Mary Sullivan, Wyndemere Court - 2.3M dollars worth of fields would disrupt our quality of life. The Athletic Fields Committee wants to put it there. Much concerned about the environment there near Plum Gulley. Also worried about taxes. If you go with it go for town bonidng in November.
Mike Sullivan, 24 Jared Court - discussion item on TIF Capital - I attended meeting in May when Council - presenting was focused on IT and capital projects committee was discussing finanicn gcomputer equipment. The Athletic Fields are not something they are not used to being done with TIF Capital. Think should ask if this is proposed to be used for fields. The 6320 presentation all the attorneys were here - no one has experience with that. Town Council should review carefully.
Matt Riley, 12 Heatherwood Drive - wanted to comment on subject for initiative put forward with athletic fields. Miracle fields, Turf fields Fields can be used much more then grass fields - hope the dicsussion is around that ther eis a need for the fields. Would like to hear from Town Council. Financing can be discussed later. Would like to make sure the discussion around the fields is done first. Would like to know how much would be for each taxpayer.

A. Miracle Field (requested by Deputy Mayor Bazzano)
Bazzano - this is an item that has to do with a field for every child to play with no boundaries. Steve Callahan is here to discuss this item. There is a spot where the field could fit nicely without impeding any other areas of the 11 acres. There is some incentive to build it financially. The only other Miracle Field is in West Hartford. Steve Callahan - West Hartford Challengers renamed themselves a couple of years ago. Bazzano - makes sense that it would fit into this area. Mr. Callahan - did presentation for Miracle Field joined by several people from SW and West Hartford - West Hartford is one of the top towns in the nation. West Hartford is a model for what SW cn do here. Yagaloff - we had something in the package talkinga bout matching funds. Rich McCarthy - Glatonbury - Miracle is worthwhile - what the Miracle League does is service the public - field provides opportunity for children with mobility problems, sight problems, etc. We held first trick or treat - gives parents the opportunity to relax and interact with other parents. When SW part of dedication - iWhite Plains New York and one outside of Boston. West Hartford was the first - our oganization is trying tp promote the buiding of these fields throughout CT. There are grants and different things of that nature. there are good components to it. Yagaloff - is there a model field that a certain manufacturer is used - is thre any factors used? McCarty - there are plans and ther eare manufacturers for all of the components. REally comes back to how the Town wants tto build their field. Thre are a few hundred of these fields throughout the US. Yagaloff - are the fields solely intended for children with disabilities, what happens in West Hartford when children are not using them - is the field open to others? McCarthy - fields are locked up - other programs are being developed Yagaloff - have they tried senior citizens using these fields? McCarthy - there are other opportunities. At this point there is fall and spring season and we are adding to it. they are the right size and there is slight slope to the field for drainage. - The Miracle League is originally out of Atlanta Georgia - all of the dimensions are done. we are develping I have been trying to find other uses which are being developed. Yagaloff - this is a worthwhile program - we have boundless playground in town which is more of an individual activity. having the field would give more social activity. next step is to get concessions and rest room accessible area. wonderful to see SW putting this in withother fields. our goal is to help financially to other fields. Yagaloff - would like to get their schedule to go see an activility. Fall league - movie night coming - McCann - one of the town residents requested to have each Council member discuss the need for fields. Should do same for Miracle Field. I am in support of developing a field like this. This give opportunity to have children be successful. lets find a way to get this field built. Bazzano - I am a big proponent of the project as well as a Miracle field. Covers a lot of area in this proposal and looking forward to discussing at a later meeting. Fund raising could be done also. 12-13 years ago got this off of the ground - have been in town for 40 years and have coached for 40 years. This program is one of the best programs I have been involved in. Everbody wins. The buddies who work with the kids learn a lot - it is important for the kids. Al Larson - 46 Jacques Lane - thanked the folks from West Hartford who came here tonight. Sounds like a great program. The video struck me seeing the kids faces - parents were having just as much fun as the kids. WE need to find a way to make this happen and keep it in the plan using fund raiing and grants to help pay for the costs. SW has become a cutting edge community and this would continue to have us be that type of Town. Lynn - teach at TE - this also helps other children who do not have a disability. It is about everybody.
