and equipment. Dave - we will be able to do those things. report will match the contract. Wagner - I understand CCM is lobbyng with legislature to change PSA? Galligan - there are a lot of communities worred about quality of care. CCM has worked very hard to - PSA - major concern is patient carte. PSA has become a monolpoly. any PSA can move forward adn say we want to do ALS - also need doctor to make sure meet from A-Z. There are flaws - the towns have to prepare al of the criterica - but will have no control over who provides the service. municipalities should have the right to decides who the PSA provider in their town is. Anwar - this whole council supported ASM - we want the best care for our community. we want someone in an emergency to get the best care. the presentation gave the community information.
