Carl W, 68 Eldridge Drive - Spoke to Chief of Police last week on this subject. Here to represent everyone on the road. Might as well take all of the stop signs and speed limit signs down because nobody is abidding the rules. 30% of the time people are on their phones. I think we should take the street back. SAfety for everyone is important for everyone. No one should be on the phone when they are driving. Need a few signs saying (ifyou are caught on a cell phone, speeding or going through stop signs) Please help me make a difference.

Don Golnsalves, I attended the WPCA - there was supposed to be a joint meeting between the WPCA and Council. I sent all of the council a emial regarding the meeting. one of the members stated they woudl resign and take his seat. This is not a case of anyone stealing money or anything. the thing is the numbers are wrong. there is one million dollars - people are overcharged. I have asked the Counjcil to come back to me - I don't know where the money is. WPCA doesn't know about their funds. no one knows how much in their reserve account. they don't know how much is in that reserve. they do not know about their financial situation. I am going to make this an issue - will not pay my sewer bill until this is resolved. Surprised no body came back to me.
Sue Larsen and Sue Burnham - Sue Larsen - this is the first year that election day registration is going into effect - on election day can come between 6am and 8pm to register to vote and will be allowed to vote that day. Sue Burnham - we will hav ea modified polling place - we will have signage and let people know about it. (November 5, 2013 election day) Prague - where do they vote? Sue Burnham - there will be a room that will be designated to this issue. Delnicki - that is a polling place for those who need to register? yes in the Sprenkel Rooom.

Bazzano - we set a precedence a few weeks ago - Richard Grigorian requested a lot of information - Mr. Gonsalves should be able to get all of this information. Galligna - I have the memo - will go over with Finance. Snyder - we want to be sure we answer all of his questions. I just want to be sure that everything is provided to Mr. Gonsalves - Is there any time we can get this done Galligan - will work on this tomorrow with staff. Snyder - could you email that information to the council. Anwar - this issue is not a new issue. The way we charge is a flat fee no matter how many people are in the house. we need to move towards volume method. there are other communities who have used this method. This is something that should have been looked at earlier. I have gone to the WPCA meeting and discussed this. Thanked all council members - honor serving with everyone. Thanked the Mayor in his service. Snyder - make comment on Mr. Werkhoven's concerns. There are people all of the time using cell phone, speeding, etc. Could the Town do a distracted driving campaign or address this issue some way. We need to raise awareness. This issue needs to be addressed. Mayor - you bring up valuable points. I have talked to Mr. Werkhoven about this. I think there is an opportunity here for the Town Police Department and the School to work together to do something. I have decided not to ride a motorcycle anymore on the streets. Suggest we start conversation on this issue. Galligan - maybe we should ask the Chief to go out - DUI - check safety seat belts, make sure people are not on the phones. Dlenicki - Metro Traffic - Prague - Jeff Folger - King Street - there is a baseball feild? Jeff - Church owns that Delnicki - the Torch Walk - Saturday night - success - good turn out.

6. Items for Discussion
A. Funding Status of Town/Board of Education Pension Plans (requested by Councillor Beaulieu)
Beaulieu - this is an item that we brought up during the budget. wanted to bring it back up - pension plans. - I have been seeing more people lowering their discount rate. Our town has been at 8% for quite a long time. we have handout tonight of other towns that are lowering their discount rate. in a lot of cases worked their way down. this is a combination and I between Councillor McCann and I and Councillor Havens is also on the Pension Committee. This has nothing to do with the ARC. by reducing the number the Town would have to make additional contributions to the Pension Plan beyond the ARC. It will require contribution to the plan. The actuary gave us information in March and gave us options. During budget season we brought this issue to the Town Council. it was going to be four year plan of $500,000 - 8 to 7.5% - would improve our funding status. We discussed it and it did not pass. We had the Actuary give us a deeper report. Wanted to bring is forward tonight mostly informational. I think what we woudl like to see is work our way doewn 7 3/4 then to 7 1/2 - step program makes a lot of sense.
McCann - we have heard from time to time that we should be relying on our experts. We have expert in Cindy and our actuary. We should listen to them. CT is ranked in the worst financial shape. one of the major reason for this is under funded in pension. we don't want SW in that same predicament. we should adjust the discount rate and bring it down. 17 towns have done it and they are rated better then SW. recommend that the TC take a serious look at this particularly after we get report back from Town Manager.

Galligna - just sent email to the council today - 4 documents sent to you - agreements for CT. Studios - all draft - I am sending them out in advance to the council met with CT Studios today - will be meeting Thursday - they are moving forward with their closing between 3-4 weeks. Eight weeks after that closing on commitments. We are going to meet every Monday in my office to continue this. Union neg. we settled two - There may be another settlement coming back to us. RFP Committtee met tonight regarding Ambulance - we will have interviews and come back with recommendations. Task Force sit on for EMS services that has been a testy comittee - all municipalities feel the PSA should be with the town (fight between town and Department of Health). Prague - any news on closing Galligan - land 2-3 weeks - eight weeks closing for the whole thing.
