Carl Werkhoven, 68 Oakwood Drive, my main item is have request of Town residents. I have been out on the road for 177 hours since last time I met with you. I am proud to have you as a Mayor. Councilor Beaulieu was the only member of the council who stopped by. I would like to ask everyone to think about these words. My request is to hope that everyone asks other businesses to put no testing, etc on their windows. Have petition signed from individuals who understands what I am trying to do. Handshake - I will not use my phone for texting while driving. There is no life that is more important then another. There are trucks that are texting also. I am not against speakers being used. Thanked Mr. Kelly and his family for letting to be on their property. Next week will be on horseback for one or two days. It is like being drunk when you are texting and driving. Mayor Anwar - presented Mr. Werkcoven with a proclamation.
Tim Shepard, 45 Newberry Road - 501C3 organization - three properties - although we have never had formal linear park - 10 acres worked with Town on Main Street we will only know how significant as time goes by. Priest Farm is here - recently you were offered parcel on Rte 5 - Land Trust feels can do something with that property that the Town declined. We are asking that the tax lien be lowered to $1 and let the Land Trust acquire the property. I also think the land could be a catolist for othe rland owners. If neighbor doesn't want to develop property in the future it would be interesting to have land trust have property. more attractive because more frontage. I think it would be a good thing for the Town - 2,000 per acre. would like town to work with land trust.
Patty - 770 Clark Street - talk about letter sent to Town - Tractor Trailer ban on Clark STreet. Clark street is used for a cut through by tractor trailers. I have 34 signatures - so a lot of peopel were in agreement = people do not want to see Clark Street as cut through for tractor trailers. We would like to see sign put up to ask tractor trailers to now use as cut through and would like ban on tht road. I brought several copies of the letter for the council. received response from Chief Reed - which I was a little disappointed. I am here tonight to request that the Town Council revisit this request. AT the least have Town talk to Hartford Distributors.

Anwar - When public speaks during public participation you may not hear a response during tht item but could be brought up at another time. we are adhereing to the ruels. on the regular meeting - any one from the public can give
Liz - 5:30 parade starts at Evergreen Walk on Saturday - with the Fire Department. Holiday Parade. Snyder - SW Dept. of Human Services - Adopt a Child - Andrea oversees the program. Urged anyone who is listing to take that step and contact Andrea. This is the third year I have participated in this program. SW Food Alliance continues to bring items for the Winter Market 10-1 at St. Mary Margaret - here under _______. Great way to get fresh produce. SW Food Alliance has schoolyard gardens and the students ate their products. They also have healthy food systme, wellness - they are looking to do something with the Priest property. Indoor farm - SW Community Foundation working with them. Great program. They are now on the www.swfood.org. all of the information regarding the vendors that participate in the farmers market is on the website. I have seen Mr. Werkhoven - talked to the Town Manager about getting a texting or distracted driving campaign going. They can educte the school children. would like to see us as a Town support Mr. Werkhoven but also work with Council to get some signs on town property to say don't test and drive. I would like to urge people to stop and shake his hand. Would like his to be part of theprograms. Looking at embracing this as a town. As a town we should work together to get Mr. Werkhoven's message out. Delnicki - like to welcome scouts from troop 62. In 100% for getting message out - woul dlike to contact BOE to have him help with the message to get it out.

