Hugh Brower, 25 West Road, noticed on the agenda to talk about political signs. if you look at how this country was founded was the right to free speech. it applies to written word, talking, blogging on the internet, signs and posters. when you have governing body mimick the freedom of speech could have serious issues. There are towns in ct that banned signs all together (Greenwich). Concerned that all forms of speech governmental is most important and should have least restrictions. Joe , 58 Nevers Road - concession stand renovations - add a few things to that - add money or donate you should add money for the enforcement of the regulations that are already in effect that are being violated. posting violations, siganage - times on lights ae being enforced. timer on lights - past Friday they were on until 10:45 or 11:00 - they are not being enforced. it should be up to people that are using the facilities and fields - plannign enforcement should be regulating. on the property there is a buffer zone betwen Nevers road and field - there is a lot of parking in that space which is really dangerous - should have berm prevent people from parking. when people are coming out their lights shine directly in my house. there used to be fence there. Regulations at the Little League field they prohibit the use of PA system and there was a PA system going - there was another event going on at Nevers road and was very loud. Somehting needs to be done. Jim Morrison, Nevers Road - PA was at the Nevers Road, and Ayers Road was very loud. when they put the new drainage system on Nevers Road and there was draiange - new fields proposal - 63-20 corporation - people on this Council are taking peoples freedom - Town Council should being asking the people what they want. If the 63-20 is slippery slope could be used for everything. Please reconsider the 63-20 aspect. the referendum was voted down for fields previously and it is the wrong time to do this. please go to referendum on large items. Dick Gregorian, 369 Main Street - I am not against receation fields. I am not against anything that will benefit the community as a whole. I have lived here 55 years and have voted on everything you presently see in town because it was needed. I have not had a child in school for over 40 years and still support the school. I have the interest of SW. When you are an advocate for something that is right there is a difference. It appears some council members have locked into this 6320 corporation. the formation of the 6320 corporation is wrong in so many levels. would not allow taxapyers any say. it appears using the financing mechnsim avoids the taxpayer any accountability. it appears using finanicng mechanism avoids charter requirements. out chrter deliberately was written a certain way. if the town were to sell property which would be necessary with a 6320 they hve to go to referendum. purchase anything above a certain amount have to go to referendum. 6320 would have to be changed. Fields are necessary but the bonidng in SW - West Hartford in 1922 built their Town Hall that they presently are in. In 1922 SW had - West Hartford is a much larger Town then SW. In four years our bonding is going to decreate and it would be able at that time to entertain something. Just because other towns have something and we wnat it does not mean we should be doing it. need to have good honest approach to spending.

Submtted on the 20th of June - CRCOG local road access applications. Abbe Road - the application was something we had to submit - next meeting would like to have executive session with Council regarding union negotiations. Budget is done. Mayor and Councillor Beaulieu - women would like to run campaign regaridng Ovarian Cancer. Some of the things that highlight here are there are simple test that could be done that shoudl be part of the annual physical - think would be a good campaign. Prague - we have the Relay for Life in Town that represents Cancer survivors - they have 2,000 and 10,000 - am against chartities that are just going for one disease. Galligan - can get you more information. There is no cost to the Town Prague - asking why we are not Beaulieu - it is one of the single largest killers of women - it is not well known - it is a way to make awareness of residents. it is not a cost to SW. This is a significant cancer and the awareness is not there. it is raing awareness. Galligna - Miss Connecticut - this is her campaign. there is a simple test that could be done so they are trying to educate. Beaulieu - she wanted to know what trees the town woudl allow to put ribbons up. Then going to companies. Delnicki - having read the material on it and understanding the issue I completely to support the campaign. it is a way to educate residents without a cost to the town. Raise awareness. Anwar - echo what Councillor Beaulieu has mentioned. if identified early it is cureable. every cancer is important. we need to identify ways to detect these diseases early. we don't hve tfollow the various months that the State celebrates, maybe they are behind. support and should have a brain cancer awareness. Delnicki - Matt Reed has been - how many Chiefs of POlice Galligna - not many. Yagaloff - We have members from CT Studios here and do not know