B. Master Lease Agreement with TIP Capital (requested by Town Manager, Matthew Galligan)
Galligan - this has nothing to do with the fields this has to do with the generators. we usually go out to banks - TIP used for PW trucks. Wanted to review the overall master lease agreement. Council should be aware of what we are doing. Created a system for a portable generator because do not think we are going to meet the current deadline. Kari Olson - introduced Mark Markowitz - he did a lot of the work - we did go and review if ballfields could be added into this. Michael M - we were asked to look at the master lease agreement. that document is a template for any sort of municipal leasing. municipal leasing is just one way to finance items. the primary advantage is that the interest payments can be structured to be obligation whihc would make the interest rate exempt from taxes. the second advangage is it is simplier and less expensive administratively. lease agreement do not implicate the full faith of the Town credit. the main advantage to that is the town is limited to what it exposture would be. the primary remedies are tha they can see the lease or finanicng paymen tfor fiscal year that has already been appropriated. Matt - trying to have council look at template. did not want anyone to think we were just jumping into this and wanted the counicl to be aware of what is going on. thnk you need to see draft template agreement - if the counicl sees fit we move forward. Mayor - am I mistaken or does this cover more than what we authorized in the budget Matt - what ever approved in capital projects in the budget. Keri - provided an opinin earlier - you do have a ceiling and once again no authority for us to go foward. Mayor - Matt - not what I - there was discussion about athletic fields Mike- is this type of lease finanicng leagally available for this type of item? TIP Capitla did not have any example for this. No legal basis why it could not be financed through this vehicle. there would be practical concerns - the master agreement makes it so you have to return equipment that is not able to be paid upon. (Can this legally be used to finance athltic fields) we view the answer as yes. Mayo r- the agreement only Matt - yes that is correct. Mayor - if someone were to use TIP capital what woudl it take majority? Galligan - yes probably would because it is a vote of the budget. simple majority. Mayor - that would be a separate agreement Galligan - yes Olson - anything already appropriated in the budget would be able to be signed off by TM but anything new would have to go through the proper process. Mayor - my concern is I could see where this could become a checkbook. Yagaloff - said there is a cap on a leage amount before havin gto go to public hearing Olson - 25,000 in one year Yagaloff - so there really is no limit - could be 250,000 lease but the five votes could bring it forward Olson - based on your charter I believe that is correct. Yagaloff - trying to understand why we are looking at the lease discussion. Galligan - looking here for a large lease payment - felt tht this is going to be a new way of ding business. Usually do with the banks and banks have leasing companies and work with them. Yagaloff - You said we have not leased this type of expenditure because it is borrowing present money and amoritizing it over a number of years. Galligan - a lot of our leases we do not go out 20 years. Yagaloff - why wouldn't a bnak do a lease Galligan - because it is equipment they do not want. TIP capital is a lease company. Yagaloff - I understand that this is a tentative agreement but was never happy with the lease approach and therefore woudl probably not be happy with this agreement. Not sure if agree it has not been in the budget. This council has frequently budgeted for items that are not in the budget. could see doing lease with the first payment amount of a certain amount is paid for this year - continue on - Galligna - post office was different - tht time was put into the budget and the Town Council took that item out. Yagaloff - once process begins no one should stop it. If this goes forwrd would like attonrey's to review and make sure ok for the town. will probably not vote for mechanism - need to pay for expenses as we go. to me this is like a credit care and could lead to spending beyond our means. Anwar - referendum purchase of real property Galligna - not giving up good faith in credit so do not have to go to referendum. do feel have to go to public hearing Anwar - who asked the Town Attorney to review the financing of fields Galligan - came up in Athletic Fields - through the committee they asked if this would be possible and that is why I have the council discussed about tonight. Anwar - why does the mayor not know about items Galligan - when Sidewalk committee asks for information I supply that information to