Anwar - If you look at what is happening in Hartford - it is time to have conversation for SouthWindsor. Mirek - have you met with Mass Transit - last year we were looking at getting bus stops. we actually had representatives talk to employers. They told us nobody needed that. We can add bus routes. Peter - I think ther eare two problems here - AT Aldi - they ar enot using because not available, routes are not convenient. They tak too long fo rpeople to take them. One reason you might wish to enhance the bus system - help our employers to attract employees that have the skill set they are looking for. I would love to go before the committee. We need to demand excellent service within our community. It has to be safe, clean, convenient. It is something worth exploring. Anwar - there is an opportunity for Peter to talk to these committees. Recognize State Rep. - honored that you are here - Havens - ideas go back 10-15 years. one of the things that would liven the town is apartmetns for the youth. Many years ago thought about putting commuter lot on Route 5 - that may help to get people to use that type of transportation. another aea tht would help - Hartford courtant needs to be more active East of the River and especially in SW. Peter - part of the solution is working with Capital Region Council of Governments. We used to go to CRCOG Policy meetings where these issues were being idscussed. There is a lot to be done but have to work with other communities and ___ Yagaloff - one of the reasons we have economic development is because you bring the projects in. Hartford seems to dominate the resources for transit for workers for bus service. I don't understand why. It is too bad that we can't offer that service. One of the problems I see is the town doesn't know what they want. the current projects that was coming through were not young people apartments. a recent graduate from college is not going to be looing for a large rent. they will not have the financial resources to have dinner at Evergreen Walk every night. Peter - both my children ended up out of SW - The great apartments are outside of South Windsor. There is so much demand for apartments at this time. Yagaloff - Evergreen Walk has a lot of space in the rear - personally feel the town should do something affordable. Have you perceived that this Town wants DeMallie - we need feet on the street at Evergreen Walk - to have residential community within Evergreen Walk - If they are high end that is terrific - we need to help reenforce that area. We do need to address youth tht have just gotten out of college Steve - Peter - Steve - we talk about encouraging the development of apartments. P & Z designs the town - they are looking at modifying their rules to have a more sustainable community. Werkhoven, proclamation - am not worthy of proclamation - would like at the end of his mission. tried to get permit., I was asked to leave and not be on town property any more. if anyone has organization and would like to adopt me tht would be good. I was told I am a distraction. If I could get organization - I will keep signs in truck. Thanked Mr. Kelly for leting me be on their property. I thought the town would be on my side in this battle. Turned out to be my biggest problem. I can take that in stride. I will continue on. Had a gentleman at the Town Hall who had texted everyone in the Town that there was dog poop under the tree. I want him to know that I pick up the poop.
Mike Sullivan, 24 Jared Court - I would like to request - have read article Mayor wrote about economic deelopment. I would like to see procedures - Redevelopment Authority - process to evaluate tax abatements. I have spoke before this Council previously about tax abatements. Recently you had developer pull out of project at Evergreen Walk. Initially they wanted 600 apartments. I heard the Town Manager say that 200 apartments were not enought. How many jobs, what benefit comes to the Town.
Richard Grigorian, 369 Main Street - Matt arranged meeting with me and Ray Favreau. It was an excellent meeting. We agreed on almost everything. One of the things agreed upon was that the fields situation in SW is to his liking. He did not feel that the need for additional fields were necessary. I made the appointment with him with Tim Shepard who is on the SW Preservation Society. It was responsible for helping property go to referendum initially. It is specifically stated in remarks - SW 1987 helped with open space - thye are very concerned about the use fo the property and the magnitude in which someon has the feeling that it could become 100% passive/active recreation. There is a dual need or use but once you start to eliminate primary function of land it starts to become questionable if it is the right approach. We did not necessarily agree on the fields that are extra because I feel there are plenty of fields that are not being used. school is also allowing town to use two additional fields on their property. - CREC - there is hardly a need necessary. There would be no preservation of farmland if ithis went through or open space. We will go forward with a meeting or two - and the consensus is that the gentleman in charge of our community do not feel there is a need for addtional fields.
Matt Riley, 12 Heatherwood Drive - the town has approved this property for additional fields. The need has been proven. Ray was a member of the committee and they came forth with 4M, 3M and 2M - 900,000 was approved for development of the 11 acres. 85% of other towns that are common to SW have snythetic fields. This is the thrid meeting in s row that there is a resolution on the table for a STEAP grant - the development has not be well vetted, more discussion is necessary - we paid 1.1M for the Old Post Office. we have 500,000 that was approved with a STEAP grant and do not know why there is a need for a second 500,000. The second problem with the resoution is the Council has already directed the TM to seek STEAP funds for the athletic field proposal. If you are going to redirect the TM -
Mayor - you will be able to get answers to questions that are being asked.
Cindy Beaulie 19 Cody Circle - Reminder that the fields project was approved. I do not like the fact that Mr. Favreau quoted when he was a member. I think as a Council you should hear what he has to say. EOC/Buisness Incubator - a project that has not been vetted. Suddenly we need to go for a STEAP grant - find that very unsettling. I was very disappointed to see that the Council passed the Hiring/Spending Freeze. Do not understand how we can say we are there yet. You are tying the Town Manager's hands. One of th eitems on the agenda tonight is for a Subcommittee to work on economic devleopment. I hope that Shari Fiveash will come up and say something about this. concerned forming another committee. curous to know what everone's opinions are.