Two resolution for emergency management - Evergreen Walk would like to table that until December meeting. Strategic planning tonight will be talked about tonight. we would like to get back to that. think we need to move forward. Staff and I would like to do orientation. take one night and discuss what we do, how we do it, etc. woul dike to comit to Council to read their rules and objectives to move things foward. EMS Task Force - we are meeting head way. Delnicki - you mentioned Ambulance issue - you have proposals that are being looked at - do we have time line Galligan - Mayor and I have talked about that - the MAYOR IS GOING TO MENTION TONIGHT TO ASK TWO more Council members to be on that committee Delnicki - I would like to be a part of that committee. Yagaloff - has anything been filed for CT Studios. Galligna - there has been dialogue - would have to check on that. Yagaloff - there would not be a reason Galligna - that would hav eto go through Town Attorney. Yagaloff - as far as you know tonight - CT Studios has not closed? Galligan - I think they are two days away from closing. All of the funding sources are tied - Yagaloff - originally PURA approved - Yagaloff - could we find out from the Town Clerk Galligna - will find out - when TC ruled date - why would you take out loan at 12% for two or three months when - we had those discussions for Seminal to move forward. Everyone wants Fuel Cell but you hav etohav etwo insurance policies. Yagaloff - counicl has not discussed the private public improveemnts. Galligna - hopefully Bodn Counsel will - be able to discuss. 6. Items for Discussion
A. Strategic Planning (Michele Lipe, Town Planner to be present)
Galligan - when first got hired they asked me if I knew anything about Strategic Planning - we did put together a team - Council, Board of Ed, Board and Commission - we met for 15 Saturdays to set the Vision, etc. we have our top ten list - would be nice to review this - we should incorporate the plan into the budget. this would alllow a couple of items to be put into the budget every year. We used to meet and do roundtables. we will hear from the community. We have gotten away from the Strategic Planning process When economy starts swinging back we should get back into step with this. we are looking to bring this back - during orientation - spend 6-7 hours to decide priorities and vision. Michele - feel it is really appropriate to go back to the document to use as a draft - one of the biggest things we did was created books for each board and commission. duties, by-laws, etc. leadership roundtable we would get together twice per year. Mike Gantick is thrilled to know we are discussing htis again. Anwar - the last time we looked at this was 2001. a lot of the community - it is time for us to do a gap analysis - going forward look at year 1-10 - put all data together and see how we can set up the prioriites. strategy needs to be created. worthwhile to see wehre we are. we have different needs and technology has changed. Wagner - I was involved in the Plan of Conservation and Development - to produce that plan we used Plan a metrics. the Strategic Plan - how the stratgic plan is going to fit into the budget. are we gong to produce more complex document. Galligna - going out to the public no one is going to read a 300 page document - put down to top 10 prioriities. The town should set survey back out again. Strategic planning is a mind set. - to employees we go it to a mind set - booklet is being put together to be put into a concise form. Steve - Matt - document should be part of your operation budget, police budget, 10 year plan, etc. the whole key is to take the budgets into consideration. Snyder - I am excited that you are bringing this back. I was on the founding committee - it took us 1 year to come out where we need to be and where we want to be. Wyane H - we met on Saturdays - we worked and identified all of the areas. back then Boards/Commissions did not have duties. Today is a different time so it is very imporatnat that we reassess where we want to be. Glad this is something the Town will be working on. Very healthy for us to do. Mirek - I was very excited to hear about this because had people asking wha tth edirection of our town is. it has been 10 years - time to look at where we are, what changed, what has stayed the same to move the town forward. we don't have to start from scratch but do need to refine it. Anwar - the key thing is hav eto go - how are we going to implement this. som much work has been done - we do not hav eto reinvent the wheel. this isa plan for everyone - Galligan - what we have to do is look at all of the master plans - look at together and figure out top 10 - we need to take items and identify where the funding sources are. Anwar - we do not need a consultant for this. we have wonderful staff - we can use our own resources and set up dates on Saturdays for 4 hour sessions. make sure the mechanism and process is transparent in case residents wan to be a part of this.
B. MDC (Fred Shaw, Superintendent of Pollution Control to be present)
Tom recused himself from this discussion - has not discussed with TA - in the maintenance have nothing to do with rates. Galligan - bill went from 30.00 to 90.00 - did press release. There is nothing that the Council has control of - Aman - 878 Strong Road - was not expecting to come forward and talk today - Matt gave summary - last November or December MDC put public notice in the paper - increase on rate increase. One thing talked to commissioners 28 board tht runs the MDC currently ther eis no non-member person on that board. I am supposed to meet with MDC - looking forward to public hearing - would like Matt to look at cost of moving fire hydrant. Anwar - thank you for your leadership - Aman - have to give credit to ex mayor of Manchesters. he is the chairman for committee - Recess work session to call the Regular Meeting to order at 8p.m.
Reconvened at 8:10 Pendleton - this is a council issue because citizens have a lot of quetions about members and nonmembers. Have Fred come up. Fred Shaw - there is a long history on this issue. the town is split between MDC and CT Water - MDC 1600 to 1700 residents and 150 businesses - we are not member because MDC does not provide sewers. they wanted sewer service but that did not happen. Anwar - while we have moved in the right direction - the solution required us to work on town and state level - media was also factor - MDC can not be governed from the outside at all - what is needed is we need to have some - this is not the solution - ther eneeds to be mechanism to have voice inside of MDC. need long term solution. LIz - every fall review. I will be keeping an eye on this.