if we should discuss now. Galligan - the deadline was Sunday. Power Purchase Agreement was signed and complete. it provides mechanism for revenues. there are public improvements to be done. this will gnerage enough taxes and also creates cash flow and cash flow could be used for backing of items. there are still items that have to be done. AGreement between us and CT Studios - the studio is giving us scheudle of values which is on the construction of studio and public improvements. they shoudl be going to banks, town and Dan Marsh. Dan Marsh had prepared a speadsheet regarding 17 cents. will do a whole new proforma and will explain the benefit to the town. still feels it is a god project. there is a lot of work to be done. they have an application PURA which takes approximatley 45 days. I think it is probably the pivital part to get this done. July 15th would like to have Dan Marsh come in and the Council can look at proformas and discuss with Council. Critical plan is going to be decided upon tomorrow by myself, Dan, Robinson and Cole, and Town Attorney. The Redevelopment Agency will have to have Anwar - time lines, etc. Tony - we envisioned once the pPA wasdone and application to PURA we could get development agreement done. close on land and take permits for first two buildngs. closing hopefully 60-90 days from 28th. have been talking with First Niagara. will do same information and things with the town so analysis can be done. Anwar - 60-90 days started? Galligan - started Friday - closing through State and First Niagara after PURA done. Tony - PURA could take as long as they want - could be longer or shorter. told 90 days reasonable. it is a public agency that can take as long as they want. Anwar - 3-4 months we will start to see more things happen Galligan - once they get developers agreement they talked about starting development with the feeling that PURA and all that will happen Ton - we have financing that we ae comfortable with. pull permits to make town comfortable that we are going forward. within 30 days Galligan - develoeprs agreement will be a decision made by council Anwar - with respect ot mortgage on property when will that be taken care of? Tony - 6-7 million dollar closing - within the next 30 days when developer agreement is done. Galligan - when developer agreement done they are looking to pay that property off. the hotel people are ready to go. Anwar - so July 30th? Galligan - as long as we get tht developers agreement Tony - our lenders are ready to go already. Anwar - it is much more encouraging that the PPA is complete.
McCann - whois the developers agremenet between? Galligan - iwe waited until the PPA was complete. Did not want ot spend money until we knew they were going forward. The agreement will be between us and the developer and MDC - spoke to Dave Panico today and will bemeeting tomorrow and will start putting togetehr. will get scheudleof values and review with the contractor. McCann = do not want anyone to think we are delaying anything.
Yagaloff - Tony congratulations on the PPA and to be able to file with PURA. When you received funding was also a big deal. The reverter will hopefully go away soon. There was talk about an alternate proposal which was to remove the reverter. Do not think we as a Council have agreed to anything. Galligan - the developer agreement is much more important then the reverter. Once the agreement is done then can take the reverter off. It is a timing issue when they go in and close. Yagaloff - will have to work that out. there are tight deadlines for the developer. sounds like from planning - the funiding will be in place Tony - funding is already in place. Have insurance issues to negotiate only one issue. when that contract signs and the terms in that contract will satisfy the term sin the PPA. Yagaloff - ther ehas been a lot of discussion regaridng CT Studios but not the beneift of the fuel cell. there are benefits with that. As the grid structure changes will be able to move - into the grid. Tony - State came out with micro grid program and we applied for it. We would like the town to use the studios for a shelter. Galligna - if category 2 not eveyrone would be able to get to the school and this woudl provide shelter for that area of town. Yagaloff - there are a lot of entities running off of fuel cells. Tony - we don't make any money on this. Yagaloff - suggesting making sure community knows beneifts of CT. Studios but also shoudl know the benefits of fuel cell. It has a lot of value independent of CT Studios. Havens - thank you for coming up with the big step. Can anyone guarantee that this is going to happen? Tony - let me put your mind at ease - we spent months disclosing all of our - before fuel cell finalized they had to verify tht finanicng was in place. Havens - nothing is ever possitive - something could always go wrong. Galligna - we should go voer the history. Evergreen Walk took four years. When we started this project the economy tanked. Havens - we need real assurance that it is going to happen. Tony - we have a lot of time and money into this project. Delnicki - the biggest mistake was having that ground breaking. Tony - reason tht took place is because there was bonidng company tha tcommitted to financing.