Wagner - as liaison met with couple different boards - Parks & Recreation there were five things that came up. Mayor and I asked them to weigh in if they would like to move to Wapping school if that becomes available. they would ike to go through the TM. minutes are pbulished on the website. Park & Recreation is drafting an ordinance tht would require any projects to go through their commission. They have also invited the BOE to have a liaison. They have asked thta thte fields committee be a subcommittee of Park & Recreation. I understand the Fields Committee is going to have their charter - there has been request for frisbee field. Planning & Zoning Emily from CRCOG to talk about sustainable land use. They had meeting with Planametrics regarding improvemetns in the Town Center. they ar emoving foward with idea for Town Center. I told Mr. Gonsalves that the TC Rules and Procedures are avaialbe on the website - will be done as soon as updates are complete.
Yagaloff - not interested in ordiannce that everything go thorugh Park & Recreation - we have projects come to Council first - the Town Council should not expend TA fees for this. I am not intersted init and do not want the council to expend funds for an ordinance like this.l Also the Fields committee becming a sucommittee to the Park & Recreation. I am comfortable with Town Council liaison giving direction to the commission. The liaisons are from the Town Council. I think information should be provided to the council. Perhaps the Park & Recreation should come before the Town Council so that we can find out what the problem is. Sugget ask them to come to next TC meeting and ask them for their concerns about the TC.
Snyder - did Park & Recreation is requesting an ordinance so that all projects go through them. Wagner - that is correct Snyder - ok we will talk about it later.

A. Economic Development in the Region (requested by Mayor Anwar - Peter DeMallie to be present)
Peter DeMallie - President of Design Professionals - Some of the things I am doing regionally. Serve as Co Chair East of the River Chamber of Commerce. Involved with ----- - Advocate for the City of Hartford and surrounding Towns. Central REgional Tourism District. 65 communities - have been rep since early 1980's. South WIndsor is part of the Hartford area. other regions are recovering at a faster rate then Connecticut. It is in our interest to promote ourselves as well as the region. Given size of region it does not get a lot of attention. we need attract businesses and youth. The total population 2M - 20th largest market in the US. 700 people per square mile. Most of the metropolitan areas are known for their professional sports. they are on the radar screen. Metro Hartford, Springfield, New Haven is on eof the largest area without professional sports which hurts the area. The knowlege corridor 1,247,106 employees - 447,000 more jobs then Charlotte North Carolina or Ro - employers want to be near colleges and we have 215,000 college students. our list of major employers UTC, State of Connecticut, Hartford Healthcare, Travlers. Buildingin commuter rail whihc will connect Hartford, Springfield, New Haven. That is a major - also building bus and transit line which will become operational in 2015. 163 cities worldwide where has been implemented. 140 cities also plannning and designing new bus lines. Talk of extending Boston trail line beyond Worcester to Springfield. There is also talk of connecting our new rail system through Vermont to Montreal. South WIndsor is suburb in the 20th largest market. we need to work collectively with other communities. it is in our economic interest to do so. transit projects are both on other side of the river. SW needs to address lack of mobility. we need to work to expand transit system. that is why suddently in regions with mass transit - the 8,000 savings is being demanded which comes from households with 2 people only having one vehicle. We do not have intertown bus system, we do not have any real connection to transit system to which some of our newest employers in town Fed ex and others along Sulllivan Avenue hav ea way to get employees to their busines other than by personal vehicles. Some may have noticed employees walking along Sullivan Avneue. If you work on Sullivan - - there are no options for them. This is a situation that can be improved. Youth we are losing - all apartments have been converted into condos. the only housing for young workers is on Pleasant Valley Road - construction will begin next year. Zoning is a huge impediment. too large developments. there may be opportunities for such housing at Evergreen Walk and maybe Wapping Center for housing with maybe some mixed use. Anwar - we will be taking recess to Peter - need to work effectively with Bradley International Airport. Regions Airport - SW would benefit with thriving airport. We don't need any new gates - there are no direct flights. Windsor has huge areas to develop. We have parcels that can be concentrated on. we have a lot of industrial areas. we can use tax abatements to entice - we can rebuild elementary facilities. we can work to help build a work force that has the skill set of the future. many of our employers have been able to hire regionally - we have identified 1,000 jobs - employers here can not find qualified candidtes. SW can realize its economic - working with other communities. we need to retain employers and brightest employees. we need to ge tto work right now andother regions are way ahead of us. B. Campaign for No Texting While Driving (Dennis Sheridan from Human Services to be present)
Dennis Sheridan - we do a collaboration with the School system. Liz L - Youth & Family Services Coordinator - Liz - for the past 10 years Youth and Family services along with BOE, Police and Ambulance have had a program called "Broken Dreams" This program happens every two years. this program is funded through grants and generous donations. In September . On Nov 7th SWAN had program with discussions at the Library. Presentation included a lot of research on teen driving - not always impaired driving, ther is distracted driving. Kathy Reed and Dr. B Kathy Reed - Co advisor for STudents Against Destructive Decisions - SADD - National Organization - 30 students in all grades - meet 7am organized many programs. remind teens dangers of distracted driving. We did an annual seat belt Dr. Bombara - SADD has been in buisnes for 8-9 years - Student began the program. Impaired drriving, provide leadership skills, distrated driivng, bullying, etc we have had safe driving instruction. sock collection for area shelters. In the future will be partnersing with Insurance Company. Mobile classroom willb e brought in. Simulated driving. week of February 10th, invited Council. Anwar - thank you and thank you Councilor Snyder for asking for this. Is there a possibility for hinm to work with town staff especially with his message. Bombara - have had great discussions with him. We will try to work with him, our funds are limited.