the committeee. It is the committee's responsibility to bring that information to the Council. Anwar - why don't you have discussion with Committee not Town Counicl? Anwar - the community is uncomfortable with the lease financing of the fields Galligan - council would need to decide how the financing is done. Can't start overseeing every committee. - it is the committees responsibiliity Anwar - why did we decide TIP Capital it is still an open bid concept - I need the council to have an agreement with TIP Capital - I can' t just sign an agreement that is not adopted by the Council. Anwar - we have other entities - this is one that was not on there because the town does not have an agreement with this institute. Anwar - Galligan - this group would be number 13 that I can go out and get bids from - this company is not on the list - if council does they would get put on the list. Anwar - Galligan - if we don't come to an agreement we will not do it. Anwar - in favor of generators and computers. using this for anything beyond that I would not be in favor. Mayor - we are having this discussion because you want ot establish this as a institute to do business with. Galligan - if we can get an agreement that is reasonable. Mayor - should phrase it in a different way. Galligna - this is just another tool for us Beaulieu - this is a master lease agreement not for a certain project. In May we were invited to meeting to discuss TIP Capital and if they could lease fields. This item was not kept behind closed doors. if we could keep it to the master lease agreement. Havens - this is a new policy - do we go this route or new route. Galligan - as each project comes up we do individually. Havens - do you have a bottom figure in your mind? Galligan - 122,000 per year Havens - that is all you want to lease Galligan - IT, capital, Havens - I can support some of these items - there needs to be a dollar amount and maybe what we can lease. this is a brand new policy Galligan - problem you have some of the banks will not do equipment that you can not get rid of. Havens - do we change our policy Galligan - there is no policy to change. If you are going to do generators which banks will not do you have to find another way to finance. Bazzano - this document is no different then any other agreement that is started out with the town. this needs to be negotiated - we are grouping items together that are similar. can master lease be added to? Galligan - you will hav emaster lease for IT equipmet - then generator - this company will not do rolling stock and banks will not do generators. Council passed a budget and I am trying to find company that will work with town. Bazzano - this company will group together and have master lease over a certain period of time. We have received information from the Manager, and Town Attorney - we do not need master lease agreement. Galligan - we have been leasing fire trucks and police vehicles for many years in town. McCann - the term master lease does not mean we are going to put all of the leases in town and put it into a master lease. master lease means Galligan - establish rates and terms McCann - so then you have a template for every lease. McCann - there seems to be a misunderstanding - master doucment used for all leases. one of the things interested in is what th eadvanatge woudl be to add this entity to the dozen we already have? Galligan 0 lease items that banks do not lease. McCann - why just this company - should we obtain other proposals? Galligan - I am doing that and looking at two or three others. there are only few companies that will do certain equiopment. banks will not do generators. trying to get more options for the town. McCann - there is no action on this right? Galligan - correct - you passed a resolution for leasing and some of th eprojects will not be bid on that are in the budget. Olson - it was our understanding that we are here to inform you about what TIP Capital is meant. Yagaloff - at the July 1st there were large institutions that were approved. the problem is the regular financing institutions will lend for purchases but when you do not do full faith and credit of the town then these other banks instituteions are not comfortabel doing them. if we have to go away from large banks and they don't want to do this deal with us there is a reason for it. there is significant risk. Galligan - that will be the next decision - generator - if you purchase the bank will bid - computer equipment the bank will not bid on. that is why I am having this mechanism. Yagalof f- why would htey want ot bid on generator. I think the Council put you in a difficult position. Galligan - in 18 years I have not bought anything that is not in the budget. Yaglaloff - concern about allowing for pathway the the public is concerned with. Anwar - the company said at the meeting that they do not lease fields.
